【摘要】:作為擁有千萬以上管理人口的特大城市,深圳市是糧食的純銷區(qū),糧食安全主要依賴政府儲(chǔ)備糧和市場(chǎng)化中轉(zhuǎn)的經(jīng)營(yíng),港口散糧接卸基礎(chǔ)設(shè)施較為落后,糧食流通成本總體偏高。對(duì)比國(guó)內(nèi)其他兄弟城市及國(guó)外臨港糧油工業(yè)園的建設(shè),深圳市在港口糧食物流基礎(chǔ)設(shè)施方面面臨著較大的差距。同時(shí)該項(xiàng)目的經(jīng)濟(jì)效益顯著,是深圳糧食集團(tuán)提升企業(yè)的核心競(jìng)爭(zhēng)力,實(shí)現(xiàn)由傳統(tǒng)的糧食企業(yè)向新型的糧食物流服務(wù)企業(yè)轉(zhuǎn)型的重要舉措,有利于推進(jìn)傳統(tǒng)產(chǎn)業(yè)的結(jié)構(gòu)優(yōu)化升級(jí),為進(jìn)一步打造華南地區(qū)最具特色的現(xiàn)代化糧食物流節(jié)點(diǎn)打好基礎(chǔ)。該項(xiàng)目建設(shè)的目標(biāo)是初步形成產(chǎn)銷一體化、節(jié)鏈網(wǎng)絡(luò)化、骨干四散化、運(yùn)作市場(chǎng)化的現(xiàn)代糧食物流體系,尤其是使廣東省沿海、沿江的骨干性糧食物流基本符合“四散化”的要求。本課題以DCW碼頭現(xiàn)有資源、擬建項(xiàng)目、預(yù)期目標(biāo)等為基礎(chǔ),開展該項(xiàng)目的技術(shù)和經(jīng)濟(jì)等各項(xiàng)指標(biāo)的分析研究,擬解決的關(guān)鍵問題是:(一)基于保障糧食流通便捷,降低儲(chǔ)備糧物流成本的要求,通過分析論證,對(duì)DCW糧食物流節(jié)點(diǎn)項(xiàng)目必要給出明確評(píng)判。(二)對(duì)于DCW糧食物流節(jié)點(diǎn)項(xiàng)目其周邊地理環(huán)境、基礎(chǔ)條件、交通條件、物流情況等做出詳細(xì)可行性分析,提出完善及改進(jìn)建議。(三)綜合各種工程方案,對(duì)比分析其技術(shù)、經(jīng)濟(jì)可行性,在保證糧食安全儲(chǔ)存的情況下,給出方案建議。
[Abstract]:As a mega-city with a population of more than 10 million, Shenzhen is a net grain marketing area. Food security mainly depends on government grain reserves and market-oriented transit operations. The port bulk grain handling and unloading infrastructure is relatively backward. Compared with the construction of other domestic and foreign grain and oil industrial parks, Shenzhen is facing a big gap in the port grain logistics infrastructure. At the same time, the economic benefits of the project are remarkable. It is an important measure for the Shenzhen Grain Group to enhance the core competitiveness of its enterprises and to realize the transition from traditional grain enterprises to new grain logistics service enterprises, which is conducive to promoting the structural optimization and upgrading of traditional industries. The goal of the project is to initially form a modern grain logistics system with integrated production and marketing, networked economy, scattered backbone and market-oriented operation. In particular, the backbone grain logistics along the coast and along the Yangtze River in Guangdong Province is basically in line with the requirements of "four scattered". This subject is based on the existing resources of the DCW wharf, the proposed project, the expected objectives, etc. To carry out the technical and economic analysis and study of the project, the key problem to be solved is: (1) based on the requirements of ensuring the convenient circulation of grain and reducing the logistics cost of grain reserves, through analysis and demonstration, For the DCW grain logistics node project, it is necessary to give a clear evaluation. (2) to make a detailed feasibility analysis of the surrounding geographical environment, basic conditions, traffic conditions, logistics situation of the DCW grain logistics node project. This paper puts forward some suggestions for perfection and improvement. (3) synthesizing all kinds of engineering schemes, comparing and analyzing their technical and economic feasibility, and giving some suggestions on the condition of ensuring the safe storage of grain.
