【摘要】：任何決策都是由人做出的,因而必然涉及到?jīng)Q策主體的能力建設(shè)問題。構(gòu)成領(lǐng)導(dǎo)者公共決策能力的要素有許多,而科學(xué)決策能力、民主決策能力和依法決策能力,則是其中的關(guān)鍵因素�？茖W(xué)決策能力要求公共決策者具有遵循科學(xué)決策程序的意識(shí);民主決策能力要求決策過程應(yīng)有利益相關(guān)者的廣泛參與;依法決策能力要求決策者具有遵循依法決策程序的意識(shí)。
[Abstract]:Any decision is made by people, so it is necessary to build the capacity of decision-makers. There are many elements that make up the leaders' public decision-making ability, and the scientific decision-making ability, the democratic decision-making ability and the decision ability according to law are the key factors. The ability of scientific decision-making requires public decision makers to follow the scientific decision-making process; democratic decision-making ability requires that the decision-making process should have the extensive participation of stakeholders; and the ability to make decisions according to law requires decision makers to have the consciousness to follow the process of decision making according to the law.
