入海排污口選址比選方法研究及案例分析

【摘要】:近年來調(diào)查發(fā)現(xiàn),我國近岸海域環(huán)境污染嚴(yán)重,50%左右的海域受到污染,導(dǎo)致這一結(jié)果的直接原因便是陸源污染物的排放。據(jù)統(tǒng)計,我國排污口的數(shù)量由2006年的609個減少到現(xiàn)在的427個,雖然較為可觀,但是污染情況不容樂觀,大部分排污口附近海域水質(zhì)為劣四類水質(zhì)。排污口的位置是影響周圍水質(zhì)和水生野生動物的最重要因素之一。正是由于排污口設(shè)置論證缺乏統(tǒng)一的科學(xué)方法,導(dǎo)致一些排污口設(shè)置不盡合理。本文針對入海排污口選址比選方法進(jìn)行研究,確立了生態(tài)適宜性分析法、灰色決策法、p-中值(P-Median)方法和二級無產(chǎn)量約束選址模型(2-UPLP模型)在排污口選址和污水處理廠選址問題上的應(yīng)用。其中,針對物流選址中的P-Median模型和2-UPLP模型基礎(chǔ)上進(jìn)行改進(jìn),提出了適合排污口選址和污水處理廠選址問題的模型。本文在對各方法理論研究的基礎(chǔ)上,進(jìn)一步進(jìn)行案例分析來驗證方法的可行性,選取羅源灣和湄洲灣兩個案例進(jìn)行分析。羅源灣采用本文提出的方法對7個灣內(nèi)備選海域進(jìn)行評選,為現(xiàn)有的污水處理廠選擇合適的排污區(qū)域。以湄洲灣泉港石化園為案例進(jìn)行研究,為園區(qū)內(nèi)內(nèi)九個石化企業(yè)設(shè)置一個污水處理廠,并為其找到合適的排污海域。兩個案例充分驗證了各理論方法在實際排污口選址問題中的實用性,這一方法體系將為入海排污口的選址問題提供技術(shù)支持。
[Abstract]:In recent years, it has been found that about 50% of the coastal waters are polluted. The direct cause of this result is the discharge of land-based pollutants. The number of sewage outlets in China has decreased from 609 in 2006 to 427 now. Although the number of sewage outlets is considerable, the pollution situation is not optimistic. Most of the water quality near the sewage outlet is inferior to four kinds of water quality. The location of the sewage outlet is one of the most important factors affecting the surrounding water quality and aquatic wildlife. It is precisely because of the lack of a unified scientific method for setting up the sewage outlet. As a result, the setting of some sewage outlets is not reasonable. In this paper, the ecological suitability analysis method is established for the study of the selection method of the site selection of the sewage outlet into the sea. The application of p-median P-Median-based method and 2-UPLP model in sewage outlet location and sewage treatment plant location is discussed. The improvement is based on P-Median model and 2-UPLP model in logistics location, and the results are as follows: 2 UPLP model, 2 UPLP model, 2 UPLP model, 2 UPLP model, 2 UPLP model, 2 UPLP model, 2 UPLP model and 2 UPLP model. The model of sewage outlet location and sewage treatment plant location is put forward. On the basis of the theoretical study of each method, a case study is carried out to verify the feasibility of the method. Luoyuan Bay and Meizhou Bay are selected for analysis. Select suitable sewage treatment area for the existing sewage treatment plant. Take the Chuangang Petrochemical Park in Meizhou Bay as a case study, set up a sewage treatment plant for nine petrochemical enterprises in the park. Two cases fully verify the practicability of each theory method in the actual sewage outlet location problem, and this method system will provide technical support for the site selection problem of the sewerage outlet.
