【摘要】：有別于傳統(tǒng)鮮活農產品流通中以批發(fā)市場為核心的模式,“農超對接”通過以專業(yè)合作社形式對農戶組織化,提升了農產品品質和規(guī)模,并直接對接連鎖零售企業(yè),減少中間流通環(huán)節(jié),形成“短鏈”效應,有效提升了農產品質量和安全水平、縮減了流通成本,使利潤回流至生產端和消費端,以此促進農民增收和保障城鎮(zhèn)農產品供應。近十年來,湖北在“農超對接”領域不斷探索和發(fā)展,取得了階段性成果,同時也暴露了在鮮活農產品均一性、質量穩(wěn)定性、品牌化以及超市入場經營成本和結算等方面的一些問題,導致湖北農業(yè)專業(yè)合作社對接率低。本文嘗試從“農超對接”不同參與主體多層面探討湖北以新鮮蔬菜和水產為主的生鮮農產品“農超對接”的思路,在對湖北生鮮農產品流通中存在的問題進行深入的分析,探索改進和完善當前“農超對接”運作模式和方法,以期在對農產品質量控制、品牌建設、優(yōu)化財務結算方式、財政補貼及市政配套等宏觀問題上為政府制定相關政策提供理論參考；而在微觀上,為專業(yè)合作社等“農超對接”參與主體提供具體建議,以提高蔬果和水產等鮮活農產品的流通效率、促進農民收入穩(wěn)定增長,較好滿足市民對鮮活農產品在種類、價格、質量、安全、便利度上的需求。為此,作者作出如下研究：(一)本文通過數(shù)據(jù)收集和實地走訪,了解湖北“農超對接”的現(xiàn)狀,分析湖北省“農超對接”的主要模式。(二)通過一般性調查和典型調查相結合,對“農超對接”的主體——合作社(包含聯(lián)合社)、超市和直銷店的經營狀況進行梳理。(三)依托商務和物價管理部門數(shù)據(jù),結合實地調查,整理湖北農貿市場、直銷店、連鎖超市等不同經營場所在鮮活農產品零售價格、質量狀況、供應與銷售情況和消費者滿意度等方面的差異,并分析此差異在流通模式、參與主體、產品和管理等方面原因,發(fā)掘湖北省“農超對接”發(fā)展中的主要問題。(四)根據(jù)實際狀況,針對湖北“農超對接”中的問題,通過與其他地區(qū)先進發(fā)展經驗的比對和借鑒,得出具體研究結論,提出對策和建議如下：依托農業(yè)產業(yè)化龍頭企業(yè),提升農產品生產加工技術和品牌影響力；完善社會冷鏈物流體系為產地農產品提供服務；通過供應鏈金融解決“農超對接”中的結算難題是解決當前湖北農產品對接問題的主要途徑；“農超對接”進一步發(fā)展需要開拓多種形式的“農社對接”,合作社以社區(qū)直營店網絡和開展生鮮配送的形式自建銷售渠道是合作社發(fā)展的主要方向。
[Abstract]:Different from the traditional pattern of wholesale market in the circulation of fresh and live agricultural products, "Agricultural Chao docking" promotes the quality and scale of agricultural products by organizing farmers in the form of specialized cooperatives, and directly connects with chain retail enterprises. Reducing the intermediate circulation link, forming "short chain" effect, effectively improving the quality and safety level of agricultural products, reducing the circulation cost, making profits return to the production end and consumption end, so as to promote farmers' income and ensure the supply of urban agricultural products. In the past ten years, Hubei has been exploring and developing continuously in the field of "Agricultural Chao docking", and has achieved periodic results. At the same time, it has also exposed the uniformity and quality stability of fresh and live agricultural products. Some problems in brand name and supermarket admission cost and settlement result in low docking rate of Hubei Agricultural specialized Cooperative. This paper attempts to probe into the idea of "agricultural super docking" of fresh agricultural products, which is mainly fresh vegetables and aquatic products in Hubei Province, from different participants, and analyzes deeply the problems existing in the circulation of fresh agricultural products in Hubei Province. To explore the improvement and improvement of the current operation mode and method of "Agricultural Chao docking", in order to control the quality of agricultural products, build brand, optimize the financial settlement mode, On macro issues such as financial subsidy and municipal support, it provides theoretical reference for the government to formulate relevant policies, while on the micro level, it provides concrete suggestions for the participants such as specialized cooperatives and so on. In order to improve the circulation efficiency of fresh agricultural products, such as fruits, vegetables and aquatic products, to promote the steady growth of farmers' income, and to better meet the needs of citizens on the types, prices, quality, safety and convenience of fresh agricultural products. For this reason, the author makes the following research: (1) through the data collection and field visit, this paper understands the present situation of the "agricultural super docking" in Hubei Province, and analyzes the main mode of the "agricultural super docking" in Hubei Province. (2) through the combination of general investigation and typical investigation, this paper combs the management condition of the main body of "agricultural superstructure"-co-operative (including union), supermarket and direct-selling shop. (3) relying on the data of the commercial and price management departments, and combining with field investigations, sorting out the retail prices and quality conditions of fresh and live agricultural products in different business places such as Hubei Farmers' Market, Direct selling shops, chain supermarkets, etc. The differences between supply and sales situation and consumer satisfaction are analyzed, and the main problems in the development of Hubei Province's "Agricultural Chao docking" are explored by analyzing the reasons of this difference in circulation mode, main body of participation, product and management, etc. (4) according to the actual situation, in view of the problems in Hubei's "Agricultural Chao docking", by comparing and drawing lessons from the advanced development experience of other regions, the concrete research conclusions are drawn, and the countermeasures and suggestions are put forward as follows: relying on the leading enterprises of agricultural industrialization, Improve the production and processing technology and brand influence of agricultural products, improve the social cold chain logistics system to provide services for agricultural products of origin; The main way to solve the problem of agricultural product docking in Hubei is to solve the settlement problem in "agricultural super docking" through supply chain finance, and the further development of "agricultural super docking" needs to develop a variety of forms of "agricultural society docking". The main direction of cooperative development is to set up its own marketing channel in the form of community direct shop network and fresh distribution.
