【摘要】：十八大報告指出要改善需求結(jié)構(gòu)、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),解決制約經(jīng)濟持續(xù)健康發(fā)展的重大結(jié)構(gòu)性問題。國家《道路運輸業(yè)“十二五”發(fā)展規(guī)劃綱要》要求推進公路貨運業(yè)轉(zhuǎn)型與升級,發(fā)展新型貨運組織方式,優(yōu)化貨運車型結(jié)構(gòu)。2013年10月,遼寧省公布《遼寧省交通廳關于遼寧省交通運輸促進物流業(yè)健康發(fā)展的指導意見》,指出當前重點在于加快轉(zhuǎn)變交通運輸發(fā)展方式,充分發(fā)揮運輸在物流業(yè)發(fā)展中的重要作用。近幾年來,國家大力推進公路基礎設施建設,公路運輸業(yè)隨之迅速發(fā)展,特別是高速公路運輸已經(jīng)成為綜合運輸體系的主干和動脈。同時,隨著遼寧省高速公路網(wǎng)覆蓋范圍的逐步擴展及運輸市場體制改革的深入,運輸市場領域得到了強勁拓展,運輸結(jié)構(gòu)及組織管理模式也發(fā)生著深刻變革。這就有必要進行遼寧省高速公路貨運發(fā)展研究,分析其高速公路貨物運輸情況、貨運結(jié)構(gòu)及貨類流向等。本文在遼寧省公路專項調(diào)查數(shù)據(jù)基礎上,結(jié)合遼寧省高速公路聯(lián)網(wǎng)計重收費數(shù)據(jù)及遼寧省高速公路收費站補充調(diào)查數(shù)據(jù),運用SQL Server、Oracle及transCAD軟件對調(diào)查數(shù)據(jù)進行整理、統(tǒng)計及處理分析。首先,提出了基于高速公路運輸量統(tǒng)計平臺的數(shù)據(jù)處理及分析方法并設計了道路貨物運輸?shù)慕y(tǒng)計方法,從貨運運輸量、貨類、貨車三大方面對遼寧省高速公路貨物運輸進行了研究,并明確了高速公路運輸在綜合運輸體系中的定位。其中,貨運運輸量及貨類采用交通量、貨運量、周轉(zhuǎn)量、交通量密度及貨運密度等指標進行闡述分析;貨車方面分析了其超限、運行速度、車流流向、空駛及平均運距等特性。最后就遼寧省高速公路貨運發(fā)展存在的問題進行分析并建議要完善高速公路網(wǎng)絡、調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、加強基礎設施建設,提高運輸裝備專業(yè)化、運輸信息化及運輸管理科學化水平。
[Abstract]:The report of the 18th National Congress of the Communist Party of China pointed out that it is necessary to improve the demand structure, optimize the industrial structure, and solve the major structural problems that restrict the sustained and healthy economic development. The National outline of the 12th Five-Year Plan for Road Transportation calls for the transformation and upgrading of the road freight industry, the development of a new type of freight transport organization, and the optimization of the freight model structure. Liaoning Province promulgates the "Liaoning Province Communications Department's guidance opinion on Liaoning Province Transportation promoting the healthy Development of the Logistics Industry", and points out that the key at present is to accelerate the transformation of transportation development mode and give full play to the important role of transportation in the development of logistics industry. In recent years, the country has vigorously promoted the construction of highway infrastructure, with the rapid development of highway transportation, especially highway transportation has become the trunk and artery of the integrated transportation system. At the same time, with the gradual expansion of the highway network coverage in Liaoning Province and the deepening of the reform of the transportation market system, the transportation market field has been expanded strongly, and the transport structure and organization and management mode have also undergone profound changes. Therefore, it is necessary to study the development of highway freight transportation in Liaoning Province, and analyze the freight transport situation, freight structure and cargo flow direction of highway. On the basis of the special investigation data of Liaoning Province highway, combined with the toll collection data of Liaoning province expressway network and the supplementary investigation data of Liaoning expressway toll station, this paper uses SQL Server Oracle and transCAD software to sort out the survey data. Statistics and processing analysis. First of all, the data processing and analysis method based on expressway traffic statistics platform is put forward and the statistical method of road freight transportation is designed. The freight transport of highway in Liaoning Province is studied in three aspects, and the positioning of highway transportation in the integrated transportation system is clarified. Among them, the freight transport volume and cargo class are described and analyzed by traffic volume, freight volume, turnover volume, traffic density and freight density, and the characteristics of the freight car are analyzed, such as the overrun, the running speed, the flow direction, the empty driving and the average transportation distance, etc. Finally, the problems existing in the development of highway freight transportation in Liaoning Province are analyzed and suggestions are made to perfect the expressway network, adjust and optimize the industrial structure, strengthen the infrastructure construction, and improve the specialization of transportation equipment.
