【摘要】：隨著全球經(jīng)濟(jì)一體化進(jìn)程的日益加深,國(guó)與國(guó)之間、企業(yè)與企業(yè)之間的競(jìng)爭(zhēng)日漸復(fù)雜多樣,企業(yè)所面臨的經(jīng)營(yíng)風(fēng)險(xiǎn)也日漸增多,越來(lái)越多的風(fēng)險(xiǎn)因素影響著企業(yè)的生存與發(fā)展。面對(duì)這樣的環(huán)境,要讓企業(yè)增強(qiáng)面對(duì)風(fēng)險(xiǎn)的能力,從而掌握主動(dòng)權(quán),盡量減少風(fēng)險(xiǎn)對(duì)于企業(yè)發(fā)展的影響,就必須強(qiáng)調(diào)風(fēng)險(xiǎn)管理。加強(qiáng)企業(yè)風(fēng)險(xiǎn)管理,有利于我國(guó)企業(yè)與國(guó)際企業(yè)在經(jīng)營(yíng)管理運(yùn)行方面進(jìn)一步接軌,有利于更好的實(shí)現(xiàn)風(fēng)險(xiǎn)控制,減少企業(yè)損失,提升企業(yè)效益,促成企業(yè)目標(biāo)的順利完成。因此本文將基于我國(guó)國(guó)有企業(yè)發(fā)展的特殊土壤,在借鑒當(dāng)今社會(huì)全面風(fēng)險(xiǎn)管理理論及實(shí)踐的基礎(chǔ)之上,通過(guò)對(duì)某國(guó)有大型貿(mào)易企業(yè)在發(fā)展過(guò)程中存在風(fēng)險(xiǎn)案例的細(xì)致分析,明確企業(yè)在發(fā)展過(guò)程中暴露的經(jīng)營(yíng)管理問(wèn)題。通過(guò)分析總結(jié)國(guó)有貿(mào)易企業(yè)在高度自由化發(fā)展的市場(chǎng)經(jīng)濟(jì)中所暴露問(wèn)題,闡述國(guó)有企業(yè)在應(yīng)對(duì)市場(chǎng)風(fēng)險(xiǎn)、政策風(fēng)險(xiǎn)以及其他風(fēng)險(xiǎn)中存在的內(nèi)外部管理缺陷,提出通過(guò)改變國(guó)有貿(mào)易企業(yè)內(nèi)部管理機(jī)制,健全薪酬管理和人員培養(yǎng)措施等內(nèi)部風(fēng)險(xiǎn)管控機(jī)制,以及建立信用評(píng)估模型、倉(cāng)儲(chǔ)物流信息系統(tǒng)等外部風(fēng)險(xiǎn)管控機(jī)制,來(lái)充分應(yīng)對(duì)企業(yè)在發(fā)展過(guò)程中面臨的內(nèi)外部風(fēng)險(xiǎn)隱患,以期改善國(guó)有企業(yè)應(yīng)對(duì)風(fēng)險(xiǎn)、轉(zhuǎn)移風(fēng)險(xiǎn)的能力。同時(shí)通過(guò)對(duì)國(guó)有貿(mào)易企業(yè)內(nèi)外部風(fēng)險(xiǎn)管理措施的構(gòu)建,構(gòu)造符合國(guó)有貿(mào)易企業(yè)的全面風(fēng)險(xiǎn)管理框架,既利于促使國(guó)有企業(yè)貿(mào)易企業(yè)提高預(yù)防和控制各種風(fēng)險(xiǎn)的能力,也利于為一般企業(yè)全面風(fēng)險(xiǎn)管理體系的構(gòu)建提供可借鑒的模板。
[Abstract]:With the deepening of the process of global economic integration, the competition between countries, enterprises and enterprises is becoming more and more complex, and the business risks faced by enterprises are increasing day by day. More and more risk factors affect the survival and development of enterprises. In the face of such an environment, enterprises should enhance their ability to face risks, so as to grasp the initiative and minimize the impact of risk on the development of enterprises. It is necessary to emphasize risk management and strengthen enterprise risk management, which will be conducive to the further integration of Chinese enterprises with international enterprises in the operation and management of enterprises, to the better realization of risk control, to the reduction of enterprise losses, and to the promotion of enterprise benefits. Therefore, this paper will be based on the special soil of the development of state-owned enterprises in our country, on the basis of drawing lessons from the theory and practice of comprehensive risk management in today's society. Through the careful analysis of the case of risk in the development of a large state-owned trading enterprise, Through analyzing and summing up the problems exposed by state-owned trade enterprises in the highly liberalized market economy, the paper expounds that state-owned enterprises are dealing with market risks. The internal and external management defects in the policy risk and other risks are put forward, including changing the internal management mechanism of the state-owned trading enterprises, perfecting the internal risk control mechanism such as salary management and personnel training measures, and establishing the credit evaluation model. External risk management mechanisms such as warehousing logistics information system can fully deal with the hidden risks of internal and external risks faced by enterprises in the process of development, in order to improve the state-owned enterprises to deal with risks. At the same time, through the construction of internal and external risk management measures of state-owned trading enterprises, the construction conforms to the comprehensive risk management framework of state-owned trading enterprises, It is not only conducive to the state-owned enterprises to improve the ability to prevent and control various risks, but also conducive to the construction of a comprehensive risk management system for general enterprises to provide a template for reference.
