【摘要】：明確地方政府土地財(cái)政依賴的影響機(jī)理,有利于緩解當(dāng)前地方政府高度依賴土地財(cái)政的現(xiàn)狀。本文從經(jīng)濟(jì)增長(zhǎng)和制度環(huán)境雙重角度構(gòu)建影響地方政府土地財(cái)政依賴的分析框架,并采用2000~2013年我國(guó)省級(jí)數(shù)據(jù)構(gòu)建動(dòng)態(tài)面板模型進(jìn)行實(shí)證檢驗(yàn)。研究結(jié)果顯示:地方政府對(duì)土地財(cái)政的依賴在短期內(nèi)具有激勵(lì)作用與慣性特征,長(zhǎng)期具有收斂趨勢(shì)。土地財(cái)政產(chǎn)生于工業(yè)化與城市化進(jìn)程之中,經(jīng)濟(jì)增長(zhǎng)對(duì)地方政府土地財(cái)政依賴具有顯著促進(jìn)作用。分稅制改革背景下,財(cái)權(quán)與事權(quán)的不對(duì)等程度是地方政府依賴土地財(cái)政的前提,土地出讓制度市場(chǎng)化改革、地方政府競(jìng)爭(zhēng)、房地產(chǎn)業(yè)支柱型產(chǎn)業(yè)定位政策對(duì)地方政府土地財(cái)政依賴有顯著促進(jìn)作用。其中,滯后一期財(cái)事權(quán)不對(duì)等程度對(duì)當(dāng)期地方政府土地財(cái)政依賴具有負(fù)向影響,由此反映出分稅制改革對(duì)地方政府土地財(cái)政具有顯著的促進(jìn)作用。在地方政府競(jìng)爭(zhēng)中,招商引資的競(jìng)爭(zhēng)方式在短期內(nèi)對(duì)地方土地財(cái)政依賴度的影響尚不顯著,但通過(guò)基礎(chǔ)設(shè)施建設(shè)的競(jìng)爭(zhēng)愈激烈,地方政府愈加依賴土地財(cái)政。
[Abstract]:To clarify the influence mechanism of local government land finance dependence is helpful to alleviate the current situation that local government is highly dependent on land finance. This paper constructs an analytical framework affecting the land financial dependence of local governments from the perspective of economic growth and institutional environment, and uses the provincial data from 2000 to 2013 to build a dynamic panel model for empirical testing. The results show that the dependence of local government on land finance has the characteristics of incentive and inertia in the short term, and has the trend of convergence in the long run. Land finance comes into being in the process of industrialization and urbanization, and economic growth plays a significant role in promoting the dependence of local governments on land finance. Under the background of tax distribution reform, the inequality between financial power and administrative power is the premise of local government relying on land finance. The marketization reform of land transfer system, the competition of local government and the pillar industrial positioning policy of real estate industry play a significant role in promoting the dependence of local government on land finance. Among them, the inequality of financial rights in the first stage has a negative impact on the land finance dependence of the local government in the current period, which reflects that the tax distribution reform plays a significant role in promoting the land finance of the local government. In the competition of local government, the competition mode of attracting investment has no significant influence on the financial dependence of local land in a short period of time, but the more fierce the competition of infrastructure construction, the more dependent the local government is on land finance.
