【摘要】：正各種"皮書"包括白皮書、藍(lán)皮書、綠皮書、紅皮書等,最早源于17世紀(jì)的英國(guó)政府部門或議會(huì)對(duì)某個(gè)專門問(wèn)題的特定報(bào)告。在不少國(guó)家,政府發(fā)布報(bào)告時(shí)使用"白皮書"已基本成為慣例,而由第三方完成的綜合研究報(bào)告則通常用藍(lán)皮書,即表明其帶有非官方研究背景。各種"皮書"的出現(xiàn),一方面表明其內(nèi)容的權(quán)威性、系統(tǒng)性和客觀性、預(yù)測(cè)性,另一方面也標(biāo)志著政治的進(jìn)一步民主化、透明化。
[Abstract]:Various "leather books", including white papers, blue books, green papers, red books, and so on, originated in the 17th-century British government departments or parliament on a specific issue of a specific report. In many countries, the use of the White Paper in the publication of reports by governments has become a basic practice, while comprehensive studies completed by third parties usually use blue books, indicating that they have an unofficial research background. The appearance of various "leather books" on the one hand shows the authority, systematization, objectivity and predictability of its contents, on the other hand, it also marks the further democratization and transparency of politics.
