【摘要】：新農(nóng)村建設一直是我們黨和國家各級政府部門共同關心的重大歷史任務。農(nóng)村、農(nóng)業(yè)、農(nóng)民問題是進行新農(nóng)村建設要解決的首要問題�！叭r(nóng)”問題的有效解決不但能改善民生、提高農(nóng)民的幸福指數(shù)，還是推動我國經(jīng)濟的重要因素，因為，我國的農(nóng)村居民人口數(shù)量占到總?cè)丝诮话氡壤�。如此龐大的農(nóng)村人口基數(shù)，對國民經(jīng)濟的發(fā)展有著至關重要的影響性。而物流作為我國的基礎性的產(chǎn)業(yè)，是經(jīng)濟發(fā)展不可缺失的基石。在我國廣大的農(nóng)村地區(qū)，要想發(fā)展經(jīng)濟，縮小城鄉(xiāng)差距，物流依然是無可替代的保障性活動。重視農(nóng)村物流的發(fā)展，積極探索新農(nóng)村建設中農(nóng)村物流體系的有效構(gòu)建方案，是刻不容緩的時代使命。 本文首先對新農(nóng)村物流體系構(gòu)建的背景及意義進行了簡要分析，接著對我國物流、農(nóng)村物流、農(nóng)村物流體系的研究現(xiàn)狀及當前綠色循環(huán)物流、逆向物流、社區(qū)參與等新的理念進行了探討總結(jié)，然后對我國的新農(nóng)村物流體系構(gòu)建進行了PEST分析，并且通過問卷調(diào)查法進一步了解了農(nóng)村的物流狀況及農(nóng)民在物流方面的需求，并在此工作基礎上提出建立基于循環(huán)經(jīng)濟的農(nóng)村物流體系框架。秉持系統(tǒng)性、適應性、動態(tài)性、循環(huán)經(jīng)濟原則和市場導向原則分別構(gòu)建了包含農(nóng)村生產(chǎn)物流和生活物流兩方面的雙正向的農(nóng)村物流網(wǎng)絡系統(tǒng)及回收與廢棄物處理的逆向物流系統(tǒng)，，并對其物流結(jié)構(gòu)進行了闡述分析，順應電商新經(jīng)濟形式在農(nóng)村的發(fā)展需求，建立了農(nóng)村電商物流服務平臺，此外，針對農(nóng)村物流體系的運營模式進行了探討，最后提出了新農(nóng)村物流體系構(gòu)建的相關對策。
[Abstract]:The construction of new countryside has always been a major historical task of our party and government departments at all levels. The farmer problem is the first problem to be solved in the construction of the new countryside. The effective solution of the "three rural" problems can not only improve the people's livelihood, improve the farmers' happiness index, but also promote the important factor of our country's economy. The number of rural residents in China accounts for nearly half of the total population. Such a large rural population base has a vital impact on the development of the national economy. Logistics as a basic industry in China. In the vast rural areas of our country, if we want to develop the economy and narrow the gap between urban and rural areas, logistics is still an irreplaceable safeguard activity and attaches importance to the development of rural logistics. It is an urgent task to explore the effective construction scheme of rural logistics system in the construction of new countryside. In this paper, the background and significance of the construction of the new rural logistics system are briefly analyzed, and then the current research status of logistics, rural logistics, rural logistics system and the current green circulation logistics, reverse logistics. Community participation and other new concepts are discussed and summarized, and then the new rural logistics system in China is analyzed by PEST. And through the questionnaire survey to further understand the situation of rural logistics and farmers in the logistics needs, and on the basis of this work proposed the establishment of a circular economy based on the framework of rural logistics system. Adaptability, dynamic. The circular economy principle and the market oriented principle have constructed the double positive rural logistics network system and the reverse logistics system which includes the rural production logistics and the life logistics respectively. And the logistics structure of the analysis, in line with the new economic form of e-commerce in rural development needs, the establishment of rural e-commerce logistics service platform, in addition, the operation model of rural logistics system has been discussed. Finally, the paper puts forward the relevant countermeasures for the construction of the new rural logistics system.
