【摘要】：社會保障工作涉及到最為基礎(chǔ)的民生領(lǐng)域,任務(wù)繁重,數(shù)據(jù)龐雜,特別是信息管理環(huán)節(jié),需要投入大量的人力物力。隨著信息技術(shù)的革新以及網(wǎng)絡(luò)化管理和信息化管理的逐步成熟,社會保障工作迎來了新的發(fā)展階段。信息化管理是一種新型的工作方式,它逐步替代了傳統(tǒng)的手工機械管理方式,迅速有效地發(fā)揮出自身的功能。以信息化管理為核心內(nèi)容,以項目管理為重要形式,是當(dāng)前社會保障工作信息系統(tǒng)建設(shè)的關(guān)鍵思路。雞西市地處黑龍江省東部,城市規(guī)模和體量仍然處于發(fā)展階段,轄區(qū)內(nèi)經(jīng)濟水平稍顯不平衡,社會保障工作信息管理的難度較大,工作方式也稍顯落后:首先,缺少高效的信息技術(shù)手段,難以充分實現(xiàn)信息化支持與現(xiàn)代化辦公;其次,各部門之間未能實現(xiàn)業(yè)務(wù)信息共享,信息數(shù)據(jù)交叉重疊,缺乏有機配合;第三,大多數(shù)信息數(shù)據(jù)都局限在社會保險經(jīng)辦的業(yè)務(wù)范圍之內(nèi),各地勞動力市場和社會保障部分所涉及到的業(yè)務(wù)信息非常少。為此,建設(shè)一個有機一體化的社會保障信息管理系統(tǒng)勢在必行。本文基于相關(guān)的國內(nèi)外理論,對雞西市開展社會保障信息化建設(shè)的必要性和可行性進(jìn)行了充分的分析,指出了項目建設(shè)的組織可行性、技術(shù)開發(fā)可行性和社會效益可行性。項目建設(shè)的預(yù)期目標(biāo)包括內(nèi)部與外部秩序的合理化、數(shù)據(jù)整合與分享的高效化、數(shù)據(jù)更新與升級的實時化以及信息系統(tǒng)與實體工作協(xié)調(diào)匹配的常態(tài)化。為完成這些目標(biāo),文章闡述了系統(tǒng)建設(shè)的具體內(nèi)容和流程,并對風(fēng)險控制及保障措施進(jìn)行了分析,指出統(tǒng)一認(rèn)識、制定相關(guān)規(guī)章制度、優(yōu)化資源配置等措施能夠有效地提高系統(tǒng)建設(shè)的工作效能。通過對項目建設(shè)前后目標(biāo)設(shè)置、過程效率以及工作收益等各項指標(biāo)的對比分析,本文論證了社會保障信息系統(tǒng)建設(shè)項目的積極作用,肯定了項目建設(shè)的積極成果。由此可以得出結(jié)論,傳統(tǒng)的社會保障工作應(yīng)當(dāng)與現(xiàn)代管理科學(xué)理論及技術(shù)緊密結(jié)合,促成工作方式和效率的升級,為更好地實現(xiàn)社會效益奠定基礎(chǔ)。同時,提升信息管理與項目管理的實效,不僅需要技術(shù)和制度上的完善與革新,更重要的還是理念和學(xué)習(xí)能力的進(jìn)一步優(yōu)化。
[Abstract]:Social security work involves the most basic areas of people's livelihood, the task is heavy, the data is complex, especially the information management link. With the innovation of information technology and the gradual maturity of network management and information management. Social security work ushered in a new stage of development. Information management is a new type of work, it gradually replaced the traditional manual machinery management. Taking information management as the core content and project management as the important form is the key train of thought in the construction of social security work information system. Jixi City is located in the eastern part of Heilongjiang Province. Urban scale and volume is still in the development stage, the economic level in the area is slightly unbalanced, the management of social security work information is more difficult, and the way of work is also slightly backward: first, the lack of efficient information technology means. It is difficult to fully realize information support and modern office; Secondly, the business information sharing can not be realized among the departments, the information data is overlapping, and they lack the organic cooperation. Third, most of the information data are limited to the scope of the social insurance business, the local labor market and social security parts of the business information involved very little. For this reason. It is imperative to build an organic integrated social security information management system. Based on the relevant theories at home and abroad, this paper makes a full analysis of the necessity and feasibility of the construction of social security information in Jixi city. The paper points out the organizational feasibility, technical development feasibility and social benefit feasibility of the project construction. The expected objectives of the project construction include the rationalization of the internal and external order, the high efficiency of data integration and sharing. The real-time updating and upgrading of data and the normalization of the coordination and matching of information system and entity work. In order to accomplish these goals, this paper expounds the concrete content and flow of the system construction. It also analyzes the risk control and safeguard measures, points out the unified understanding, and formulates the relevant rules and regulations. Optimization of resource allocation and other measures can effectively improve the efficiency of the system construction. Through the project before and after the construction of objectives, process efficiency and work income and other indicators of comparative analysis. This paper demonstrates the positive role of the social security information system construction project, and affirms the positive results of the project construction. The traditional social security work should be closely combined with modern management science theory and technology to promote the upgrading of working methods and efficiency and lay the foundation for better social benefits. To improve the effectiveness of information management and project management, we need not only the perfection and innovation of technology and system, but also the further optimization of concept and learning ability.
