【摘要】：首批增量配電投資業(yè)務(wù)試點(diǎn)項(xiàng)目的批復(fù)標(biāo)志著增量配電網(wǎng)放開(kāi)從頂層設(shè)計(jì)進(jìn)入實(shí)施階段。以混合所有制方式開(kāi)展增量配電業(yè)務(wù)可以放大國(guó)有資本的投資能力,并且在保障供電安全的基礎(chǔ)上提升配電網(wǎng)運(yùn)營(yíng)效率。為有序推進(jìn)增量配電網(wǎng)發(fā)展,科學(xué)引導(dǎo)投資行為,在投資主體的遴選、增量配電網(wǎng)輸配電價(jià)核定、增量配電網(wǎng)經(jīng)營(yíng)模式等方面還需要進(jìn)一步研究。通過(guò)梳理國(guó)內(nèi)已有的研究成果,對(duì)增量配電網(wǎng)的業(yè)務(wù)界定、投資方式、項(xiàng)目管理、運(yùn)營(yíng)模式,以及增量配電投資業(yè)務(wù)與售電業(yè)務(wù)區(qū)別等關(guān)鍵問(wèn)題進(jìn)行綜合論述,并對(duì)現(xiàn)存問(wèn)題進(jìn)行歸納總結(jié)。最后對(duì)增量配電業(yè)務(wù)放開(kāi)的發(fā)展前景進(jìn)行展望,為增量配電業(yè)務(wù)改革模式及路徑提供相關(guān)思路。文章具備一定的現(xiàn)實(shí)意義。
[Abstract]:The approval of the first batch of incremental distribution investment projects marks the opening of the incremental distribution network from the top-level design to the implementation stage. The development of incremental distribution services in a mixed ownership way can enlarge the investment capacity of state-owned capital. In order to promote the development of incremental distribution network scientifically guide investment behavior in the selection of investors incremental distribution network transmission and distribution price approval. Through combing the existing domestic research results, the incremental distribution network business definition, investment mode, project management, operation mode. The key problems such as the difference between incremental distribution investment service and power sale service are discussed, and the existing problems are summarized. Finally, the development prospect of incremental distribution service liberalization is prospected. This article has some practical significance for the reform mode and path of incremental distribution service.
