【摘要】:人類文明發(fā)展至今,在各種突發(fā)事件面前,仍然顯得十分脆弱。單是2014年上半年就連續(xù)發(fā)生了多起重大意外災(zāi)難事件,這些都在拷問相關(guān)國家的應(yīng)急體系的完善程度。而資源保障是應(yīng)急管理軟件體系中重要的組成部分,完備的資源保障才能確保應(yīng)急響應(yīng)及其后續(xù)應(yīng)急處理工作的順利開展。應(yīng)急資源保障主要包括應(yīng)急資源(物資)的管理,美、英、法等發(fā)達國家應(yīng)急管理理論與技術(shù)的研究較早,將應(yīng)急物資管理作為應(yīng)急管理應(yīng)用系統(tǒng)的重要組成部分。應(yīng)急物資管理主要研究和實現(xiàn)內(nèi)容包括資源的描述、清點、調(diào)遣、跟蹤和恢復(fù)等。應(yīng)急資源管理內(nèi)容方面,目前國內(nèi)研究較多的是應(yīng)急資源的選址以及應(yīng)急響應(yīng)中資源調(diào)度和物流配送。在系統(tǒng)整體設(shè)計實現(xiàn)方面,目前研究主要實現(xiàn)資源庫、資源配置和存儲、維護補充和快速調(diào)撥功能,重點考慮調(diào)度數(shù)學(xué)模型;應(yīng)急資源保障系統(tǒng)怎樣充分發(fā)揮資源的管理和保障的功能,協(xié)同和其它系統(tǒng)如指揮調(diào)度之間的數(shù)據(jù)交互,充分將應(yīng)急資源日常維護和應(yīng)急響應(yīng)結(jié)合起來,這方面的研究并不多。在本課題中,作者主要完成工作如下:(1)針對安監(jiān)應(yīng)急資源管理的特點,完成應(yīng)急資源保障系統(tǒng)的需求分析。(2)依據(jù)需求分析進行設(shè)計,根據(jù)日常維護和應(yīng)急響應(yīng)相結(jié)合的思路,提出資源保障計劃的設(shè)計,并根據(jù)相關(guān)文獻,給出應(yīng)急能力評估的詳細設(shè)計,設(shè)計出應(yīng)急資源保障系統(tǒng)同其它應(yīng)急系統(tǒng)之間的接口。(3)根據(jù)設(shè)計文檔,通過編碼開發(fā)實現(xiàn)了一個應(yīng)急資源保障系統(tǒng)。通過本課題研究,在充分考慮到安監(jiān)應(yīng)急資源保障系統(tǒng)的業(yè)務(wù)需求基礎(chǔ)上,實現(xiàn)了資源保障系統(tǒng)的基本功能,并實現(xiàn)了資源保障系統(tǒng)和方案系統(tǒng)、指揮調(diào)度等系統(tǒng)的接口,并給出了同其它應(yīng)急系統(tǒng)有效整合的方式。為應(yīng)急系統(tǒng)之問容易實施的信息共享提供了參考,對后來安監(jiān)應(yīng)急資源保障系統(tǒng)的建設(shè),有著很好的借鑒意義。
[Abstract]:The development of human civilization up to now, in the face of a variety of emergencies, still appear to be very fragile. 2014 alone in the first half of a series of major accidents occurred. All these questions about the degree of perfection of emergency system in related countries, and the resource guarantee is an important part of the emergency management software system. A complete resource guarantee can ensure the smooth development of emergency response and its follow-up emergency handling. Emergency resources support mainly includes the management of emergency resources (materials), the United States, the United Kingdom. The theory and technology of emergency management in developed countries, such as France, were studied earlier. The emergency material management is regarded as an important part of the emergency management application system. The main research and implementation content of emergency material management includes the description of resources. Inventory, dispatch, tracking and recovery. Emergency resource management content, the current domestic research is more on the location of emergency resources and emergency response in resource scheduling and logistics distribution. In the overall design and implementation of the system. At present, the research mainly realizes the resource base, resource allocation and storage, maintenance supplement and fast allocation function, with emphasis on the mathematical model of scheduling. How to give full play to the function of resource management and support, cooperate with other systems such as command and dispatch, and fully combine the daily maintenance of emergency resources and emergency response. In this paper, the author mainly completes the work as follows: 1) in view of the characteristics of emergency resources management. Complete the emergency resource support system needs analysis. 2) based on the needs analysis design, according to the daily maintenance and emergency response ideas, put forward the design of the resource support plan, and according to the relevant literature. The detailed design of emergency capability evaluation is given, and the interface between emergency resource support system and other emergency systems is designed according to the design document. An emergency resource support system is developed by coding. Through the research of this topic, the basic functions of the resource support system are realized on the basis of fully considering the business requirements of the emergency resource support system. The interface of resource support system, program system, command and dispatch system is realized, and the effective integration with other emergency systems is given, which provides a reference for the information sharing of emergency system which is easy to implement. It has good reference significance for the later construction of emergency resource support system.
