【摘要】:多地點(diǎn)協(xié)同恐怖襲擊是最新恐怖襲擊形式,會(huì)造成嚴(yán)重災(zāi)難和大范圍社會(huì)恐慌.面對(duì)襲擊時(shí),不僅要考慮救援速度,而在警務(wù)救援過(guò)程中要綜合考慮救援效率、救援效果和救援公平性,制定有效的警務(wù)應(yīng)急物流調(diào)度方案以達(dá)到快速、高效的救援.本文考慮警務(wù)應(yīng)急物流調(diào)度的三個(gè)目標(biāo),分別是未滿足需求、最小最大到達(dá)時(shí)間和掠奪成本,建立了多個(gè)地點(diǎn)發(fā)生協(xié)同恐怖襲擊的多個(gè)警務(wù)資源有效分配救援的多目標(biāo)非線性規(guī)劃模型,并利用改進(jìn)的快速非支配排序遺傳算法(NSGA-Ⅱ)對(duì)模型進(jìn)行求解,以某市公安局的警力和醫(yī)療部署為基礎(chǔ),以多點(diǎn)同時(shí)發(fā)生恐怖襲擊為背景進(jìn)行數(shù)值實(shí)驗(yàn),結(jié)果驗(yàn)證了模型和算法的合理性與有效性,并得出了受襲地點(diǎn)重要程度最短距離優(yōu)先策略的救援效果較優(yōu)于最近救援距離優(yōu)先策略、合理的警務(wù)資源調(diào)度中心設(shè)置對(duì)救援調(diào)度有較好的效果、警力分散設(shè)置有利于減少恐怖襲擊帶來(lái)的影響的結(jié)論.
[Abstract]:Multi-location coordinated terrorist attack is the latest form of terrorist attacks, which will cause serious disasters and large-scale social panic. In the face of attacks, we should not only consider the speed of rescue, but also consider the efficiency of rescue in the process of police rescue. Rescue effect and rescue fairness, the formulation of an effective police emergency logistics scheduling scheme to achieve rapid and efficient rescue. This paper considers the three objectives of police emergency logistics scheduling, one is not to meet the needs. Minimum maximum arrival time and plunder cost, a multi-objective nonlinear programming model for effective allocation and rescue of multiple police resources with coordinated terrorist attacks in multiple locations is established.
