中石油管道局泰國(guó)那空沙旺項(xiàng)目管理存在問(wèn)題研究

【摘要】:石油能源在國(guó)家發(fā)展中扮演角色的重要性毋庸置疑,國(guó)家的經(jīng)濟(jì)高速發(fā)展和確保國(guó)家安全都離不開(kāi)石油能源的貢獻(xiàn)。我國(guó)眾多石油企業(yè)也已經(jīng)參與到全球競(jìng)爭(zhēng)的大舞臺(tái)上,管道局作為管道建設(shè)的專(zhuān)業(yè)公司已經(jīng)開(kāi)拓了許多市場(chǎng)。但在國(guó)際工程項(xiàng)目拓展的過(guò)程中,由于走出國(guó)門(mén)的時(shí)間和其他國(guó)際石油大公司相比仍然少些,拓展過(guò)程中積累還不能覆蓋所有國(guó)家的所有情況,從項(xiàng)目運(yùn)行情況分析,管道局也遇到相當(dāng)多的問(wèn)題。為此,正確識(shí)別國(guó)際工程管理過(guò)程中出現(xiàn)的問(wèn)題,并采取有效的措施解決這些問(wèn)題變得越來(lái)越重要了。結(jié)合管道局泰國(guó)那空沙旺項(xiàng)目實(shí)例對(duì)管道局國(guó)際項(xiàng)目管理存在主要問(wèn)題進(jìn)行識(shí)別、分析和總結(jié),主要問(wèn)題包括自然環(huán)境和文化差異、人才短缺、分包管理、采辦管理、合同索賠、風(fēng)險(xiǎn)管理和界面管理這幾個(gè)方面。針對(duì)管道局在項(xiàng)目運(yùn)營(yíng)過(guò)程中所識(shí)別出的上述幾個(gè)方便的問(wèn)題,通過(guò)學(xué)習(xí)和提煉國(guó)際注明大公司的成熟管理經(jīng)驗(yàn),同時(shí)根據(jù)項(xiàng)目管理的理論和知識(shí),提出改進(jìn)具體措施。從而提高管道局運(yùn)營(yíng)國(guó)際項(xiàng)目的管理水平,節(jié)約成本和提高效率。
[Abstract]:The importance of petroleum energy plays a role in the development of the country. There is no doubt that country's rapid economic development and ensure national security cannot do without energy contribution. The big stage of many of China's petroleum enterprises also have to participate in the global competition, the Pipeline Bureau as pipeline construction company has opened up many markets. But the expanding process in the international engineering project, due to the time out of the country and other international oil companies are still less, the accumulation of all cases still can not cover all countries in the process of expanding, from the project operation of the pipeline bureau also encountered many problems. Therefore, recognize the international project management problems in the process. And take effective measures to solve these problems become more and more important. The combination of Pipeline Bureau of Thailand project of Nakhon Sawan Pipeline Bureau in international project management Identify the main problems, analyzes and summarizes the main problems, including the natural environment and cultural differences, talent shortage, subcontract management, procurement management, contract claims, risk management and interface management. These aspects for the Pipeline Bureau identified in the operation of the project in the process of the few easy problems, through learning and refining International indicate the large companies mature management experience, at the same time, according to the theory of project management and knowledge, put forward specific measures. In order to improve the operation of Pipeline Bureau of international project management level, save cost and improve efficiency.
