【摘要】：鐵路運(yùn)輸一直是我國(guó)人員和物流流通的重要渠道和保障,鐵路專用線作為鐵路網(wǎng)的一大組成部分,為解決企業(yè)或單位內(nèi)部的運(yùn)輸提供很大的便利和幫助,對(duì)地區(qū)經(jīng)濟(jì)發(fā)展有著極其重要的作用。而鐵路項(xiàng)目的建設(shè)一般都具有投資大、風(fēng)險(xiǎn)高、建設(shè)周期長(zhǎng)以及建設(shè)的不可逆性,因此在鐵路項(xiàng)目實(shí)施之前對(duì)之進(jìn)行科學(xué)而系統(tǒng)的可行性研究是一項(xiàng)必不可少的重要工作。本文以湖南水口山集團(tuán)瓦松鐵路專用線為研究對(duì)象,從經(jīng)濟(jì)、技術(shù)、社會(huì)、環(huán)保以及相應(yīng)的風(fēng)險(xiǎn)等方面對(duì)項(xiàng)目進(jìn)行可行性研究。通過將項(xiàng)目技術(shù)可行標(biāo)準(zhǔn)與具體的投入產(chǎn)出納入分析范疇進(jìn)行綜合評(píng)評(píng)價(jià)。本文分為六個(gè)部分。第一部分:闡述了選題的背景及意義,對(duì)國(guó)內(nèi)外研究的現(xiàn)狀進(jìn)行了闡述和評(píng)述,在此基礎(chǔ)上對(duì)本文的研究?jī)?nèi)容、方法及框架進(jìn)行梳理。第二部分:主要從概念、作用、依據(jù)和要求,對(duì)鐵路及可行性研究的理論進(jìn)行論述。第三部分:主要對(duì)項(xiàng)目的基本情況、建設(shè)的必要性以及項(xiàng)目的基本條件進(jìn)行闡述,在此基礎(chǔ)上提出了工程設(shè)計(jì)方案,在綜合比較的基礎(chǔ)上推薦了最優(yōu)方案,同時(shí)對(duì)可能遇到的環(huán)境保護(hù)和節(jié)能減排等問題設(shè)計(jì)了可行的解決方案。第四部分:主要對(duì)專用線運(yùn)量進(jìn)行預(yù)測(cè),同時(shí)對(duì)瓦松鐵路運(yùn)輸通道能力從貨運(yùn)通道徑路、貨運(yùn)通道現(xiàn)狀以及年度貨運(yùn)通道主要區(qū)段能力適應(yīng)性等角度進(jìn)行了論述。第五部分:主要運(yùn)用相關(guān)的理論和技術(shù)對(duì)水口山集團(tuán)瓦松鐵路專用線工程項(xiàng)目進(jìn)行投資估算及經(jīng)濟(jì)評(píng)價(jià),最終得到本項(xiàng)目從財(cái)務(wù)分析可行,從國(guó)民經(jīng)濟(jì)分析也可行,且抗風(fēng)險(xiǎn)能力比較強(qiáng)等結(jié)論。第六部分:主要是對(duì)工程項(xiàng)目進(jìn)行全面的分析和評(píng)價(jià),通過對(duì)項(xiàng)目建設(shè)投資、融資、技術(shù)和社會(huì)經(jīng)濟(jì)等各個(gè)方面進(jìn)行綜合闡述,并結(jié)合相關(guān)的評(píng)價(jià)理論,得出本文可行性研究的結(jié)論。并在現(xiàn)有研究的基礎(chǔ)上提出了幾點(diǎn)研究展望。本文在對(duì)可行性研究理論與實(shí)踐進(jìn)行詳細(xì)分析的基礎(chǔ)上,結(jié)合項(xiàng)目的具體情況,對(duì)項(xiàng)目的經(jīng)濟(jì)和技術(shù)可行性進(jìn)行了分析和預(yù)測(cè)。并對(duì)項(xiàng)目實(shí)施過程中可能遇到的風(fēng)險(xiǎn)和問題提出一些可行性的對(duì)策和建議。通過本文的研究,其中的理論與方法以及相關(guān)的研究思路對(duì)我國(guó)其他同類項(xiàng)目的可行性研究具有一定的借鑒意義。
[Abstract]:The railway transportation is an important channel and security personnel in our country and the logistics flow, special railway line as a big part of the railway network, in order to solve the enterprise or unit internal transport to provide great convenience and help, plays an important role in regional economic development. And the construction of railway projects generally have large investment the risk is high, irreversibility, long construction period and the construction of the railway project, so before the implementation of the scientific and feasibility study system is an important work essential. This paper takes Hunan Shuikoushan pine Group w special railway line as the research object, from the economic, technical, social, environmental protection and the corresponding the risk of a feasibility study on the project. The input-output project is technically feasible and specific standards included in the analysis category of comprehensive evaluation. This paper is divided into six parts first. Part: elaborate the background and significance of the topic, the present situation of the research at home and abroad are described and reviewed. The contents of this study on this basis, method and framework are reviewed. The second part: mainly from the concept, function, basis and requirements of the railway and the feasibility study of the theory are discussed. The third part: the main basic situation of the project, the necessity and basic conditions of construction project are discussed in this paper, based on the proposed design scheme on the basis of comprehensive comparison, the best scheme is recommended, and the environmental protection and energy saving and emission reduction may encounter problems such as design of a feasible solution. The fourth part: the main forecast the special line volume, at the same time of Wasong railway transport capacity from freight channel, freight channel status and the annual freight channel main section of the paper on adaptive ability The fifth part: mainly related to the use of the theory and technology of Wasong Shuikoushan group special railway line project estimation and economic evaluation of the project investment, resulting from the financial feasibility analysis, from the national economic analysis is feasible, and the relatively strong anti risk ability and so on. The sixth part: mainly analysis and evaluation the project, through the financing of the project construction investment, this paper discusses various technical and socio-economic aspects, combined with the related evaluation theory, draws the conclusion of this paper. The feasibility study and put forward some research on the basis of existing research. Based on detailed analysis of the feasibility study theory and practice in the last, combined with the specific circumstances of the project, the economic and technical feasibility of the project are analyzed and predicted. And the implementation process may encounter risks and ask for the project This paper puts forward some feasible countermeasures and suggestions. Through the research in this paper, the theories and methods and related research ideas can be used for reference for other similar projects in China.
