【摘要】：近年來,隨著佛山市經濟的迅速發(fā)展,使得公路貨運周轉量迅猛增加,再加上廣佛同城、廣肇佛(廣州、肇慶、佛山)年票互認政策的實施,通過邊境道路進出佛山的外地貨車越來越多,道路上車輛超限超載現象比較普遍。這使得對公路和橋梁的壽命及安全造成了嚴重的影響。同時導致惡性交通事故頻繁發(fā)生,擾亂公路的市場秩序,影響佛山市經濟快速、健康、持續(xù)的發(fā)展。本文主要研究了目前佛山市治超系統(tǒng)存在的問題,并針對現有的問題設計并實現了佛山市一體化治超管理系統(tǒng),本治超管理系統(tǒng)主要對傳統(tǒng)的治超管理系統(tǒng)進行了相應的改進,主要采用:通信技術、GIS、物聯網等技術,以視頻監(jiān)控、交通流檢測、車輛超載超速檢測、高清視頻流監(jiān)控、違規(guī)車輛抓拍、車輛定位、車輛號牌識別、移動執(zhí)法、交通誘導為支撐,指揮調度、集數據的交換、勤務的管理、信息服務等功能為一體的綜合集成管理系統(tǒng)平臺。此平臺采用了C/S結構,將獲取到的數據同步給交運、路政、交警、公安以及檢測點執(zhí)法人員,通過實時跟蹤監(jiān)控,實現對超限超載車輛進行指揮卸載、稱重檢測、攔截引導的監(jiān)控,從而到達維護對交通秩序的目的。為加大對超限超載源頭治理,本文設計的系統(tǒng)將采集源頭企業(yè)貨車出入量,貨物類型、噸位,出貨單等數據。以及物流園貨物周轉量,貨車出入量,貨物類型等數據。并根據源頭數據對貨運車輛進行跟蹤檢測,進一步杜絕超限超載,防范交通事故的發(fā)生。本文設計的佛山市一體化治超管理系統(tǒng),操作比較簡單,且系統(tǒng)具有維護和升級比較容易等特點,系統(tǒng)包含了一體化治超中的多個管理環(huán)節(jié),如運管所、源頭企業(yè)、治超辦等,具有很好的應用前景。
[Abstract]:In recent years, with the rapid economic development of Foshan City, the turnover of road freight transport has increased rapidly, plus the implementation of the annual ticket recognition policy in Guangfo City and Guangzhao Buddha (Guangzhou, Zhaoqing, Foshan). There are more and more foreign trucks entering and leaving Foshan through the border road, and overloading is common on the road. This has had a serious impact on the life and safety of roads and bridges. At the same time, it leads to the frequent occurrence of malignant traffic accidents, disrupts the market order of the highway, and affects the rapid, healthy and sustainable development of the economy of Foshan City. This paper mainly studies the existing problems of Foshan City Super-control system, and designs and implements the Foshan Integrated Super-management system aiming at the existing problems. This system mainly improves the traditional management system. Main use: communication technology GIS-Internet of things technology, with video surveillance, traffic flow detection, overloading overspeed detection, high-definition video stream monitoring, illegal vehicle capture, vehicle positioning, vehicle identification, mobile law enforcement, The integrated management system platform is supported by traffic guidance, command and scheduling, data exchange, service management, information service and so on. The platform uses the C / S structure to synchronize the obtained data to the traffic, road, traffic police, public security and law enforcement personnel at the detection points. Through real-time tracking and monitoring, the platform can carry out command, unloading and weighing detection of overloaded vehicles. Intercept and guide monitoring, thus achieving the goal of maintaining traffic order. In order to improve the treatment of overloading source, the system designed in this paper will collect the data such as the quantity, type of cargo, tonnage and bill of shipment of the source enterprise. As well as logistics park cargo turnover, truck volume, cargo type and other data. According to the source data, the freight vehicles are tracked and detected to prevent overloading and traffic accidents. The integrated management system designed in this paper is relatively simple to operate, and the system is easy to maintain and upgrade. The system contains many management links in the integrated management system, such as the transportation management office, the source enterprise, the administration and so on. It has a good application prospect.
