【摘要】：隨著人民生活水平不斷提高,食品質(zhì)量安全問(wèn)題日益受到國(guó)家和人民的重視。近年來(lái),我國(guó)連續(xù)爆發(fā)了多起食品質(zhì)量安全事件,其中以農(nóng)產(chǎn)品質(zhì)量安全事故表現(xiàn)尤為突出。因此,通過(guò)構(gòu)建農(nóng)產(chǎn)品供應(yīng)鏈跟蹤追溯系統(tǒng),對(duì)有效防范農(nóng)產(chǎn)品質(zhì)量安全問(wèn)題,具有重要意義。論文在對(duì)國(guó)內(nèi)外研究動(dòng)態(tài)綜述的基礎(chǔ)上,以相關(guān)理論為指導(dǎo),通過(guò)闡述農(nóng)產(chǎn)品跟蹤追溯系統(tǒng)驅(qū)動(dòng)因素及其應(yīng)用價(jià)值,明晰了農(nóng)產(chǎn)品跟蹤追溯系統(tǒng)組成要素及存在的問(wèn)題,并以渭南市牛奶產(chǎn)業(yè)為例,分析了渭南市牛奶跟蹤追溯體系構(gòu)建思路、設(shè)計(jì)模式及其保障機(jī)制,以促進(jìn)農(nóng)產(chǎn)品跟蹤追溯系統(tǒng)的優(yōu)化,從而更好地落實(shí)農(nóng)產(chǎn)品質(zhì)量安全管理工作。研究認(rèn)為:(1)有效地構(gòu)建并實(shí)施農(nóng)產(chǎn)品跟蹤追溯系統(tǒng),具有多方面的應(yīng)用價(jià)值,主要體現(xiàn)在:第一,有利于公司或者企業(yè)根據(jù)對(duì)農(nóng)產(chǎn)品供應(yīng)鏈下游跟蹤的信息記錄,找到存在著質(zhì)量安全隱患的農(nóng)產(chǎn)品,并將其及時(shí)召回,避免該農(nóng)產(chǎn)品在供應(yīng)鏈下游大范圍流通,以減少該農(nóng)產(chǎn)品對(duì)公共衛(wèi)生健康的影響;第二,有利于政府根據(jù)農(nóng)產(chǎn)品供應(yīng)鏈上農(nóng)產(chǎn)品流通的信息記錄,沿農(nóng)產(chǎn)品供應(yīng)鏈上游及時(shí)追溯導(dǎo)致事故發(fā)生的原因和事故責(zé)任承擔(dān)者;第三,有利于消費(fèi)者根據(jù)農(nóng)產(chǎn)品跟蹤追溯查詢(xún)系統(tǒng)獲取農(nóng)產(chǎn)品在供應(yīng)鏈上的流通信息,增強(qiáng)消費(fèi)者對(duì)農(nóng)產(chǎn)品質(zhì)量安全的自信心,提升消費(fèi)者對(duì)農(nóng)產(chǎn)品的購(gòu)買(mǎi)意愿和購(gòu)買(mǎi)滿(mǎn)意度。(2)提出了4種農(nóng)產(chǎn)品跟蹤追溯系統(tǒng)供應(yīng)鏈模型,即生產(chǎn)基地為核心、物流中心為核心、分銷(xiāo)商為核心、加工中心為核心。(3)認(rèn)為在內(nèi)外部環(huán)境影響下,資源的限制性、信息的限制性、跟蹤追溯標(biāo)準(zhǔn)的缺乏、跟蹤追溯能力的局限性和認(rèn)知水平的不足是目前農(nóng)產(chǎn)品跟蹤追溯系統(tǒng)存在的關(guān)鍵性問(wèn)題。
[Abstract]:With the continuous improvement of people's living standards, the issue of food quality and safety has been paid more and more attention by the country and the people. In recent years, there have been many incidents of food quality and safety in China. Therefore, through the construction of agricultural product supply chain tracking and tracing system, we can effectively guard against the problem of agricultural product quality and safety. Based on the summarization of domestic and foreign research trends and guided by relevant theories, this paper expounds the driving factors of agricultural product tracking and tracing system and its application value. This paper clarifies the constituent elements and existing problems of the tracing and tracing system for agricultural products, and takes the milk industry of Weinan as an example, analyzes the idea of constructing the tracing and tracing system of milk in Weinan city, the design mode and its guarantee mechanism. In order to promote the optimization of the traceability system for agricultural products, so as to better implement the quality and safety management of agricultural products. It is mainly reflected in the following aspects: first, it is beneficial for companies or enterprises to find agricultural products with hidden risks of quality and safety according to the information recorded downstream of the agricultural product supply chain, and recall them in a timely manner. To avoid large-scale circulation of the agricultural product downstream of the supply chain in order to reduce the impact of the agricultural product on public health; second, to facilitate the government to base its information records on the circulation of agricultural products in the agricultural product supply chain, Along the upstream of the agricultural product supply chain, the cause of the accident and the person responsible for the accident can be traced back in time. Third, it is advantageous for consumers to obtain information on the circulation of agricultural products in the supply chain according to the agricultural product tracking and tracing query system. Enhancing consumers' confidence in the quality and safety of agricultural products, enhancing consumers' willingness to purchase agricultural products and purchasing satisfaction.) four supply chain models of traceability system for agricultural products are put forward, namely production base as the core, logistics center as the core, and logistics center as the core.
