普惠金融視角下固原市集中連片貧困區(qū)扶貧路徑

【摘要】：集中連片扶貧對城鎮(zhèn)化率低,貧困面廣的固原市扶貧工作具有極大地推動作用。中國農(nóng)村扶貧開發(fā)綱要提出將包括六盤山區(qū)在內(nèi)的11個集中連片特殊困難地區(qū)和實施特殊扶持政策的西藏等14個片區(qū)作為未來十年扶貧開發(fā)的主戰(zhàn)場。其中六盤山片區(qū)涉及陜、甘、寧、青等四省區(qū)66個縣(區(qū)),固原市作為六盤山集中連片扶貧開發(fā)工作的重點(diǎn)區(qū)域,其四縣一區(qū)均被確定為國家級貧困縣,在固原市探索開展基于普惠金融理念的扶貧路徑探索,對全國集中連片扶貧開發(fā)和國家級貧困縣脫貧有典型的借鑒意義。首先,固原市是為數(shù)不多的全市范圍被劃入集中連片特色困難地區(qū)的市,在固原市開展基于普惠金融視角的扶貧開發(fā)工作,對全國其它地區(qū),特別是西部欠發(fā)達(dá)省區(qū)扶貧開發(fā)工作具有普遍的借鑒意義;其次,固原市與其他集中連片特殊困難區(qū)中的大多數(shù)地級市,在社會經(jīng)濟(jì)總量、金融供給能力、居民收入水平、城鎮(zhèn)化率、民生領(lǐng)域等多方面具有諸多相似之處,因此在固原市開展基于普惠金融視角的扶貧開發(fā)工作,具有易于推廣、易于成功的特點(diǎn);第三,固原市處于西蘭銀(西安、蘭州、銀川)構(gòu)成的三角地帶中心,是西蘭銀物流圈上的重要城市之一,亦是陸上絲綢之路的必經(jīng)之地,隨著國家新一輪西部大開發(fā)步伐的加快和“一帶一路”戰(zhàn)略的實施,國家和地方各項優(yōu)惠政策不斷出臺,這將在西部地區(qū)形成優(yōu)惠政策洼地和各類配套資金洼地,這對普惠金融的實施和成功推廣具有重要推動作用。
[Abstract]:Centralized poverty alleviation plays an important role in the poverty alleviation work of Guyuan city, which has a low urbanization rate and a wide range of poverty. The outline of Poverty Alleviation and Development in China's rural areas proposes that 14 regions, including 11 areas with special difficulties, including the Liupanshan area, and Tibet, which implements special support policies, will be the main battlefields for poverty alleviation and development in the next ten years. The Liupanshan region involves 66 counties (districts) in four provinces, including Shaanxi, Gansu, Ning, and Qing. Guyuan City, as the key area in the focus of poverty alleviation and development work in Liupanshan, has been designated as a poverty-stricken county at the national level. The exploration of poverty alleviation path based on the concept of inclusive finance in Guyuan City is of typical significance for national concentrated poverty alleviation and development and poverty alleviation in national poor counties. First of all, Guyuan City is one of the few city-wide cities that have been classified into concentrated, continuous and difficult areas with characteristics. In Guyuan City, poverty alleviation and development work based on the perspective of inclusive finance has been carried out in other regions of the country. In particular, the work of poverty alleviation and development in the underdeveloped provinces and regions in the western region is of universal significance for reference; Secondly, Guyuan and most of the prefecture-level cities in other concentrated and connected areas with special difficulties have many similarities in social and economic aggregate, financial supply capacity, residents' income level, urbanization rate, people's livelihood, and so on. Therefore, the development of poverty alleviation based on inclusive finance in Guyuan City is easy to popularize and easy to succeed. Third, Guyuan City is located in the center of the Triangle Zone of Silver (Xi'an, Lanzhou, Yinchuan), which is one of the important cities in the silver logistics circle of New Zealand, and is also the only place through which the land Silk Road must pass. With the quickening of the pace of the new round of national western development and the implementation of the "Belt and Road" strategy, various preferential policies of the state and local governments have been continuously issued, which will form preferential policy depressions and various supporting fund depressions in the western region. This has an important role in promoting the implementation and successful promotion of inclusive finance.
