【摘要】：近年來,船舶流失問題嚴(yán)重影響著我國海運(yùn)業(yè)的發(fā)展,而歐洲國家使用的現(xiàn)代噸稅制度在吸引船舶入籍方面取得了顯著成效,這對(duì)我國改革傳統(tǒng)噸稅制度不無啟示。立足于充分的資料,通過分析歐洲現(xiàn)代噸稅制度的實(shí)踐,了解其制度構(gòu)造、對(duì)船舶出籍問題的解決辦法和實(shí)施效果及存在的問題。我國在借鑒其經(jīng)驗(yàn)時(shí),應(yīng)結(jié)合我國國情,揚(yáng)長(zhǎng)避短。
[Abstract]:In recent years, the problem of ship loss has seriously affected the development of China's shipping industry, and the modern tonnage tax system used by European countries has achieved remarkable results in attracting ship naturalization, which is enlightening to the reform of the traditional tonnage tax system in China. Based on the sufficient data, through the analysis of the practice of modern tonnage tax system in Europe, this paper understands its system structure, the solution to the problem of ship naturalization, the effect of implementation and the existing problems. When our country draws lessons from its experience, we should combine our national conditions and make full use of our strengths and avoid our weaknesses.
