【摘要】:建筑工程具有周期長、投資大、施工技術(shù)復(fù)雜、參與方多、環(huán)境干擾多等特點,不可避免地面臨諸多不確定風(fēng)險,如不加以防范,極有可能影響項目的順利建設(shè)及運營,甚至?xí)斐刹豢晒懒康膿p失。提前識別存在的風(fēng)險,通過認真分析,尋求一種科學(xué)的管理方法,付出最小成本,使項目風(fēng)險損失得到有效規(guī)避和降低,確保項目計劃順利完成,以獲取工程項目預(yù)期的經(jīng)濟、社會及環(huán)境效益,意義重大。風(fēng)險管理作為一項系統(tǒng)的管理過程和管理活動,是工程項目管理中必不可少的重要環(huán)節(jié)。它通過風(fēng)險識別、風(fēng)險分析、風(fēng)險評價等環(huán)節(jié),對項目運營中潛在的不確定性風(fēng)險問題尋求相應(yīng)對策,以進行有效管控。本文分析了我國公路工程建設(shè)業(yè)的現(xiàn)狀,針對公路工程建設(shè)項目風(fēng)險特點,結(jié)合風(fēng)險管理方法,提出了如何對公路工程建設(shè)開發(fā)項目進行風(fēng)險管理:在做好風(fēng)險識別、風(fēng)險衡量、風(fēng)險評估的基礎(chǔ)上,選擇、運用風(fēng)險處理方法,并隨時監(jiān)控風(fēng)險管理過程。在理論闡述的基礎(chǔ)上,對濰坊城市道路西北區(qū)C3工程項目公路工程建設(shè)風(fēng)險做了詳細分析,并提出了應(yīng)對風(fēng)險的措施。本文從項目管理的角度去展開研究,閱讀大量相關(guān)文獻,在總結(jié)國內(nèi)外相關(guān)課題研究結(jié)論的基礎(chǔ)上,采取了理論研究與項目研究相結(jié)合的方式方法,透過“定性”和“定量”相結(jié)合的視角,得到了以下研究結(jié)論:公路工程建設(shè)項目應(yīng)該進行風(fēng)險管理,首先要全方面分析風(fēng)險;其次要研究風(fēng)險帶來的損失,對其量化,包括風(fēng)險概率和平均損失;最后要根據(jù)風(fēng)險類型、損失大小、目標高低,提出相應(yīng)的風(fēng)險管理方法手段。本文研究創(chuàng)新點在于利用公路工程建設(shè)風(fēng)險管控理論對整個工程的風(fēng)險管控進行分析和探索,得出公路工程建設(shè)風(fēng)險管理的過程、方法;運用項目風(fēng)險管理方法對濰坊城市道路西北片區(qū)C3工程項目案例進行了實證性分析,發(fā)現(xiàn)了公路工程建設(shè)項目風(fēng)險管理中存在的實際問題,根據(jù)該工程項目風(fēng)險的特點及存在的問題得出了公路工程建設(shè)項目風(fēng)險的應(yīng)對措施及方法。
[Abstract]:Construction engineering has the characteristics of long period, large investment, complex construction technology, more participants, more environmental interference, and so on. It inevitably faces many uncertain risks, such as not taking precautions, which is likely to affect the smooth construction and operation of the project. It can even cause incalculable losses. Identify the existing risks ahead of time, through careful analysis, seek a scientific management method, pay the minimum cost, so that the project risk loss can be effectively avoided and reduced to ensure the smooth completion of the project plan. In order to obtain the expected economic, social and environmental benefits of the project, it is of great significance. As a systematic management process and management activity, risk management is an essential and important link in the engineering project management. Risk analysis, risk evaluation and so on, seek the corresponding countermeasure to the potential uncertainty risk problem in the project operation, in order to carry on the effective control, this article has analyzed the present situation of the highway engineering construction industry of our country, According to the risk characteristics of highway engineering construction project and the risk management method, this paper puts forward how to manage the risk of highway construction and development project: on the basis of risk identification, risk measurement and risk assessment, the author chooses, Using the risk treatment method and monitoring the risk management process at any time. On the basis of the theoretical elaboration, this paper makes a detailed analysis on the highway construction risk of the C3 project of Weifang city road northwest region. And put forward the measures to deal with the risk. This paper from the perspective of project management to carry out the study, read a large number of relevant literature, on the basis of summing up the relevant topics at home and abroad on the basis of research conclusions, adopted the combination of theoretical research and project research methods, Through the combination of "qualitative" and "quantitative", the following conclusions are obtained: first, risk management should be carried out in highway construction projects, first, risk should be analyzed in all aspects; secondly, losses caused by risk should be studied and quantified. Including risk probability and average loss; finally, according to the type of risk, the size of the loss, the level of the target, This paper puts forward the corresponding risk management methods and means. The innovation of this paper is to analyze and explore the risk management and control of the whole project by using the risk control theory of highway engineering construction, and to obtain the process and method of the risk management of highway engineering construction. By using the method of project risk management, the case of C3 project in northwestern section of Weifang city road is analyzed, and the practical problems in risk management of highway construction project are found. According to the characteristics and existing problems of the project risk, the countermeasures and methods of highway construction project risk are obtained.
