【摘要】：近年來(lái),隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展,作為國(guó)家重要基礎(chǔ)設(shè)施之一的公路交通工程也迎來(lái)了發(fā)展的黃金時(shí)期。然而由于公路工程具有投資規(guī)模大、建設(shè)周期長(zhǎng)、涉及范圍廣、技術(shù)要求高、影響因素復(fù)雜等特點(diǎn),目前在公路建設(shè)領(lǐng)域,項(xiàng)目管理水平還不是很高,質(zhì)量意識(shí)、創(chuàng)優(yōu)理念還不夠牢固,質(zhì)量隱患時(shí)有發(fā)生。因此,在公路工程建設(shè)快速發(fā)展的新階段,推動(dòng)創(chuàng)建優(yōu)質(zhì)工程,使公路事業(yè)長(zhǎng)期、穩(wěn)定、可持續(xù)發(fā)展是交通運(yùn)輸發(fā)展方式轉(zhuǎn)變的重要舉措,具有建設(shè)好每一個(gè)工程項(xiàng)目的現(xiàn)實(shí)意義和整體推動(dòng)公路建設(shè)管理水平提升的深遠(yuǎn)意義。遂廣、遂西高速公路是成渝公司第二個(gè)、第三個(gè)BOT項(xiàng)目,在工程建設(shè)創(chuàng)優(yōu)方面被寄予了厚望,從建設(shè)之初,省交通運(yùn)輸廳和成渝公司就明確了要把遂廣遂西高速公路建成“四川第一、全國(guó)一流”的高品質(zhì)典范工程的目標(biāo)�；谝陨涎芯勘尘�,本文在對(duì)相關(guān)理論進(jìn)行梳理的基礎(chǔ)上,結(jié)合依托工程——四川遂廣遂西高速公路實(shí)際情況,對(duì)項(xiàng)目創(chuàng)優(yōu)管理進(jìn)行了闡述和研究。首先,對(duì)國(guó)內(nèi)典型優(yōu)質(zhì)工程獎(jiǎng)獲獎(jiǎng)項(xiàng)目進(jìn)行了調(diào)研分析,總結(jié)了先進(jìn)的創(chuàng)優(yōu)經(jīng)驗(yàn)；其次,對(duì)遂廣遂西高速公路項(xiàng)目創(chuàng)優(yōu)的必要性和所具備的基礎(chǔ)條件進(jìn)行了分析；接著,對(duì)遂廣遂西高速公路項(xiàng)目創(chuàng)優(yōu)面對(duì)的困難進(jìn)行了分析；然后,針對(duì)項(xiàng)目創(chuàng)優(yōu)面對(duì)的困難,結(jié)合優(yōu)質(zhì)工程評(píng)選標(biāo)準(zhǔn)和典型項(xiàng)目創(chuàng)優(yōu)經(jīng)驗(yàn),運(yùn)用頂層設(shè)計(jì)、標(biāo)準(zhǔn)化管理、標(biāo)桿管理等項(xiàng)目管理的理論對(duì)遂廣遂西高速公路創(chuàng)優(yōu)管理的對(duì)策進(jìn)行研究；最后,對(duì)項(xiàng)目創(chuàng)優(yōu)管理對(duì)策實(shí)施的效果進(jìn)行了評(píng)價(jià)。
[Abstract]:In recent years, with the rapid development of social economy, highway traffic engineering, as one of the important national infrastructure, has also ushered in a golden period of development. The technical requirement is high, the influence factor is complex and so on. At present, the project management level is not very high in the field of highway construction, the quality consciousness, the idea of creating excellent is not firm enough, the quality hidden trouble often occurs. In the new stage of the rapid development of highway engineering construction, it is an important measure to promote the establishment of high-quality engineering, to make the highway cause long-term, stable and sustainable development, which is an important measure to change the mode of transportation development. It has the practical significance of constructing each project well and the far-reaching significance of promoting the management level of highway construction as a whole. Suiguang, Suixi Expressway is the second and third BOT project of Chengdu-Chongqing Company. Since the beginning of construction, the provincial traffic and transportation department and Chengdu-Chongqing Corporation have made it clear that they want to build Suiguangsui West Expressway into "Sichuan first," The goal of the national first-class "high quality exemplary project". Based on the above research background, this paper combs the relevant theories and combines the actual situation of the relying project-Sui Guang Sui Xi Expressway in Sichuan Province. First of all, through the investigation and analysis of the typical projects of high quality engineering awards in China, the author summarizes the advanced experience of creating excellence; secondly, This paper analyzes the necessity and basic conditions of the Suiguangsui-west expressway project, then analyzes the difficulties faced by the Suiguangsui-west expressway project, and then, aiming at the difficulties faced by the project, Combined with the evaluation standard of high quality engineering and the experience of typical project creation, this paper studies the countermeasures of Suiguangsui-Xi expressway's excellent management by using the theories of top-level design, standardization management, benchmarking management, etc. This paper evaluates the effect of implementing the strategy of project creation and management.
