【摘要】：山東省沿海城市有七個,是我國著名的海洋漁業(yè)大省。海洋漁業(yè)產(chǎn)業(yè)的發(fā)展,不僅能為山東省居民提供充足的海洋漁業(yè)產(chǎn)品,滿足居民日益提高的生活需求,而且可以帶動山東省國民經(jīng)濟(jì)生產(chǎn)總值的增長,提高山東省的綜合實(shí)力。然而,山東省海洋漁業(yè)產(chǎn)業(yè)的發(fā)展未經(jīng)過適當(dāng)?shù)囊?guī)劃,缺乏大型龍頭企業(yè)的帶動,以中小企業(yè)為主,且企業(yè)產(chǎn)品同質(zhì)性較高,存在某種程度的惡性競爭,這些都制約了山東省海洋漁業(yè)產(chǎn)業(yè)的長遠(yuǎn)發(fā)展。發(fā)展海洋漁業(yè)產(chǎn)業(yè)集群是山東省海洋漁業(yè)產(chǎn)業(yè)長遠(yuǎn)發(fā)展的必要途徑,因?yàn)楹Ｑ鬂O業(yè)產(chǎn)業(yè)集群可以帶來集聚優(yōu)勢,使海洋漁業(yè)的上下游產(chǎn)業(yè)有序分工與合作,促進(jìn)生產(chǎn)效率的提高,最終提高山東省海洋漁業(yè)產(chǎn)業(yè)的總體發(fā)展水平。通過對相關(guān)資料與文獻(xiàn)的查閱,在總結(jié)國內(nèi)外研究成果的基礎(chǔ)上,本文對海洋漁業(yè)產(chǎn)業(yè)集群的概念進(jìn)行了科學(xué)界定,并且對海洋漁業(yè)產(chǎn)業(yè)集群的構(gòu)成、特點(diǎn)及優(yōu)勢進(jìn)行了科學(xué)界定,同時分析了海洋漁業(yè)產(chǎn)業(yè)集群形成的產(chǎn)業(yè)條件和空間條件,為全文的分析奠定了理論基礎(chǔ)。然后,本文對山東省海洋漁業(yè)產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀進(jìn)行了詳細(xì)闡述,通過相關(guān)的調(diào)研和資料查閱,闡述了山東省海洋漁業(yè)產(chǎn)業(yè)集群的發(fā)展階段與類型,為了更加客觀地了解山東省海洋漁業(yè)產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀,本文采用區(qū)位熵法對山東省海洋漁業(yè)產(chǎn)業(yè)集群的集聚狀況進(jìn)行了測度,出于數(shù)據(jù)的可得性,選取海洋捕撈業(yè)、海水養(yǎng)殖業(yè)、海產(chǎn)品加工業(yè)、海水種苗業(yè)和冷鏈物流業(yè)五個海洋漁業(yè)的主導(dǎo)產(chǎn)業(yè)進(jìn)行測算,粗略地測算出了東省海洋漁業(yè)產(chǎn)業(yè)集群在地理方向上和行業(yè)上的集聚方向以及集聚程度。為了更加全面、更加立體地了解山東省海洋漁業(yè)產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀,從發(fā)展優(yōu)勢、發(fā)展劣勢、發(fā)展機(jī)會以及發(fā)展的威脅四個方面對山東省海洋漁業(yè)產(chǎn)業(yè)集群發(fā)展的現(xiàn)狀進(jìn)行SWOT分析。在對山東省海洋漁業(yè)產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀進(jìn)行了解后,又通過資料查閱和問卷調(diào)查,對山東省海洋漁業(yè)產(chǎn)業(yè)集群的影響因素進(jìn)行分析。首先通過資料查閱以及向相關(guān)專家咨詢,以“鉆石模型”理論為基礎(chǔ),確立影響山東省海洋漁業(yè)產(chǎn)業(yè)發(fā)展的具體指標(biāo),然后通過問卷調(diào)查得到所需數(shù)據(jù),使用因子分析法,將這些指標(biāo)進(jìn)行壓縮、提煉得出影響山東省海洋漁業(yè)產(chǎn)業(yè)集群發(fā)展的八大影響因素。借鑒了日本、韓國海洋漁業(yè)的發(fā)展經(jīng)驗(yàn),同時,借鑒了寧波海洋漁業(yè)產(chǎn)業(yè)集群以及荷蘭花卉產(chǎn)業(yè)集群兩大產(chǎn)業(yè)集群的發(fā)展經(jīng)驗(yàn),冉結(jié)合對山東省海洋漁業(yè)產(chǎn)業(yè)集群發(fā)展現(xiàn)狀的了解和影響因素的分析,從政府、企業(yè)、中介組織、高等教育機(jī)構(gòu)和科研院所以及金融機(jī)構(gòu)的角度分析了山東省發(fā)展海洋漁業(yè)產(chǎn)業(yè)集群的具體措施。
[Abstract]:There are seven coastal cities in Shandong Province. The development of the marine fishery industry can not only provide enough marine fishery products for the residents of Shandong Province, but also meet the increasing living needs of the residents. Moreover, it can lead to the growth of the gross domestic product of Shandong Province and improve the comprehensive strength of Shandong Province. However, the development of the marine fishery industry in Shandong Province has not been properly planned and lacks the impetus of large leading enterprises, mainly small and medium-sized enterprises. Moreover, the product homogeneity of the enterprise is high, and there exists some degree of vicious competition, which restricts the long-term development of the marine fishery industry in Shandong Province, and the development of the marine fishery industry cluster is the necessary way for the long-term development of the marine fishery industry in Shandong Province. Because the marine fishery industry cluster can bring agglomeration advantage, make the upstream and downstream industry division of labor and cooperation of marine fishery orderly, promote the improvement of production efficiency. Finally, improve the overall development level of marine fishery industry in Shandong Province. Based on the summary of domestic and foreign research results, this paper defines the concept of marine fishery industry cluster scientifically. And the composition, characteristics and advantages of the marine fishery industry cluster are scientifically defined. At the same time, the industrial and spatial conditions of the formation of the marine fishery industry cluster are analyzed, which lays a theoretical foundation for the analysis of the full text. In this paper, the development status of marine fishery industry cluster in Shandong Province is described in detail, and the stages and types of development of marine fishery industry cluster in Shandong Province are expounded through relevant investigation and reference. In order to understand the present situation of marine fishery industry cluster in Shandong Province objectively, this paper uses the location entropy method to measure the agglomeration status of the marine fishery industry cluster in Shandong Province, and selects the marine fishing industry for the sake of the availability of data. Five leading industries of marine fisheries, such as mariculture, seafood processing industry, sea water seeding industry and cold-chain logistics industry, have been calculated and calculated. The agglomeration direction and the degree of agglomeration in the geographical direction and industry of the marine fishery industry cluster in the eastern province are roughly estimated. In order to understand the development situation of the marine fishery industry cluster in Shandong Province more comprehensively and in a more stereoscopic way, and from the development advantage, This paper analyzes the current situation of the development of marine fishery industry cluster in Shandong Province from four aspects: development disadvantage, development opportunity and development threat. After understanding the current situation of the development of Shandong marine fishery industry cluster, the paper analyzes the current situation of the development of the marine fishery industry cluster in Shandong Province. The paper also analyzes the influencing factors of the marine fishery industry cluster in Shandong Province through the reference of data and questionnaire survey. First of all, by consulting the relevant experts, the paper bases on the theory of "diamond model". To establish the specific indicators that affect the development of marine fishery industry in Shandong Province, and then obtain the required data through questionnaire survey, and use factor analysis method to compress these indicators. Eight influential factors that affect the development of marine fishery industry cluster in Shandong Province are obtained. The experiences of the development of marine fisheries in Japan and South Korea are used for reference. At the same time, Referring to the development experience of Ningbo Marine Fishery Industry Cluster and Dutch Flower Industry Cluster, combining with the understanding of the current situation of Shandong Province Marine Fisheries Industry Cluster and the analysis of the influencing factors, from the government, enterprises, From the perspective of intermediary organizations, higher education institutions, scientific research institutes and financial institutions, this paper analyzes the concrete measures to develop marine fishery industry cluster in Shandong Province.
