【摘要】：2008年5月12日在四川省汶川縣發(fā)生的8.0級特大地震,是新中國成立以來破壞性最大、救災難度最大的一次地震災害。這起歷史罕見的地震災害所造成的巨大破壞,舉國震驚,舉世關(guān)注。在“5.12”特大地震中,地處成都郊區(qū)的中科院GD所在此次地震中損失慘重。經(jīng)建筑結(jié)構(gòu)專家檢查,由于地處牧馬山山脈,GD所科研生活園區(qū)在此次地震中受損程度明顯高于牧馬山周邊地區(qū)。研究所工作用房、職工住宅均不同程度出現(xiàn)承重墻體、天棚及墻體開裂、吊頂垮塌、地板翹曲等問題；部分房屋由于修建時間較早、執(zhí)行當年的國家抗震建設(shè)標準較低,受損情況比較嚴重；科研生產(chǎn)儀器設(shè)備也遭受到不同程度的損壞。已經(jīng)嚴重影響到科研生產(chǎn)的正常運行,迅速開展災后重建工作迫在眉睫。本文通過對GD研究所災后重建加固工程項目組織與實施的過程的研究,從GD研究所災后恢復重建工程項目及業(yè)主的背景出發(fā),以作者親身經(jīng)歷的具體的案例分析,提出項目存在的特點和難點,運用項目管理理論研究,結(jié)合具體的實際工程項目,試探討災后加固工程項目檔案管理、造價全過程控制以及工程質(zhì)量管理等各方面管理,以及取得良好經(jīng)濟效益的途徑。理論聯(lián)系實際,對災后恢復重建維修加固工程項目的施工管理與技術(shù),檔案的管理、造價的控制、質(zhì)量的管理,達到理論應(yīng)用于實踐,形成一套對同類項目有參考意義的建議和結(jié)論。為今后同類似的工程項目管理提升管理效益和水平、控制項目實施風險提供參考依據(jù)。
[Abstract]:The magnitude 8.0 earthquake in Wenchuan County Sichuan Province on May 12th 2008 was the most destructive since the founding of New China. The most difficult earthquake disaster relief. This rare earthquake disaster caused tremendous damage, the whole country shocked, the whole world concerned. In the "5.12" earthquake. GD Institute of Chinese Academy of Sciences, located in the suburbs of Chengdu, suffered heavy losses during the earthquake. After inspection by construction experts, it was located in the Mumashan Mountains. The damage degree of GD scientific research and living zone in this earthquake is obviously higher than that in the surrounding area of Mount Mu Ma. The working houses of the institute and the staff and workers' houses all appear the load-bearing wall, the ceiling and the wall cracking, and the ceiling collapsing in varying degrees. Floor warping and other problems; Due to the early construction time of some houses, the national aseismic construction standards of the current year are relatively low, and the damage is relatively serious. Scientific research and production equipment has also suffered varying degrees of damage, which has seriously affected the normal operation of scientific research and production. Rapid development of post-disaster reconstruction work is urgent. This paper studies the process of organization and implementation of post-disaster reconstruction and reinforcement project in GD Institute. Based on the background of the reconstruction project and owner of GD Institute, the author puts forward the characteristics and difficulties of the project, and applies the theory of project management. Combined with the actual engineering projects, this paper discusses the management of the archives of the post-disaster reinforcement project, the whole process control of the cost and the quality management of the project. As well as the way to obtain good economic benefits, combining theory with practice, the construction management and technology, file management, cost control, quality management of post-disaster reconstruction, maintenance and reinforcement project. The theory can be applied to practice and form a set of suggestions and conclusions of reference significance for similar projects. It provides a reference basis for future similar project management to enhance management efficiency and level and to control project implementation risks.
