【摘要】：生鮮農(nóng)產(chǎn)品作為農(nóng)產(chǎn)品中的一個特殊分支,與人們的日常生活息息相關(guān)。隨著人民生活水平的日益改善和物質(zhì)生活條件的逐步提升,對生鮮農(nóng)產(chǎn)品的需求日益增多,且呈現(xiàn)出多樣化趨勢。與一般農(nóng)產(chǎn)品相比,生鮮農(nóng)產(chǎn)品對整個流通過程的要求更加嚴苛,冷鏈物流的運作情況極為重要。然而我國的冷鏈物流起步較晚,技術(shù)及設(shè)備水平相對落后,也沒有系統(tǒng)的行業(yè)標準來支持與保障其高效運行,導致生鮮農(nóng)產(chǎn)品的質(zhì)量與安全問題突出,整個流通過程風險較大。充分認識生鮮農(nóng)產(chǎn)品冷鏈物流中存在的各項風險,明確應有的防控手段與措施,對保證產(chǎn)品品質(zhì)與促進物流發(fā)展具有重大的理論和現(xiàn)實意義。本文將生鮮農(nóng)產(chǎn)品流通中的運作風險作為研究對象,深入剖析其發(fā)展現(xiàn)狀以及存在的問題,系統(tǒng)地進行風險識別與評估,對風險防范提出相應的策略。主要研究內(nèi)容有:(1)查閱大量國內(nèi)外相關(guān)文獻,闡述生鮮農(nóng)產(chǎn)品冷鏈物流的基本理論,分析其運作特點,描述其發(fā)展現(xiàn)狀,列舉存在的主要問題。詳細梳理生鮮農(nóng)產(chǎn)品冷鏈物流作業(yè)過程,利用Arena仿真軟件再現(xiàn)其運作流程,確定集結(jié)、儲存、分揀及運輸為核心作業(yè)環(huán)節(jié),并針對各環(huán)節(jié)展開風險識別工作,確定風險因素。(2)對于識別出的進貨作業(yè)計劃風險、質(zhì)量和農(nóng)藥殘留檢測風險等31個風險因素,運用解釋結(jié)構(gòu)模型分析因素之間存在的相互影響關(guān)系。通過計算可達矩陣,將風險因素劃分為三個層次進行解釋。運用模糊軟集合理論建立風險評價模型,針對某生鮮農(nóng)產(chǎn)品流通中心的具體運作情況,計算核心作業(yè)環(huán)節(jié)的風險值,確定運輸作業(yè)是整個冷鏈物流中風險程度最高的環(huán)節(jié),同時驗證了風險評價模型的可行性和有效性。(3)依據(jù)生鮮農(nóng)產(chǎn)品冷鏈物流風險識別、分析以及評價的結(jié)果,從企業(yè)管理水平、技術(shù)水平、企業(yè)人員素質(zhì)、設(shè)備水平和周邊環(huán)境等角度,提出針對各環(huán)節(jié)的風險控制措施,以及對于整個流程的風險防范對策。
[Abstract]:As a special branch of agricultural products, fresh agricultural products are closely related to people's daily life. With the improvement of people's living standards and the improvement of material living conditions, the demand for fresh agricultural products is increasing day by day and showing a trend of diversification. Compared with general agricultural products, fresh agricultural products have more stringent requirements on the whole circulation process, and the operation of cold chain logistics is extremely important. However, the cold chain logistics of our country starts late, the level of technology and equipment is relatively backward, and there is no systematic industry standard to support and guarantee its efficient operation, which leads to the outstanding quality and safety problems of fresh agricultural products, and the risk of the whole circulation process is great. It is of great theoretical and practical significance to fully understand the risks existing in the cold chain logistics of fresh agricultural products and to make clear the means and measures of prevention and control for ensuring the quality of products and promoting the development of logistics. In this paper, the operational risk in the circulation of fresh agricultural products as the research object, in-depth analysis of its development status and existing problems, systematic risk identification and evaluation, and put forward the corresponding strategies for risk prevention. The main contents of this study are as follows: (1) referring to a large number of domestic and foreign literatures, this paper expounds the basic theory of cold chain logistics of fresh agricultural products, analyzes its operating characteristics, describes its development status and enumerates the main problems. Combing the cold chain logistics operation process of fresh agricultural products in detail, using Arena simulation software to reproduce its operation process, determining aggregation, storage, sorting and transportation as the core operation links, and carrying out risk identification work for each link. To identify the 31 risk factors, such as the purchase plan risk, the quality risk and the pesticide residue detection risk, we use the explanatory structural model to analyze the interrelation between the factors. By calculating the reachability matrix, the risk factors are divided into three levels to explain. Based on the fuzzy soft set theory, the risk evaluation model is established. According to the concrete operation of a fresh agricultural product circulation center, the risk value of the core operation link is calculated, and the transportation operation is determined to be the most risky link in the whole cold chain logistics. At the same time, the feasibility and validity of the risk assessment model are verified. According to the risk identification, analysis and evaluation results of cold chain logistics of fresh agricultural products, the management level, technical level and quality of enterprise personnel are analyzed. From the point of view of equipment level and surrounding environment, this paper puts forward the risk control measures for each link and the risk prevention countermeasures for the whole process.
