【摘要】：中小企業(yè)是我國(guó)經(jīng)濟(jì)發(fā)展的重要力量,由于信用評(píng)級(jí)的問(wèn)題,銀行對(duì)中小企業(yè)的放貸慎之又慎,結(jié)果導(dǎo)致了一種“兩難”困境：一方面是中小企業(yè)“融資難”,存在嚴(yán)重的資金問(wèn)題；另一方面是銀行“貸款難”,空有大筆資金卻不敢向中小企業(yè)放貸。動(dòng)產(chǎn)質(zhì)押監(jiān)管業(yè)務(wù)的興起,成為了解決這一難題的有效手段。在動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)模式下,企業(yè)以動(dòng)產(chǎn)出質(zhì)得到資金,銀行貸款業(yè)務(wù)得以擴(kuò)張,傳統(tǒng)物流企業(yè)能夠挖掘新的利潤(rùn)點(diǎn),可謂“一舉三得”,實(shí)現(xiàn)了三方共贏。但是,隨著業(yè)務(wù)的快速發(fā)展,業(yè)務(wù)的高風(fēng)險(xiǎn)性日益凸顯,平均400筆業(yè)務(wù)的利潤(rùn)才能補(bǔ)償1筆業(yè)務(wù)的損失。因此,對(duì)動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)的風(fēng)險(xiǎn)管理研究顯得極為迫切與需要。 本文以ZC物流公司為研究對(duì)象。作為國(guó)家物資儲(chǔ)備系統(tǒng)較早開(kāi)展動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)的傳統(tǒng)物流企業(yè),ZC物流公司在動(dòng)產(chǎn)質(zhì)押實(shí)踐中出現(xiàn)了各種風(fēng)險(xiǎn)事件。如何在實(shí)踐操作中防范風(fēng)險(xiǎn),構(gòu)建科學(xué)、有效的風(fēng)險(xiǎn)管理體系,是ZC物流公司動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)開(kāi)展必須解決的問(wèn)題,也是本文研究的的根本出發(fā)點(diǎn)。 本文運(yùn)用流程分析、數(shù)據(jù)分析和案例分析等方法。首先,闡述了動(dòng)產(chǎn)質(zhì)押及風(fēng)險(xiǎn)管理的相關(guān)理論,并介紹了ZC物流公司開(kāi)展動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)的模式與優(yōu)勢(shì)；其次,從ZC物流公司動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)的發(fā)展現(xiàn)狀和風(fēng)險(xiǎn)事件著手,通過(guò)一元線(xiàn)性回歸模型分析了ZC物流公司2008年至2013年間業(yè)務(wù)風(fēng)險(xiǎn)事件次數(shù)與客戶(hù)數(shù)量、融資規(guī)模的相關(guān)性,并結(jié)合模型和數(shù)據(jù)分析,采用流程分析和案例分析方法,對(duì)調(diào)研評(píng)估、初始盤(pán)點(diǎn)、日常監(jiān)管和解除監(jiān)管四個(gè)高風(fēng)險(xiǎn)環(huán)節(jié)及其風(fēng)險(xiǎn)進(jìn)行識(shí)別和分析,把各環(huán)節(jié)風(fēng)險(xiǎn)歸納為信用風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)、操作風(fēng)險(xiǎn)和合同風(fēng)險(xiǎn)等四大類(lèi),并簡(jiǎn)要分析四類(lèi)風(fēng)險(xiǎn)的影響因素；最后,結(jié)合上述分析和公司實(shí)際,重點(diǎn)闡述了防控各環(huán)節(jié)風(fēng)險(xiǎn)的具體方法,并提出培育文化、提高意識(shí)、建全組織、人才培養(yǎng)等四個(gè)方面的保障措施。 通過(guò)對(duì)動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)風(fēng)險(xiǎn)管理的研究,本文旨在構(gòu)建ZC物流公司有效的風(fēng)險(xiǎn)管理體系,希望本研究成果對(duì)國(guó)內(nèi)同類(lèi)物流企業(yè)動(dòng)產(chǎn)質(zhì)押業(yè)務(wù)風(fēng)險(xiǎn)控制有一定的借鑒和參考意義,對(duì)其他省局的國(guó)儲(chǔ)物流公司轉(zhuǎn)型升級(jí)有一定的示范作用。
[Abstract]:Small and medium-sized enterprises are an important force in the economic development of our country. Due to the problem of credit rating, banks are extremely cautious about lending to small and medium-sized enterprises. As a result, there is a dilemma: on the one hand, SMEs are "difficult to finance". There are serious funding problems; on the other hand, banks are "hard to borrow", empty large amounts of money but afraid to lend to small and medium-sized enterprises. The rise of chattel pledge supervision has become an effective means to solve this problem. Under the mode of pledge of movable property, enterprises get funds by pledge of movable property, bank loan business expands, and traditional logistics enterprises can excavate new profit points, which can be described as "killing three birds with one stone" and realizing a win-win situation among three parties. However, with the rapid development of business, the high risk of business is increasingly prominent, the average profit of 400 businesses can compensate for the loss of one business. Therefore, it is urgent and necessary to study the risk management of chattel pledge business. This paper takes ZC logistics company as the research object. As a national material reserve system, the traditional logistics company of ZC logistics company has appeared various risk events in the practice of chattel pledge. How to guard against risks in practice and build a scientific and effective risk management system is the problem that must be solved in the development of chattel pledge business of ZC logistics company, and is also the fundamental starting point of this paper. This paper uses flow analysis, data analysis and case analysis methods. First of all, it expounds the theory of chattel pledge and risk management, and introduces the mode and advantage of ZC logistics company to carry out chattel pledge business. Secondly, it starts with the development status and risk events of chattel pledge business of ZC logistics company. This paper analyzes the correlation between the number of business risk events and the number of customers and the scale of financing of ZC Logistics Company from 2008 to 2013 through a linear regression model. Combining with the model and data analysis, the method of process analysis and case analysis is used. To identify and analyze the four high-risk links and their risks of investigation and evaluation, initial inventory, routine supervision and deregulation, and to classify the risks in each link into four categories: credit risk, market risk, operational risk and contract risk. Finally, combined with the above analysis and the company's actual situation, the specific methods of preventing and controlling the risk in each link are expounded, and the cultivation culture, the awareness and the whole organization are put forward. Through the research on the risk management of chattel pledge business, this paper aims to construct an effective risk management system of ZC logistics company, hoping that the research results can be used for reference and reference significance for the domestic similar logistics enterprises to control the risk of chattel pledge business.
