隨著我國互聯(lián)網(wǎng)的迅速發(fā)展以及普及,網(wǎng)絡(luò)已經(jīng)成為民眾行使知情權(quán)、參與權(quán)、表達(dá)權(quán)和監(jiān)督權(quán)的重要渠道,而網(wǎng)絡(luò)民意自然成為官方了解民生、體察民意、推進(jìn)民主的重要考慮因素。圍繞社會(huì)熱點(diǎn)焦點(diǎn)不足形成的網(wǎng)絡(luò)民意反映了民眾的愿望與呼聲,表達(dá)了民眾的利益訴求,對政府公共決策和政治體系的運(yùn)行過程產(chǎn)生了深刻的影響。截止2009年底,我國以3.84億的網(wǎng)民人數(shù)而位居世界網(wǎng)民規(guī)模第一,有近半數(shù)的網(wǎng)民認(rèn)為網(wǎng)絡(luò)是自己發(fā)表意見的主要渠道。隨著網(wǎng)絡(luò)的不斷發(fā)展,網(wǎng)絡(luò)民意已成為政府了解社情民意的重要窗口,也日益成為影響公共政策的重要力量。因此,我國互聯(lián)網(wǎng)和網(wǎng)絡(luò)民意的發(fā)展凸顯了網(wǎng)絡(luò)民意對公共決策影響的研究意 義。目前,我國網(wǎng)絡(luò)民意影響公共決策的積極影響和消極影響并存。網(wǎng)絡(luò)民意的非客觀性等消極影響不足的存在將阻礙網(wǎng)絡(luò)民意持續(xù)地對公共決策產(chǎn)生積極作用。網(wǎng)絡(luò)民意的客觀存在和我國缺乏對其客觀有效地利用,成為了我國網(wǎng)絡(luò)民意影響公共決策的主要矛盾。故此,在我國網(wǎng)絡(luò)民意客觀發(fā)展的關(guān)鍵時(shí)刻,研究網(wǎng)絡(luò)民意對公共決策的影響不足,為有關(guān)方面提供政策倡議和相應(yīng)依據(jù),以尋求充分發(fā)揮網(wǎng)絡(luò)民意在公共決策中的積極作用,規(guī)避其消極作用,具有很強(qiáng)的現(xiàn)實(shí)意 義。在研究思路上,論文在縱向和橫向兩個(gè)維度分別進(jìn)行了我國網(wǎng)絡(luò)民意發(fā)展的綜合淺析淺析和國外網(wǎng)絡(luò)民意影響公共決策對我國的啟迪。因此,論文基于國外的發(fā)展對我國的啟迪,來更加深入地探討我國網(wǎng)絡(luò)民意對公共決策的影響研究,以力求更為客觀地提出我國網(wǎng)絡(luò)民意影響公共決策的相關(guān)倡議。這在研究思路上具有了一種創(chuàng)新的意 義,也是本文嘗試性的探索之一。本論文以網(wǎng)絡(luò)民意對公共決策的影響為主線,由緒論、網(wǎng)絡(luò)民意與公共決策、網(wǎng)路民意對公共決策的影響淺析淺析、國外網(wǎng)絡(luò)民意影響公共決策的啟迪和我國網(wǎng)絡(luò)民意影響公共決策的改善倡議這五個(gè)部分構(gòu)成主要結(jié)構(gòu)。論文主要內(nèi)容為以下幾個(gè)方面：第一部分是緒論部分,主要考察了文章選題的背景,研究的目的及意 義,國內(nèi)外對此方面的研究和探討。第二部分,主要介紹了網(wǎng)絡(luò)民意的概念,公共決策的概念,網(wǎng)絡(luò)民意的發(fā)展及其特點(diǎn),以及公共管理的特點(diǎn)。第三部分,主要淺析淺析網(wǎng)絡(luò)民意如何對公共決策產(chǎn)生影響。首先說明網(wǎng)絡(luò)民意表達(dá)的平臺和類型；其次說明網(wǎng)絡(luò)民意對公共決策產(chǎn)生影響的形式,產(chǎn)生輿論攻勢,對相關(guān)主體產(chǎn)生影響；再次說明產(chǎn)生的積極影響和消極影響,以及各自產(chǎn)生的理由及結(jié)果。第四部分主要是說明國外如何對網(wǎng)絡(luò)民意進(jìn)行管理。本章在一般管理的基礎(chǔ)上,揭示國外在這方面上對我國可借鑒的理念和做法。最后,主要得出對我國的兩點(diǎn)啟迪,即推動(dòng)民主決策以及弘揚(yáng)直接民主,從而期望對我國的公共決策提供相應(yīng)的借鑒。第五部分是本文的重點(diǎn),在基于前四章淺析淺析的基礎(chǔ)上,得出網(wǎng)絡(luò)民意對公共決策影響的改善意見。從七個(gè)方面提出相應(yīng)的改善倡議：加強(qiáng)對網(wǎng)絡(luò)民意的監(jiān)管；建立和完善相關(guān)制度和規(guī)定；不斷加強(qiáng)對主流網(wǎng)站的建設(shè)；強(qiáng)化技術(shù)手段的應(yīng)用；引導(dǎo)網(wǎng)民提高素質(zhì)；建立網(wǎng)絡(luò)民意的獲取機(jī)制以及國外的借鑒等,從而說明目前我國對網(wǎng)絡(luò)民意的管理有哪些需要完善和改善的方面。
【Abstract】 As China’s rapid development and popularization of the Internet, the network has become the public exercise of the right to information, participation, expression, and supervise an important channel for the network of public opinion has naturally become an official understanding people’s livelihood, to observe the public and promoting the importance of democracy and factors to consider. At present, China can show that the network management of public opinion what needs improving and improving.
