風(fēng)險(xiǎn)管理在SW公司計(jì)算中心建設(shè)項(xiàng)目中的應(yīng)用研究

【摘要】:成都四威高科技產(chǎn)業(yè)園有限公司(以下簡稱SW公司)成立于2002年,位于成都市高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)(西區(qū))百草路81號(hào)總占地面積為398畝)。產(chǎn)業(yè)園現(xiàn)有員工500余人,是一家集設(shè)計(jì)、制造于一體的電子產(chǎn)品研發(fā)企業(yè),主要產(chǎn)品涉及機(jī)器人、電子等諸多前沿應(yīng)用,主要客戶集中于航空、電子以及物流等方面。高性能計(jì)算中心建設(shè)項(xiàng)目是SW公司研發(fā)的重要信息化基礎(chǔ)建設(shè)的重要項(xiàng)目,也是類似企業(yè)信息化建設(shè)的硬件基礎(chǔ)。它承載著研發(fā)項(xiàng)目的設(shè)計(jì)、仿真等大量數(shù)據(jù)運(yùn)算的主要工作,對(duì)縮短研發(fā)周期,評(píng)估產(chǎn)品性能,節(jié)約研發(fā)費(fèi)用有較大的意義。高性能計(jì)算中心建設(shè)項(xiàng)目面臨項(xiàng)目需求復(fù)雜、選型管理難度較大、質(zhì)量要求高、專業(yè)度高、實(shí)施周期長等諸多問題,其中風(fēng)險(xiǎn)管理對(duì)該項(xiàng)目有重要意義,因此本文對(duì)該項(xiàng)目的風(fēng)險(xiǎn)管理進(jìn)行研究。筆者承擔(dān)了SW公司高性能計(jì)算中心建設(shè)項(xiàng)目的管理工作,并對(duì)其中的風(fēng)險(xiǎn)管理進(jìn)行了深入的研究。本文首先對(duì)風(fēng)險(xiǎn)管理的有關(guān)理論進(jìn)行了綜述,其次對(duì)項(xiàng)目的管理現(xiàn)狀及管理特點(diǎn)、存在的系列問題進(jìn)行分析,提出用項(xiàng)目管理中的有關(guān)理論方法來研究問題,并具體從建設(shè)中的風(fēng)險(xiǎn)管理進(jìn)行研究。提出了高性能計(jì)算中心項(xiàng)目在建設(shè)各種環(huán)節(jié)存在諸多風(fēng)險(xiǎn),包括需求收集分析、決策管理、采購計(jì)劃編制、實(shí)施以及合同收尾等過程中存在的各種技術(shù)、管理、溝通方面的風(fēng)險(xiǎn),進(jìn)一步提出了應(yīng)運(yùn)用項(xiàng)目管理理論,在每個(gè)環(huán)節(jié)或過程應(yīng)進(jìn)行風(fēng)險(xiǎn)識(shí)別、評(píng)估以及制定應(yīng)對(duì)措施等改進(jìn)方法,以便系統(tǒng)性的控制或避免風(fēng)險(xiǎn)。本文所提出的項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)方法已運(yùn)用于高性能計(jì)算中心建設(shè)項(xiàng)目中,相關(guān)研究結(jié)論對(duì)高性能計(jì)算中心建設(shè)項(xiàng)目的具體開發(fā)具有重要的的參考意義。本文還分析了電子產(chǎn)品研發(fā)企業(yè)公用設(shè)施建設(shè)的一般規(guī)律,有關(guān)研究結(jié)果也可供其他電子產(chǎn)品研發(fā)企業(yè)在建設(shè)類似公用基礎(chǔ)設(shè)施時(shí)進(jìn)行參考。
[Abstract]:Chengdu Siwei Hi-Tech Industrial Park Co., Ltd (SW Company) was established in 2002, located in Chengdu Hi-tech Industrial Development Zone (West), No. 81 Baicao Road covers an area of 398 mu. Industrial Park has more than 500 employees, is a design, manufacturing in one of the electronics R & D enterprises, the main products involving robots, electronics and many other cutting-edge applications, the main customers in aviation, electronics and logistics and other aspects. The construction project of high performance computing center is an important information infrastructure project developed by SW Company, and it is also the hardware base of similar enterprise informatization construction. It bears the main work of design and simulation of R & D projects. It is of great significance to shorten the R & D cycle, evaluate product performance and save R & D costs. The construction project of high performance computing center is faced with many problems, such as complex project demand, difficult selection and management, high quality requirement, high degree of specialization, long implementation period and so on. Among them, risk management is of great significance to the project. Therefore, this paper studies the risk management of the project. The author is responsible for the management of the high performance computing center project of SW Company, and carries on the thorough research to the risk management among them. Firstly, this paper summarizes the theory of risk management, then analyzes the current situation and characteristics of project management, the existing series of problems, and puts forward the theory and method of project management to study the problems. And carries on the research from the construction risk management concretely. It is pointed out that there are many risks in the construction of the high performance computing center project, including requirements collection and analysis, decision management, procurement plan preparation, implementation and management of various technologies and management in the process of contract closing, etc. In order to control or avoid the risk systematically, it is put forward that the theory of project management should be used to identify, evaluate and formulate the measures to deal with the risk in each link or process. The project risk management method proposed in this paper has been applied to the construction project of the high performance computing center, and the relevant research conclusions have important reference significance for the concrete development of the construction project of the high performance computing center. This paper also analyzes the general rules of public facilities construction in electronic product R & D enterprises. The results can be used as a reference for other electronic product R & D enterprises in the construction of similar public infrastructure.
