【摘要】：2008年四川汶川地震以后,我國大規(guī)模加強(qiáng)了民政救災(zāi)物資儲(chǔ)備。但是,在HN省民政救災(zāi)物資儲(chǔ)備中心庫的民政救災(zāi)物資儲(chǔ)存中出現(xiàn)不少問題如物資破損、長霉、數(shù)量不清等。為找出這些問題的成因并采用有效措施解決所存在的問題,論文在分析和借鑒其他學(xué)者在物流標(biāo)準(zhǔn)化與救災(zāi)物資管理等的研究成果基礎(chǔ)上,提出實(shí)施民政救災(zāi)物資倉儲(chǔ)標(biāo)準(zhǔn)化。 論文以倉儲(chǔ)管理、物流標(biāo)準(zhǔn)化和精益物流理論作為理論基礎(chǔ),采用文獻(xiàn)查閱、比較歸納、實(shí)地調(diào)研和案例分析的方法,深入分析了HN省民政救災(zāi)物資儲(chǔ)備中心庫民政救災(zāi)物資儲(chǔ)存中存在的問題,指出問題存在的表層原因及深層原因,揭示了在HN省民政救災(zāi)物資儲(chǔ)備中心庫實(shí)施民政救災(zāi)物資倉儲(chǔ)標(biāo)準(zhǔn)化的必要性。關(guān)于如何在HN省民政救災(zāi)物資儲(chǔ)備中心庫實(shí)施民政救災(zāi)物資倉儲(chǔ)標(biāo)準(zhǔn)化,論文從物資包裝標(biāo)準(zhǔn)化、裝卸搬運(yùn)作業(yè)標(biāo)準(zhǔn)化、堆碼作業(yè)標(biāo)準(zhǔn)化、溫濕度控制標(biāo)準(zhǔn)化、分區(qū)分類及倉儲(chǔ)面積標(biāo)準(zhǔn)化五個(gè)方面對業(yè)務(wù)流程實(shí)施倉儲(chǔ)標(biāo)準(zhǔn)化作出了闡述；并且就從組織方式上如何實(shí)施實(shí)施民政救災(zāi)物資倉儲(chǔ)標(biāo)準(zhǔn)化,論述了民政部門、生產(chǎn)商以及民政救災(zāi)物資儲(chǔ)備倉庫在實(shí)施民政救災(zāi)物資倉儲(chǔ)標(biāo)準(zhǔn)化中的職責(zé)。 論文在論述HN省民政救災(zāi)物資儲(chǔ)備中心庫實(shí)施民政救災(zāi)物資倉儲(chǔ)標(biāo)準(zhǔn)化的基礎(chǔ)上,對如何推進(jìn)我國民政救災(zāi)物資倉儲(chǔ)標(biāo)準(zhǔn)化乃至應(yīng)急物流行業(yè)標(biāo)準(zhǔn)化提出了建議。
[Abstract]:In 2008, after the Wenchuan earthquake in Sichuan, our country strengthened the civil disaster relief material reserve on a large scale. There are many problems in the storage of civil disaster relief materials in HN province, such as material breakage and mildew. In order to find out the causes of these problems and adopt effective measures to solve the existing problems, this paper analyzes and draws lessons from the research results of other scholars in logistics standardization and disaster relief material management. Put forward the implementation of civil disaster relief materials storage standardization. Based on the theory of warehouse management, logistics standardization and lean logistics, the paper adopts the methods of literature review, comparative induction, field investigation and case analysis. This paper deeply analyzes the problems existing in the storage of civil disaster relief materials in HN province, and points out the surface and deep causes of the problems. This paper reveals the necessity of standardizing the storage of civil disaster relief materials in HN province and how to standardize the storage of civil disaster relief materials in HN province. The paper includes material packaging standardization, handling and handling standardization, stacking operation standardization, temperature and humidity control standardization. Area classification and storage area standardization of five aspects of business processes to implement warehousing standardization made a statement; And on how to implement the standardization of civil disaster relief materials storage from the organizational mode, this paper discusses the responsibilities of civil affairs departments, producers and civil disaster relief materials storage warehouse in the implementation of civil disaster relief materials storage standardization. This paper discusses the implementation of storage standardization of civil disaster relief materials in HN province. Suggestions on how to promote the standardization of civil disaster relief materials storage and emergency logistics industry in China are put forward.
