【摘要】:電力關(guān)系到國計(jì)民生。大力發(fā)展電力行業(yè)是我國經(jīng)濟(jì)發(fā)展的基本戰(zhàn)略,不僅關(guān)系到社會發(fā)展,而且還關(guān)系到國家經(jīng)濟(jì)安全。近年來,隨著我國經(jīng)濟(jì)的持續(xù)快速發(fā)展以及電網(wǎng)建設(shè)提速,電力企業(yè)在繁重的建設(shè)任務(wù)當(dāng)中,正在按照經(jīng)營型管控的要求,逐步地實(shí)現(xiàn)對人力、財(cái)務(wù)、物資等企業(yè)關(guān)鍵要素的集中控制。對于采購設(shè)備物資、設(shè)備物資的儲存、維護(hù)、供應(yīng)等方面的成本控制提出了新的要求和挑戰(zhàn)。傳統(tǒng)的物流運(yùn)作已經(jīng)無法滿足電力企業(yè)當(dāng)前的需求,因此需要根據(jù)電力企業(yè)的戰(zhàn)略目標(biāo)優(yōu)化物流系統(tǒng),提高物流效率,降低成本,提升企業(yè)競爭力。本文從冀北電力有限公司目前的物流系統(tǒng)現(xiàn)狀進(jìn)行分析,找出冀北電力有限公司物流系統(tǒng)存在的問題:缺乏供應(yīng)鏈管理思想、電網(wǎng)物流需求牛鞭效應(yīng)嚴(yán)重、物資計(jì)劃跨度時(shí)間長、電網(wǎng)倉庫布局不合理、物流中心缺乏整合調(diào)運(yùn)功能以及物資配送效率低。針對這些問題本論文對冀北電力有限公司的物流系統(tǒng)進(jìn)行改進(jìn)設(shè)計(jì),主要從物資采購子系統(tǒng)優(yōu)化與倉儲子系統(tǒng)優(yōu)化兩個(gè)方面進(jìn)行優(yōu)化研究。在物資采購子系統(tǒng)方面,從物資分類定位、采購策略優(yōu)化、品質(zhì)控制以及物資供應(yīng)商選擇等4個(gè)方面對冀北電力有限公司的物資采購子系統(tǒng)進(jìn)行優(yōu)化研究;在倉儲子系統(tǒng)方面,從倉庫選址與布局、庫存管理控制模式2個(gè)方面對冀北電力有限公司的物資采購子系統(tǒng)進(jìn)行優(yōu)化設(shè)計(jì)。通過研究可知,各個(gè)子系統(tǒng)之間并非孤立存在,而是彼此相互關(guān)聯(lián),為物流系統(tǒng)優(yōu)化方案的實(shí)施,提供了基礎(chǔ)保障,從而保證了冀北電力有限公司降低物流成本,提高物流效益目標(biāo)的實(shí)現(xiàn),同時(shí),本文研究成果可以為其他電力公司的物流系統(tǒng)優(yōu)化提供參考。
[Abstract]:Electricity has a bearing on the national economy and the people's livelihood. The development of electric power industry is the basic strategy of China's economic development, not only related to social development, but also related to national economic security. In recent years, with the sustained and rapid development of China's economy and the acceleration of power grid construction, electric power enterprises, in the heavy construction tasks, are gradually realizing manpower and finance in accordance with the requirements of management and control. Centralized control of key elements of material and other enterprises. New requirements and challenges are put forward for the cost control of purchasing equipment and materials, storage, maintenance and supply of equipment and materials. Traditional logistics operation has been unable to meet the current needs of power enterprises, so it is necessary to optimize logistics system according to the strategic objectives of power enterprises, improve logistics efficiency, reduce costs, and enhance the competitiveness of enterprises. This paper analyzes the current situation of logistics system in Hebei North Electric Power Co., Ltd., and finds out the existing problems of logistics system of Hebei North Electric Power Co., Ltd.: lacking of supply chain management thought, the bullwhip effect of grid logistics demand is serious. The material planning span is long, the grid warehouse layout is unreasonable, the logistics center lacks the function of integration and transportation, and the material distribution efficiency is low. Aiming at these problems, this paper carries on the improvement design to the logistics system of Hebei North Electric Power Co., Ltd., mainly from the material purchase subsystem optimization and the storage subsystem optimization two aspects carries on the optimization research. In the material purchasing subsystem, the material purchasing subsystem of Hebei Electric Power Co., Ltd is optimized from four aspects: material classification positioning, procurement strategy optimization, quality control and material supplier selection. The material purchasing subsystem of Hebei Electric Power Co., Ltd. is optimized from two aspects of warehouse location and layout, inventory management and control mode. Through the research, we can know that the subsystems are not isolated, but interrelated with each other, which provides the basic guarantee for the implementation of the optimization scheme of logistics system, and thus ensures the reduction of logistics costs of Hebei North Electric Power Co., Ltd. At the same time, the research results of this paper can provide reference for the optimization of logistics system of other power companies.
