某基層儲備倉庫倉儲安全管理研究

【摘要】:隨著現(xiàn)代信息技術(shù)的廣泛應(yīng)用,物流行業(yè)也迅速發(fā)展起來,倉儲管理作為物流的重要環(huán)節(jié),已成為影響企業(yè)市場競爭力的關(guān)鍵因素之一。為搶抓市場機(jī)遇,國家物資儲備倉庫利用閑置資源開展了多種經(jīng)營創(chuàng)收業(yè)務(wù)。由于受多年來計劃經(jīng)濟(jì)思想的影響,大部分儲備基層倉庫市場意識還不強(qiáng)烈,安全管理水平還比較低,致使在物資安全管理方面還存在許多問題,影響單位的長期可持續(xù)發(fā)展。 本文以國家物資儲備局某基層儲備倉庫為研究對象,通過對當(dāng)前內(nèi)外部環(huán)境、業(yè)務(wù)流程以及倉儲安全管理的表現(xiàn)進(jìn)行分析,采用故障樹分析法,對綜合物資作業(yè)環(huán)節(jié)中容易發(fā)生的物資接收出錯、物資丟失、物質(zhì)變質(zhì)和發(fā)運(yùn)出錯倉儲安全事故進(jìn)行定性分析,找出最小割集11個,基本事件19個。結(jié)合先進(jìn)的倉儲管理理論和對倉儲管理工作的理解,本文從完善組織結(jié)構(gòu)、加強(qiáng)人力資源管理、提高物資管理能力、加強(qiáng)安全防護(hù)和硬件建設(shè)、完善內(nèi)部制度和績效考核方面提出了具體安全管理對策。將原有組織結(jié)構(gòu)轉(zhuǎn)變?yōu)榫仃囆徒M織結(jié)構(gòu),增強(qiáng)安全管理權(quán)限,形成上下齊抓的安全氛圍。完善人力資源管理,提高人的安全度。與此同時,還從優(yōu)化操作流程、改進(jìn)庫存管理和復(fù)核手段、建立供應(yīng)商選擇和評價體系、提高技防水平、完善信息化和內(nèi)部制度建設(shè)以及績效考核方面入手,提出了針對性的安全措施。形成了一套符合該基層儲備倉庫的倉儲安全管理方案,同時也為同行業(yè)倉儲安全管理工作提供了借鑒和幫助。
[Abstract]:With the wide application of modern information technology, logistics industry has also developed rapidly. As an important part of logistics, warehousing management has become one of the key factors affecting the market competitiveness of enterprises. In order to seize the market opportunities, the national material storage warehouse used idle resources to carry out diversified business income-generating business. Due to the influence of planned economy for many years, the market consciousness of most reserve warehouse is not strong, and the level of safety management is relatively low, so there are still many problems in the safety management of materials, which affect the long-term sustainable development of the unit. This paper takes a grass-roots reserve warehouse of the State material Reserve Bureau as the research object, through the analysis of the current internal and external environment, the business process and the performance of the storage safety management, adopts the fault tree analysis method. Qualitative analysis is made on the safety accidents of materials receiving, material loss, material deterioration and shipping, and the minimum cut set is 11 and the basic events are 19. Combined with advanced storage management theory and understanding of warehousing management, this article from perfecting the organizational structure, strengthening human resources management, improving material management ability, strengthening security protection and hardware construction, Perfect the internal system and the performance appraisal aspect put forward the concrete safety management countermeasure. Transform the original organizational structure into matrix organizational structure, strengthen the security management authority, and form the security atmosphere of keeping up and down. Improve human resources management, improve human safety. At the same time, we should optimize the operation process, improve the means of inventory management and review, establish the supplier selection and evaluation system, improve the technical defense level, perfect the informatization and internal system construction as well as the performance appraisal. Put forward targeted safety measures. At the same time, it provides reference and help for the warehouse safety management work in the same industry, which is in accordance with the storage safety management scheme of the grass-roots reserve warehouse.
