【摘要】：糧食是一種特殊商品,關系國計民生,關系我國社會穩(wěn)定與國民經濟發(fā)展。我國是農業(yè)大國,是產糧大國,糧食生產、加工、銷售是農民的主要收入來源,國家出臺各種政策促進糧食生產,保護糧食價格,保障農民生活。在古代,糧食是重要的戰(zhàn)略物資,掌握了糧食,就掌握了國家與軍隊的生存命脈;在現代,糧食關乎社會穩(wěn)定與經濟發(fā)展,國家從戰(zhàn)略高度規(guī)范糧食市場,確保糧食市場平穩(wěn)有序地運營。我國加入世貿組織以來,商品在全球范圍內流動,糧食作為一種特殊商品在全球范圍內流動,我國糧食市場面臨著前所未有的挑戰(zhàn)。國際物流使國內外糧食流動更加便利,發(fā)展機遇與空間巨大;糧食商品化運作使糧食進出口貿易日益火爆,我國糧食市場保護日益受到沖擊;我國糧食行業(yè)從業(yè)人員隊伍老化,專業(yè)性較差,使我國的糧食企業(yè)發(fā)展受阻,如何提高糧食企業(yè)的生命力,改善其經營管理模式,使之與國際化接軌,是擺在糧食企業(yè)面前的一大難題。我國是產糧大國,糧食除供本國基本需求外,還出口到世界很多國家,口碑良好。面臨國內外形勢,我國糧食倉儲加工企業(yè)不斷轉變發(fā)展思路,改變經營管理模式,引進先進技術與設備,培養(yǎng)專業(yè)人才,力求使企業(yè)在國際競爭中脫穎而出,走可持續(xù)發(fā)展之路。M企業(yè)是吉林省玉米倉儲加工企業(yè),近年來得到政府大力支持,發(fā)展趨勢良好。但隨著經濟全球化的發(fā)展,企業(yè)面臨著體制落后、觀念陳舊、設備老化、風險突出等問題,如何提高企業(yè)的經營水平,應對各方面風險成了擺在M企業(yè)面前需要解決的問題。M企業(yè)玉米倉儲加工是企業(yè)發(fā)展的重中之重,關系企業(yè)發(fā)展的經濟命脈,對吉林省糧食倉儲加工有一定影響。本文以M玉米倉儲加工企業(yè)為研究對象,著重分析企業(yè)發(fā)展過程中面臨的各種風險,并給出風險響應與控制措施。本研究分為五個部分:第一部分,簡要介紹研究背景、意義、文獻綜述與思路;第二部分,對本研究涉及的風險理論與糧食倉儲知識進行歸納,詳細闡述糧食生態(tài)區(qū)域、糧倉知識、糧情監(jiān)測、儲藏技術、有害生物;第三部分與第四部分是本文的研究重點,第三部分對M企業(yè)玉米倉儲加工風險進行分析,并分析風險的內外部成因;第四部分,運用所學知識及筆者的全部價值判斷,給出M企業(yè)風險管理與控制措施,加強市場與環(huán)境分析力度,增強企業(yè)風險管理能力,建立風險管理應急預案體系,進一步預防、控制風險,降低風險發(fā)生的概率,降低風險發(fā)生給企業(yè)帶來的損失。第五部分,主要闡述風險管理與控制措施實行的重要保障,任何措施執(zhí)行都離不開企業(yè)的高度重視,本節(jié)主要從組織與管理、財務與技術、人力資源、企業(yè)文化四個角度闡述風險管理與控制的執(zhí)行保障因素。最后,總結全文,對M企業(yè)風險分析、響應、控制與管理進行總結,展望玉米倉儲加工業(yè)未來的發(fā)展趨勢。希望借助本研究,為M企業(yè)未來發(fā)展提供一定的借鑒意義。
[Abstract]:Grain is a special commodity, related to the national economy and people's livelihood, social stability and the development of the national economy. China is a large agricultural country and a big grain-producing country. Grain production, processing and marketing are the main sources of income for farmers. The state has issued various policies to promote grain production, protect grain prices, and ensure the livelihood of peasants. In ancient times, grain was an important strategic material. If we master grain, we will grasp the lifeblood of the state and the armed forces; in modern times, Food is related to social stability and economic development. The state regulates the grain market strategically and ensures the smooth and orderly operation of the grain market. Since China's accession to the WTO, commodities have been flowing around the world. As a special commodity, the grain market in China is facing unprecedented challenges. International logistics makes food flow more convenient at home and abroad, and the development opportunities and space are huge. The operation of grain commercialization has made the import and export trade of grain more and more popular, and the protection of the grain market in our country has been increasingly affected. The aging and poor professionalism of the workers in the grain industry in our country have hindered the development of grain enterprises in our country. How to improve the vitality of grain enterprises, improve their management and management mode, and bring them into line with the internationalization is a big problem facing grain enterprises. China is a big grain-producing country, and grain supplies its basic needs. Also exported to many countries in the world, with good reputation. Facing the situation at home and abroad, our grain warehousing and processing enterprises are constantly changing their thinking of development, changing the mode of operation and management, introducing advanced technology and equipment, and training professional personnel. Try to make the enterprise stand out in the international competition, take the path of sustainable development. M enterprise is a corn storage processing enterprise in Jilin Province. In recent years, it has received great support from the government, and the development trend is good. However, with the development of economic globalization, Enterprises are faced with problems such as backward systems, outdated concepts, aging equipment, outstanding risks, and so on. How to improve the management level of enterprises, To deal with all kinds of risks has become a problem that needs to be solved in front of M enterprises. M enterprises corn storage processing is the most important part of the development of enterprises, which is related to the economic lifeblood of the development of enterprises. This paper takes M corn warehouse processing enterprise as the research object, emphatically analyzes the various risks in the process of enterprise development. The research is divided into five parts: the first part is a brief introduction of the research background, significance, literature review and ideas; the second part, the risk theory and grain storage knowledge involved in this study are summarized. The third and 4th parts are the focus of this paper, the third part is the risk analysis of corn storage processing in M enterprise, the third part is the analysis of the risk of corn storage processing in M enterprise, the third part is the analysis of the risk of corn storage processing in M enterprise. Part 4th, using the knowledge learned and the author's total value judgment, gives the risk management and control measures of M enterprise, strengthens the market and environment analysis, and strengthens the enterprise risk management ability. To establish a risk management contingency plan system to further prevent and control risks, reduce the probability of risk occurrence, and reduce the losses brought to enterprises by risk occurrence. Part 5th, mainly describes the important guarantee of risk management and control measures. The implementation of any measures can not be separated from the high attention of enterprises, this section mainly from the organization and management, finance and technology, human resources, corporate culture four aspects of the implementation of risk management and control security factors. This paper summarizes the risk analysis, response, control and management of M enterprise, and looks forward to the future development trend of corn warehousing and processing industry.
