中國(guó)新疆與中亞國(guó)家物流業(yè)合作發(fā)展研究

【摘要】:物流業(yè)發(fā)展到現(xiàn)在,能夠?qū)⑿畔⒖茖W(xué)技術(shù)、交通運(yùn)輸、倉(cāng)儲(chǔ)管理與貨物運(yùn)輸代理等,有機(jī)高效地組合起來(lái),已成為一種新型的復(fù)合型第三產(chǎn)業(yè)。它涉及眾多行業(yè)領(lǐng)域,在解決大量人口就業(yè)問題的同時(shí),促進(jìn)了社會(huì)生產(chǎn),拉動(dòng)了居民消費(fèi)。現(xiàn)代物流業(yè)在一國(guó)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變、國(guó)民經(jīng)濟(jì)競(jìng)爭(zhēng)力提高等方面起到的作用日益顯現(xiàn),成為國(guó)民經(jīng)濟(jì)發(fā)展過程中的重要支撐。近些年來(lái),新疆與中亞國(guó)家的經(jīng)濟(jì)發(fā)展都有了長(zhǎng)遠(yuǎn)的進(jìn)步,但同時(shí)面臨著產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的難題,發(fā)展現(xiàn)代物流業(yè)十分有益于破解這一難題。新疆既是我國(guó)向西開放的前沿陣地,又是中亞國(guó)家通向我國(guó)廣闊內(nèi)陸市場(chǎng)的大門。因此,在我國(guó)與中亞國(guó)家開展物流業(yè)合作方面,新疆具有得天獨(dú)厚的優(yōu)勢(shì)。當(dāng)前,我國(guó)積極推進(jìn)“絲綢之路經(jīng)濟(jì)帶”建設(shè)工作,推動(dòng)與經(jīng)濟(jì)帶沿線國(guó)家的經(jīng)貿(mào)合作。在這一宏觀背景下,將物流業(yè)合作作為推動(dòng)“絲綢之路經(jīng)濟(jì)帶”建設(shè)的一個(gè)切入點(diǎn),能夠有效提升新疆與中亞國(guó)家的經(jīng)濟(jì)發(fā)展水平,增強(qiáng)新疆與中亞國(guó)家的整體區(qū)域競(jìng)爭(zhēng)力。從操作性來(lái)看,具有很強(qiáng)的現(xiàn)實(shí)可能性。本文以新疆與中亞國(guó)家物流業(yè)合作為研究對(duì)象,主要采用文獻(xiàn)歸納法和比較分析法對(duì)研究對(duì)象進(jìn)行了分析論述。本文首先對(duì)有關(guān)新疆物流業(yè)發(fā)展和區(qū)域物流合作的理論研究進(jìn)行了歸納總結(jié);其次對(duì)新疆物流業(yè)的發(fā)展現(xiàn)狀和存在的問題進(jìn)行了較為系統(tǒng)的分析,并從海關(guān)程序、基礎(chǔ)設(shè)施、國(guó)際貨運(yùn)能力、物流競(jìng)爭(zhēng)力、追蹤貨物能力、準(zhǔn)時(shí)性六個(gè)方面對(duì)中亞國(guó)家的物流業(yè)發(fā)展?fàn)顩r進(jìn)行比較分析,找出物流業(yè)發(fā)展過程中存在的共性與差異;再次對(duì)新疆與中亞國(guó)家物流業(yè)合作的現(xiàn)狀,合作中存在的困難及未來(lái)合作的前景進(jìn)行了分析;最后,根據(jù)前面的分析論述,分別從宏觀和微觀層次,提出提升新疆與中亞國(guó)家物流業(yè)合作水平的對(duì)策建議。宏觀層面,要推動(dòng)新疆與中亞國(guó)家物流合作機(jī)制建設(shè),加大交通基礎(chǔ)設(shè)施和物流信息網(wǎng)絡(luò)系統(tǒng)建設(shè)。微觀層面,要從國(guó)際物流人才培養(yǎng),現(xiàn)代化國(guó)際物流企業(yè)集團(tuán)培育,國(guó)際物流園區(qū)建設(shè)等方面努力。
[Abstract]:With the development of logistics industry, it can combine information science and technology, transportation, warehousing management and freight transportation agent. It has become a new type of complex tertiary industry. It involves many industries, while solving the employment problem of a large number of people, it promotes social production and stimulates the consumption of residents. The modern logistics industry plays a more and more important role in the adjustment of industrial structure, the transformation of economic development mode and the improvement of national economic competitiveness, which has become an important support in the process of national economic development. In recent years, the economic development of Xinjiang and Central Asian countries has made long-term progress, but at the same time facing the problem of industrial structure adjustment, the development of modern logistics industry is very helpful to solve this problem. Xinjiang is not only the front position of China's opening to the west, but also the gateway of Central Asian countries to China's vast inland market. Therefore, Xinjiang has unique advantages in developing logistics cooperation between China and Central Asian countries. At present, China is actively promoting the construction of the Silk Road Economic Belt and promoting economic and trade cooperation with countries along the economic belt. Under this macro background, taking logistics cooperation as an entry point to promote the construction of "Silk Road Economic Belt" can effectively promote the level of economic development between Xinjiang and Central Asian countries and enhance the overall regional competitiveness of Xinjiang and Central Asian countries. From the operational point of view, there is a strong realistic possibility. In this paper, the cooperation between Xinjiang and Central Asian countries in logistics industry is taken as the research object, and the literature induction method and comparative analysis method are mainly used to analyze and discuss the research object. This paper first summarizes the theoretical research on the development of logistics industry and regional logistics cooperation in Xinjiang, and then makes a systematic analysis of the current situation and existing problems of the logistics industry in Xinjiang, and from the customs procedures, infrastructure, This paper compares and analyzes the development of logistics industry in Central Asian countries from six aspects: the ability of international freight transportation, the competitiveness of logistics, the ability of tracking goods and punctuality, and finds out the commonness and difference existing in the development of logistics industry. Thirdly, the paper analyzes the current situation of logistics industry cooperation between Xinjiang and Central Asian countries, the difficulties existing in the cooperation and the prospect of future cooperation. Finally, according to the previous analysis, the paper analyzes the situation of logistics industry cooperation between Xinjiang and Central Asian countries from the macro and micro levels, respectively. The countermeasures and suggestions to improve the level of logistics cooperation between Xinjiang and Central Asian countries are put forward. At the macro level, it is necessary to promote the construction of logistics cooperation mechanism between Xinjiang and Central Asian countries, and strengthen the construction of transportation infrastructure and logistics information network system. At the micro level, efforts should be made in the fields of training international logistics talents, cultivating modern international logistics enterprise groups and constructing international logistics parks.
