【摘要】：隨著電子信息技術(shù)的高速發(fā)展和中國(guó)政府對(duì)海關(guān)進(jìn)出口貨物監(jiān)管體系的一系列深化改革,海關(guān)通過推出對(duì)進(jìn)出口貨物申報(bào)企業(yè)的申報(bào)無紙化、稅費(fèi)網(wǎng)銀化、審單智能化、數(shù)據(jù)電子化等有利舉措,大大的加快了通關(guān)速度,降低了企業(yè)的物流成本。盡管如此,貨物的多樣性,政策的多變性以及進(jìn)出口海關(guān)關(guān)務(wù)的復(fù)雜性依然會(huì)對(duì)企業(yè)的順暢通關(guān)帶來諸多負(fù)面影響,而貨物能否順利通關(guān)直接影響到企業(yè)的經(jīng)營(yíng)發(fā)展。所以,對(duì)于海關(guān)的關(guān)務(wù)管理也逐漸被企業(yè)所重視。本文從流程優(yōu)化的角度,結(jié)合本企業(yè)業(yè)務(wù)調(diào)整的實(shí)際情況,對(duì)公司的進(jìn)口關(guān)務(wù)業(yè)務(wù)流程優(yōu)化進(jìn)行研究。 本文是根據(jù)企業(yè)現(xiàn)狀,結(jié)合業(yè)務(wù)調(diào)整計(jì)劃來提出研究背景及意義,并對(duì)流程優(yōu)化理論和關(guān)務(wù)管理作了相關(guān)理論介紹,為關(guān)務(wù)業(yè)務(wù)流程優(yōu)化研究及實(shí)施方面提供了相應(yīng)的理論基礎(chǔ)。本文的寫作是以提出問題、分析問題和解決問題的思路來著手進(jìn)行。首先,介紹福祿公司現(xiàn)有的進(jìn)口流程,找出并歸納現(xiàn)流程中所遇到的問題,并結(jié)合企業(yè)業(yè)務(wù)調(diào)整計(jì)劃來進(jìn)一步加以分析。然后,基于新業(yè)務(wù)的需要,重新設(shè)計(jì)企業(yè)組織架構(gòu),并根據(jù)流程優(yōu)化研究,成立流程優(yōu)化領(lǐng)導(dǎo)小組,及時(shí)解決新流程優(yōu)化項(xiàng)目中所遇到的問題以及防范可能出現(xiàn)的潛在風(fēng)險(xiǎn)。最后,對(duì)進(jìn)口流程優(yōu)化的效果進(jìn)行評(píng)估,并對(duì)評(píng)估結(jié)果所反映的問題進(jìn)行跟蹤解決,以達(dá)到可持續(xù)改進(jìn)的效果。 本文通過關(guān)務(wù)流程優(yōu)化使得福祿公司在各進(jìn)口環(huán)節(jié)中消除潛在關(guān)務(wù)管理風(fēng)險(xiǎn),提高通關(guān)效率,降低企業(yè)物流成本。本人希望通過福祿公司進(jìn)口關(guān)務(wù)業(yè)務(wù)流程優(yōu)化過程中所總結(jié)的一些經(jīng)驗(yàn),能夠?yàn)槠渌嘘P(guān)務(wù)業(yè)務(wù)的單位提供一些借鑒作用。
[Abstract]:With the rapid development of electronic information technology and a series of deepening reforms of the Chinese government's system of supervision and control of customs import and export goods, the Customs has introduced paperless declaration of import and export goods declaration enterprises, the taxes and fees have been turned into net silver, and the examination of documents has been intelligentized. Favorable measures, such as electronic data, have greatly accelerated the speed of customs clearance and reduced the logistics costs of enterprises. The variability of policy and the complexity of import and export customs affairs will still bring many negative effects to the smooth customs clearance of enterprises, and the smooth clearance of goods will directly affect the business development of enterprises. From the point of view of process optimization and the actual situation of the business adjustment of the enterprise, this paper studies the business process optimization of the import customs affairs of the company. According to the current situation of the enterprise and the business adjustment plan, this paper puts forward the research background and significance, and introduces the theory of process optimization and customs management. It provides the corresponding theoretical basis for the research and implementation of customs business process optimization. The writing of this paper is to put forward problems, analyze problems and solve problems. Firstly, it introduces the existing import process of Fulu Company. Find out and sum up the problems encountered in the current process, and combine the enterprise business adjustment plan to further analyze. Then, based on the needs of the new business, redesign the organizational structure of the enterprise, and according to the process optimization research, Set up process optimization leading group to solve problems encountered in new process optimization projects and guard against potential risks. Finally, evaluate the effect of import process optimization. The problems reflected by the evaluation results are followed and solved to achieve the effect of sustainable improvement. In this paper, through the optimization of customs process, the company can eliminate the potential risk of customs management and improve the efficiency of customs clearance in each import link. In order to reduce the logistics cost of enterprises, I hope that through the experience gained in the process of optimizing the import customs business process of Fulu Company, I can provide some reference for other related business units.
