創(chuàng)建體現(xiàn)質(zhì)量要求的RQC掙值法以提升公路項目后評價效果

【摘要】:項目后評價不僅可以用來對項目進行科學的總結(jié),還可以為之后類似項目提供借鑒參考,是一種有效的項目管理手段。在后評價工作中,針對工程項目施工階段的后評價是非常關(guān)鍵的部分。從目前現(xiàn)狀來看,針對工程項目施工階段的現(xiàn)行后評價方法主要有前后對比法、有無對比法、成功度法和綜合評價法。然而這些方法由于自身存在缺陷,單純用其對公路項目施工階段進行后評價已經(jīng)無法達到良好的效果,得出的后評價結(jié)論往往達不到應(yīng)有的水平和高度,一定程度上還會阻礙公路項目后評價工作在中國的推廣。作為一個能夠綜合考慮項目內(nèi)多個因素的評價方法,掙值法的特點比較符合項目后評價的要求。若將其應(yīng)用到針對公路項目施工階段的后評價中,可望能夠提升后評價結(jié)論的效用。針對這種情況,作者想到借鑒傳統(tǒng)掙值法的思路,試圖去尋找一種能夠?qū)①|(zhì)量與成本、進度因素集成量化的方法,來改進傳統(tǒng)掙值法,以彌補現(xiàn)行后評價方法的缺陷。該文基于對現(xiàn)行幾種針對公路項目施工階段的后評價方法和掙值法基本原理的綜述,發(fā)現(xiàn)可以將掙值法引入公路項目施工階段的后評價。針對傳統(tǒng)掙值法無法直接用于事后評價的缺陷,利用曲線擬合法將質(zhì)量因素量化后對傳統(tǒng)掙值法進行了改進。最后將改進后得到的RQC掙值法引入公路項目后評價案例,通過案例分析的方式來驗證這一做法的效果,并展望了 RQC掙值法引入針對公路項目施工階段的后評價時還需要注意的問題。該文的主要研究結(jié)論有三點:第一,單純使用現(xiàn)行方法對公路項目施工階段進行后評價,達不到后評價應(yīng)有的要求。第二,將引入質(zhì)量因素改進后的掙值法用于公路項目施工階段的后評價,既有必要,又切實可行。第三,初步創(chuàng)建了基于質(zhì)量要求達成度的RQC掙值法,這一方法可以提升公路項目后評價的效果。該文主要的創(chuàng)新點在于:第一,嘗試用曲線擬合法來對質(zhì)量進行量化,按照質(zhì)量要求的內(nèi)涵,首次提出了可以從質(zhì)量的明示要求和隱含要求兩個方面對其進行綜合評價的系數(shù)RQC。第二,將質(zhì)量因素引入掙值法后,彌補了傳統(tǒng)掙值法的缺陷,得到了升級后的RQC掙值法。第三,該研究針對公路項目后評價創(chuàng)建RQC掙值法的思路,同樣可以適用于其他類型的項目后評價。
[Abstract]:Post-project evaluation not only can be used to summarize the project scientifically, but also can provide reference for similar projects. It is an effective means of project management. The post evaluation of the construction phase of the project is a very important part. From the current situation, the existing post evaluation methods for the construction phase of the project mainly include the method of comparison before and after, whether there is a method of comparison or not. The method of degree of success and the method of comprehensive evaluation. However, due to their own defects, the method can not be used to carry out the post-evaluation of the construction stage of the highway project. The post-evaluation conclusions are often not up to the required level and height, and to some extent will hinder the promotion of post-evaluation work in China. As an evaluation method that can comprehensively consider many factors in the project, The characteristics of earned value method are more in line with the requirements of post-project evaluation. If it is applied to the post-evaluation of highway project construction phase, it is expected to enhance the effectiveness of the post-evaluation conclusion. In order to improve the traditional earned value method, the author tries to find a way to integrate the quality, cost and progress factors to improve the traditional earned value method. In order to make up for the defects of the current post-evaluation methods, this paper summarizes several existing post-evaluation methods and the basic principles of earned value method for the construction stage of highway projects. It is found that the earned value method can be introduced into the post-evaluation of highway project construction stage, aiming at the defects that the traditional earned value method can not be directly used in the post evaluation. The traditional earned value method is improved by using curve fitting method to quantify the quality factors. Finally, the improved RQC earned value method is introduced into the post-evaluation case of highway project, and the effect of this method is verified by case analysis. The paper also looks forward to the problems that should be paid attention to when the RQC earned value method is introduced into the post evaluation of highway project construction phase. The main conclusions of this paper are as follows: first, only using the current method to carry out post-evaluation of highway project construction phase. Second, it is necessary and feasible to apply the improved earned value method of quality factor to the post-evaluation of highway project construction stage. The RQC earned value method based on the degree of achievement of quality requirements is initially established, which can improve the effect of post-evaluation of highway projects. The main innovations of this paper are as follows: first, try to use curve fitting method to quantify the quality. According to the connotation of quality requirement, the coefficient RQCwhich can be comprehensively evaluated from two aspects of explicit requirement and implied requirement of quality is put forward for the first time. Secondly, the quality factor is introduced into earned value method, which makes up the defect of traditional earned value method. The RQC earned value method after upgrading is obtained. Thirdly, the idea of creating RQC earned value method for highway project post evaluation is also applicable to other types of post project evaluation.
