【摘要】：河北省果蔬類農(nóng)產(chǎn)品主要是由分散的農(nóng)戶進行生產(chǎn)及經(jīng)營,規(guī)模小,缺乏現(xiàn)代果蔬類農(nóng)產(chǎn)品種植、物流、銷售技術(shù),經(jīng)營水平低,市場風險較大。特別是在流通環(huán)節(jié),由于物流管理水平低下,難以實現(xiàn)果蔬類農(nóng)產(chǎn)品的增值和農(nóng)戶的增收。因此,需要對河北省農(nóng)產(chǎn)品物流進行研究,以提升河北省果蔬類農(nóng)產(chǎn)品物流水平。論文首先對河北省果蔬類農(nóng)產(chǎn)品生產(chǎn)、供應(yīng)及物流現(xiàn)狀進行了分析,采用層次分析法構(gòu)建了果蔬類農(nóng)產(chǎn)品物流水平評價指標體系,通過對河北省果蔬類農(nóng)產(chǎn)品物流水平的評價,明確了河北省果蔬類農(nóng)產(chǎn)品物流存在的主要問題是:物流主體發(fā)育不成熟,物流增值服務(wù)意識弱,標準化和信息化程度偏低,冷鏈物流技術(shù)及管理落后,相關(guān)法律及監(jiān)管不健全。其次,在對日本、美國、荷蘭發(fā)達國家果蔬類農(nóng)產(chǎn)品物流模式分析的基礎(chǔ)上,總結(jié)出發(fā)達國家的果蔬類農(nóng)產(chǎn)品物流在政策法規(guī)、物流技術(shù)與配套設(shè)施、物流系統(tǒng)、標準化體系、物流組織主體等方面可供我國借鑒的成熟經(jīng)驗,并提出河北省果蔬類農(nóng)產(chǎn)品物流應(yīng)建立“B+B+B to C”的模式,并進一步對其應(yīng)用進行了探討。最后,有針對性地提出了促進河北省果蔬類農(nóng)產(chǎn)品物流的發(fā)展對策,包括:以合作社替代農(nóng)戶成為生產(chǎn)方,做好農(nóng)超對接工作,加大基礎(chǔ)設(shè)施的投資,建立以農(nóng)產(chǎn)品加工企業(yè)為中心的物流模式,加強果蔬類農(nóng)產(chǎn)品物流標準化及果蔬類農(nóng)產(chǎn)品信息化建設(shè),重點建設(shè)果蔬類農(nóng)產(chǎn)品冷鏈物流體系,積極發(fā)展果蔬類農(nóng)產(chǎn)品第三方物流,完善果蔬類農(nóng)產(chǎn)品相關(guān)法律提高監(jiān)管水平,加強果蔬類農(nóng)產(chǎn)品專業(yè)物流人才培養(yǎng)。論文研究對有效提高河北省果蔬類農(nóng)產(chǎn)品流通效率及物流水平具有一定的實踐意義。
[Abstract]:Fruit and vegetable agricultural products in Hebei Province are mainly produced and managed by scattered farmers with small scale, lack of modern fruit and vegetable agricultural products planting, logistics, marketing technology, low management level, and higher market risk.Especially in circulation, because of the low level of logistics management, it is difficult to realize the increment of fruits and vegetables and the increase of farmers' income.Therefore, it is necessary to study the logistics of agricultural products in Hebei Province in order to improve the logistics level of fruits and vegetables in Hebei Province.Firstly, the paper analyzes the production, supply and logistics status of fruit and vegetable agricultural products in Hebei Province, and constructs the evaluation index system of the logistics level of fruit and vegetable agricultural products by AHP, and evaluates the logistics level of fruit and vegetable agricultural products in Hebei Province.The main problems in the logistics of fruit and vegetable products in Hebei Province are: the logistics main body is immature, the logistics value-added service consciousness is weak, the level of standardization and information is low, and the technology and management of cold chain logistics is backward.The related laws and regulations are not perfect.Secondly, on the basis of analyzing the logistics model of fruits and vegetables of developed countries in Japan, the United States and the Netherlands, this paper sums up the policies and regulations, logistics technology and supporting facilities, logistics system and standardization system of fruit and vegetable agricultural products in developed countries.The mature experience of logistics organization can be used for reference in our country, and the model of "B B to C" should be established in the logistics of fruits and vegetables of Hebei province, and its application is discussed.Finally, the paper puts forward some countermeasures to promote the logistics of fruit and vegetable products in Hebei province, including: replacing farmers with cooperatives to become producers, doing well the joint work of agricultural superfluous, and increasing investment in infrastructure.To establish a logistics model centered on the processing enterprises of agricultural products, to strengthen the standardization of the logistics of fruits and vegetables and the informatization construction of agricultural products of fruits and vegetables, and to focus on the construction of the cold-chain logistics system of agricultural products of fruits and vegetables.The third party logistics of fruit and vegetable agricultural products should be developed actively, the related laws of fruit and vegetable products should be improved and the supervision level should be improved, and the cultivation of specialized logistics personnel for fruit and vegetable agricultural products should be strengthened.The research in this paper has certain practical significance for improving the circulation efficiency and logistics level of fruit and vegetable agricultural products in Hebei province.
