【摘要】：工程項(xiàng)目建設(shè)周期長(zhǎng),受自然條件和客觀因素影響大,實(shí)際施工情況與設(shè)計(jì)會(huì)發(fā)生變化,在施工過程中工程變更在所難免。工程變更會(huì)對(duì)建設(shè)項(xiàng)目的工期、質(zhì)量、特別是投資控制產(chǎn)生影響,對(duì)此問題認(rèn)識(shí)不足,容易形成監(jiān)管漏洞,造成投資超支、浪費(fèi)財(cái)政資金的現(xiàn)象,同時(shí)也成為某些承包商弄虛作假、非法牟利的手段。筆者結(jié)合工作實(shí)際,闡述了財(cái)政投資項(xiàng)目工程變更存在的問題,并提出相關(guān)改進(jìn)建議。
[Abstract]:The construction cycle of the project is long, which is greatly affected by the natural conditions and objective factors. The actual construction situation and design will change, and the engineering change is inevitable in the construction process. The change of project will have an impact on the duration and quality of the construction project, especially on the investment control. There is a lack of understanding of this problem, and it is easy to form a regulatory loophole, resulting in investment overexpenditure and waste of financial funds. At the same time, it has also become a means for some contractors to cheat and make profits illegally. Combined with the actual work, the author expounds the problems existing in the engineering change of the financial investment project, and puts forward some suggestions for improvement.
