【摘要】：共建"一帶一路"倡議背景下,中巴經(jīng)濟(jì)走廊代表著中巴兩國為促進(jìn)生產(chǎn)要素跨國流動,加強貿(mào)易、投資往來以及產(chǎn)業(yè)合作而做出的制度安排和宏觀經(jīng)濟(jì)協(xié)調(diào)。處于全球化邊緣地帶、經(jīng)濟(jì)發(fā)展水平較為落后的整體狀況以及中巴雙邊商品貿(mào)易失衡,貿(mào)易地位不對稱等現(xiàn)實情況,揭示出中巴經(jīng)濟(jì)走廊建設(shè)將面臨重大的困難和挑戰(zhàn)。而中巴雙方存在較大的經(jīng)濟(jì)發(fā)展階段差異與要素稟賦差異構(gòu)成了雙方合作的前提與基礎(chǔ),互聯(lián)互通的基礎(chǔ)設(shè)施網(wǎng)絡(luò)是雙方合作重點,產(chǎn)業(yè)相對互補使雙方具備了合作的基礎(chǔ)條件,較高的政治互信度則是雙方展開有效合作的保障。中巴雙方應(yīng)該利用"一帶一路"建設(shè)這一戰(zhàn)略性機遇,充分發(fā)揮中巴合作的現(xiàn)實基礎(chǔ),以互惠互利為原則,尋找多元的合作模式,分階段選擇中巴雙方合作的重點領(lǐng)域,爭取局部合作成果與早期收獲,重點打造交通走廊和商貿(mào)物流走廊,共建產(chǎn)業(yè)合作走廊和人文交流走廊。
[Abstract]:Under the background of the "Belt and Road" initiative, the China-Pakistan Economic Corridor represents the institutional arrangements and macroeconomic coordination between China and Pakistan to promote the transnational flow of factors of production, strengthen trade, investment and industrial cooperation. At the edge of globalization, the overall situation of backward economic development level, the imbalance of bilateral commodity trade between China and Pakistan, and the asymmetry of trade status, etc, reveal that the construction of China-Pakistan economic corridor will face great difficulties and challenges. However, the differences in economic development stages and factor endowments between China and Pakistan constitute the premise and foundation of bilateral cooperation, and the infrastructure network of interconnection is the key point of cooperation between the two sides. The relative complementation of industries makes the two sides have the basic conditions for cooperation, and a higher degree of political mutual trust is the guarantee of effective cooperation between the two sides. China and Pakistan should take advantage of the "Belt and Road" to build this strategic opportunity, give full play to the realistic basis of China-Pakistan cooperation, take the principle of mutual benefit as the principle, look for a pluralistic mode of cooperation, and select the key areas of cooperation between China and Pakistan in stages. Strive for local cooperation results and early harvest, focus on building transport corridor and trade and logistics corridor, industrial cooperation corridor and cultural communication corridor.
