秦皇島海岸線資源調(diào)查與利用研究

【摘要】:伴隨著我國現(xiàn)代化經(jīng)濟的高速發(fā)展,海洋的重要作用愈加顯現(xiàn)。海岸線作為一種特殊的不可再生資源,在沿海城市發(fā)展中占著舉足輕重的地位。河北省沿海經(jīng)濟發(fā)展已上升為國家戰(zhàn)略,秦皇島是河北省三大沿海城市之一,擁有長162.7公里的海岸線,海岸線資源的可持續(xù)利用對于秦皇島未來的發(fā)展具有重要的意義。本文以相關(guān)資料和實地調(diào)查與數(shù)據(jù)調(diào)訪相結(jié)合,利用SWOT方法和TOPSIS方法進(jìn)行了分析;建立了秦皇島海岸線主體功能評價指標(biāo)體系并對評價模型進(jìn)行計算,根據(jù)等級評價標(biāo)準(zhǔn)進(jìn)行了綜合評價。提出了秦皇島海岸線開發(fā)利用中存在問題和合理利用的建議。主要獲得以下結(jié)論:(1)通過秦皇島海岸線的實地調(diào)查以及對其自然條件和海岸線的利用情況進(jìn)行分析,發(fā)現(xiàn)目前秦皇島海岸線利用中存在以下問題:海岸線資源缺少合理規(guī)劃;海岸線侵蝕、海水入侵嚴(yán)重;排污入海缺乏嚴(yán)格監(jiān)控;海岸線重開發(fā)、輕保護,跟蹤管理不到位。(2)采用SWOT分析法對秦皇島海岸線外部環(huán)境進(jìn)行評價,表明秦皇島具有區(qū)位、旅游和交通優(yōu)勢,季節(jié)劣勢,沿海發(fā)展機會。采用TOPSIS法分析,比較秦皇島海岸線、青島鰲山灣和董家口海岸線資源,結(jié)果顯示秦皇島海岸線港口資源最優(yōu)。秦皇島海岸線是一個適合建設(shè)港口的城市,同時還需要其他的產(chǎn)業(yè)如物流業(yè)、漁業(yè)、旅游業(yè)協(xié)同發(fā)展。(3)建立秦皇島海岸線主體功能評價指標(biāo)體系并對評價模型進(jìn)行計算,得到秦皇島的山海關(guān)段、海港區(qū)段、北戴河段、撫寧段和昌黎段5個區(qū)段的海岸線主體功能評價綜合指數(shù)值,根據(jù)等級評價標(biāo)準(zhǔn)進(jìn)行綜合評價。在資源環(huán)境承載力評價中,昌黎段資源環(huán)境承載力指數(shù)最高(0.2725),其次為北戴河段(0.1905)、山海關(guān)段(0.1398)、撫寧段(0.1047),最低的為海港區(qū)段(0.0754)。在現(xiàn)有開發(fā)密度評價中,海港區(qū)段開發(fā)密度指數(shù)最高(0.3585),其次為山海關(guān)段(0.3032)、北戴河段(0.2669)、昌黎段(0.1029),最低的為撫寧段(0.0566)。在開發(fā)潛力評價中,山海關(guān)段開發(fā)潛力指數(shù)最高(0.2045),其次為海港區(qū)段(0.1785)、北戴河段(0.1513)、昌黎段(0.0416),最低的為撫寧段(0.0261)。(4)根據(jù)秦皇島海岸線總體特點,結(jié)合秦皇島海岸線資源條件、產(chǎn)業(yè)發(fā)展、城鎮(zhèn)建設(shè)、生態(tài)保護等具體情況,建議將秦皇島海岸線劃分為四大類型:港口生產(chǎn)岸線、生活及旅游岸線、灘涂及養(yǎng)殖岸線、生態(tài)保護岸線。(5)在對秦皇島海岸線資源進(jìn)行評價分析的基礎(chǔ)上,提出秦皇島海岸線開發(fā)利用的合理化建議,應(yīng)按照岸線的功能去開發(fā)利用,同時做好岸線資源及生態(tài)環(huán)境的保護。建設(shè)采取“規(guī)劃先行、分區(qū)開發(fā);科學(xué)合理、生態(tài)保護;加強管理、嚴(yán)格落實三同時;公眾參與、動態(tài)保護”等秦皇島海岸線資源保護與可持續(xù)發(fā)展利用的對策。
[Abstract]:With the rapid development of China's modern economy, the important role of the ocean has become increasingly apparent. As a special non-renewable resource, coastline plays an important role in the development of coastal cities. The coastal economic development of Hebei Province has become a national strategy. Qinhuangdao is one of the three coastal cities in Hebei Province, with a coastline of 162.7 kilometers long. The sustainable utilization of shoreline resources is of great significance to the future development of Qinhuangdao. In this paper, based on the combination of related data and field investigation, the SWOT method and TOPSIS method are used to analyze, the evaluation index system of the main body function of Qinhuangdao coastline is established and the evaluation model is calculated. The comprehensive evaluation is carried out according to the grade evaluation standard. The problems existing in the exploitation and utilization of Qinhuangdao coastline and the suggestions for rational utilization are put forward. The main conclusions are as follows: (1) through the field investigation of Qinhuangdao coastline and the analysis of its natural conditions and the utilization of the coastline, it is found that there are the following problems in the utilization of Qinhuangdao coastline: the shoreline resources lack of rational planning; Shoreline erosion, serious seawater intrusion, lack of strict monitoring of sewage discharge into the sea, heavy exploitation of coastline, light protection, poor tracking management. 2) the SWOT analysis method is used to evaluate the outer environment of Qinhuangdao coastline, which shows that Qinhuangdao has a location. Tourism and transportation advantages, seasonal disadvantages, coastal development opportunities. The shoreline resources of Qinhuangdao, Qingdao Aoshan Bay and Dongjiakou are analyzed by TOPSIS method. The results show that the port resources of Qinhuangdao coastline are optimal. Qinhuangdao coastline is a city suitable for port construction, and other industries such as logistics industry, fishery industry and tourism industry are also needed to establish the evaluation index system of the main body function of Qinhuangdao coastline and calculate the evaluation model. The main body function evaluation index values of Shanhaiguan section, harbour section, Beidaihe section, Funing section and Changli section of Qinhuangdao are obtained, and the comprehensive evaluation is carried out according to the grade evaluation criteria. In the evaluation of the carrying capacity of resources and environment, the index of carrying capacity of resources and environment in Changli section is the highest (0.2725), followed by the Beidaihe section (0.1905), Shanhaiguan section (0.1398), Funing section (0.1047), and the lowest section in the sea port area (0.0754). In the present evaluation of development density, the highest development density index (0.3585) is found in the seaport section, followed by 0.3032m in Shanhaiguan section, 0.2669m in Beidaihe section, 0.1029m in Changli section, and 0.0566m in Funing section. In the evaluation of exploitation potential, Shanhaiguan section has the highest development potential index of 0.2045m, followed by Haigang section 0.1785m, Beidaihe section 0.1513m, Changli section 0.0416m, and the lowest one is Funing section 0.0261n.f.) according to the overall characteristics of Qinhuangdao coastline, combined with the resource conditions of Qinhuangdao coastline, It is suggested that Qinhuangdao coastline should be divided into four types: production shoreline, daily life and tourism shoreline, tidal flat and cultured shoreline, etc. Based on the evaluation and analysis of the shoreline resources of Qinhuangdao, the rational suggestions for the exploitation and utilization of the shoreline of Qinhuangdao should be made according to the function of the shoreline. At the same time, do a good job in the protection of shoreline resources and ecological environment. In the construction of Qinhuangdao shoreline resources protection and sustainable development should be adopted such as "planning first, zoning development; scientific and rational, ecological protection; strengthening management, strictly implementing three simultaneously; public participation, dynamic protection" and other countermeasures of Qinhuangdao coastline resources protection and sustainable development.
