【摘要】：中國(guó)經(jīng)濟(jì)經(jīng)過近三十余年的高速增長(zhǎng)，沿海港口城市扮演著極其重要的角色。借助港口城市的先天優(yōu)勢(shì)，航運(yùn)物流成為沿海港口城市經(jīng)濟(jì)發(fā)展的引擎，引航質(zhì)量在一定程度上代表著港口的對(duì)外開放程度和市場(chǎng)競(jìng)爭(zhēng)能力，同時(shí)引航調(diào)度能力也決定著引航服務(wù)效果和港口形象。只有提高調(diào)度能力,才能從根本上增強(qiáng)整體的引航質(zhì)量，進(jìn)而為船舶航行提供堅(jiān)實(shí)的保障。在眾多經(jīng)濟(jì)特區(qū)中，天津經(jīng)濟(jì)區(qū)的作用逐漸明顯，天津港的建設(shè)是本地區(qū)經(jīng)濟(jì)發(fā)展的重要一部分，，隨著信息化建設(shè)的興起，港口信息化建設(shè)也逐漸受到應(yīng)有的重視，天津港引航綜合調(diào)度系統(tǒng)的相關(guān)研究受到了天津市港航管理局的關(guān)注，并引起了重視。 本文結(jié)合現(xiàn)實(shí)業(yè)務(wù)的需要和系統(tǒng)開發(fā)的要求，對(duì)天津港口引航調(diào)度系統(tǒng)進(jìn)行了研究與開發(fā)，進(jìn)而使得天津港引航調(diào)度業(yè)務(wù)的信息化與數(shù)字化水平得到顯著的提高。引航業(yè)務(wù)涉及到船代、引航員和引航站等主體，在日常生活中需要處理船舶動(dòng)態(tài)及作業(yè)動(dòng)態(tài)、引航申請(qǐng)及審批和引航計(jì)劃與排班等業(yè)務(wù)內(nèi)容。正是因?yàn)橐陨线@些特點(diǎn)，本文設(shè)計(jì)的系統(tǒng)主要分為“船舶動(dòng)態(tài)”、“引航申請(qǐng)”、和“引航業(yè)務(wù)”以及“人員管理”，另外，“收費(fèi)管理”、“編碼管理”、“基本信息”和“規(guī)則”以及“權(quán)限設(shè)置”同樣屬于該系統(tǒng)的重要組成模塊。在設(shè)計(jì)數(shù)據(jù)庫(kù)的時(shí)候，首先是整理、搜集和抽象相應(yīng)的數(shù)據(jù)，進(jìn)而設(shè)計(jì)系統(tǒng)的物理結(jié)構(gòu)、邏輯結(jié)構(gòu)和數(shù)據(jù)庫(kù)結(jié)構(gòu)等。最后一部分內(nèi)容是測(cè)試與調(diào)試系統(tǒng)的功能，最終開發(fā)出天津港口引航調(diào)度系統(tǒng)。 本文的研究具有重要的現(xiàn)實(shí)意義，能夠促進(jìn)“天津港引航綜合調(diào)度系統(tǒng)”項(xiàng)目的研究。本系統(tǒng)能夠使天津港引航的管理與作業(yè)得到明顯的改善，進(jìn)而使得天津引航站的管理使用新的管理理念，積累重要的經(jīng)驗(yàn)，能夠促進(jìn)天津港的信息化建設(shè)。
[Abstract]:After more than 30 years of rapid economic growth, coastal port cities play an extremely important role. With the advantage of the port city, shipping logistics becomes the engine of the economic development of the coastal port city, and the pilotage quality to a certain extent represents the opening degree of the port and the market competition ability. At the same time pilotage scheduling ability also determines the pilot service effect and port image. Only by improving the dispatching ability can the overall pilotage quality be enhanced fundamentally, and then the ship's navigation can be guaranteed. Among the many special economic zones, the role of Tianjin economic zone is gradually obvious. The construction of Tianjin Port is an important part of the economic development of the region. With the rise of information construction, the information construction of the port has gradually received due attention. The related research of Tianjin Port pilotage Comprehensive dispatching system has been paid attention to by Tianjin Port and Shipping Administration Bureau. According to the needs of practical business and system development, this paper studies and develops pilot scheduling system of Tianjin Port, which makes the level of informatization and digitization of pilotage dispatching business of Tianjin Port to be improved significantly. Pilotage business involves ship agent pilot and pilot station and so on. In daily life it needs to deal with ship dynamic and operation dynamic pilotage application approval pilotage plan and scheduling and so on. Because of the above characteristics, the system designed in this paper is mainly divided into "ship dynamic", "pilotage application", "pilotage business" and "personnel management", in addition, "charge management", "code management", Basic Information and rules and permission Settings are also important components of the system. When designing a database, the first step is to sort out, collect and abstract the corresponding data, and then design the physical structure, logical structure and database structure of the system. The last part is the function of test and debugging system, and finally develops Tianjin Port pilotage scheduling system. The research in this paper has important practical significance and can promote the research of Tianjin Port pilotage Comprehensive dispatching system. This system can improve the pilotage management and operation of Tianjin Port obviously, and then make the management of Tianjin pilotage station use new management idea, accumulate important experience, and promote the information construction of Tianjin Port.
