廣西財(cái)政支農(nóng)資金效率問題研究

【摘要】:我國是一個(gè)擁有六億多農(nóng)民的農(nóng)業(yè)大國。自古以來,農(nóng)業(yè)在我國經(jīng)濟(jì)中都具有極其重要的地位。農(nóng)業(yè)是國民經(jīng)濟(jì)的基礎(chǔ),是第二、第三產(chǎn)業(yè)蓬勃發(fā)展的保證。1978年改革開放后,我國農(nóng)業(yè)迎來了新的發(fā)展時(shí)期。在黨和國家領(lǐng)導(dǎo)人的英明決策下,農(nóng)業(yè)發(fā)展方式得到不斷創(chuàng)新,農(nóng)民生活水平不斷提高,創(chuàng)造了用世界9%的耕地養(yǎng)活20%的人口的奇跡。廣西作為祖國沿邊、沿江、沿海的重地,有其特有的農(nóng)業(yè)資源優(yōu)勢。中國-東盟自貿(mào)區(qū)以及泛北部灣經(jīng)濟(jì)區(qū)的成立,廣西農(nóng)業(yè)迎來了發(fā)展的黃金時(shí)期。廣西能否抓住機(jī)遇將農(nóng)業(yè)經(jīng)濟(jì)發(fā)展到新高度,財(cái)政支農(nóng)資金的使用效率至關(guān)重要,這也是文章研究意義所在。本文以廣西財(cái)政支農(nóng)資金效率為研究對象。文章首先進(jìn)行國內(nèi)外文獻(xiàn)評述,并闡述相關(guān)的理論基礎(chǔ)。在對廣西財(cái)政支農(nóng)資金進(jìn)行實(shí)證分析前,先對廣西農(nóng)業(yè)發(fā)展的概況和近三十年來財(cái)政支農(nóng)資金現(xiàn)狀進(jìn)行總體描述。通過分析,對廣西財(cái)政支農(nóng)資金的規(guī)模、結(jié)構(gòu)、產(chǎn)生的效益有所掌握。接著采用2007-2013年廣西所轄14市的財(cái)政支農(nóng)資金、農(nóng)林牧漁業(yè)總產(chǎn)值、農(nóng)村居民人均純收入的數(shù)據(jù),運(yùn)用DEA和Malmquist指數(shù)進(jìn)行實(shí)證分析,測算廣西財(cái)政支農(nóng)資金的效率水平。在此基礎(chǔ)上,歸納出資金在使用過程中造成財(cái)政支農(nóng)資金效率低的問題所在,并提出政策建議。研究結(jié)果表明,廣西財(cái)政支農(nóng)資金的效率總體不高,在資金使用上仍然存在著浪費(fèi)、交叉,監(jiān)管力度不足等現(xiàn)象。因此,本文提出提高廣西財(cái)政支農(nóng)資金效率的對策:首先要保證財(cái)政支農(nóng)資金的足額投入,進(jìn)一步優(yōu)化財(cái)政支農(nóng)資金結(jié)構(gòu)。整合財(cái)政支農(nóng)資金,使其能發(fā)揮整體效益。更重要的是要提升監(jiān)管的力度,建立一個(gè)新管理體制,保證財(cái)政支農(nóng)資金能夠高效運(yùn)作。
[Abstract]:China is a large agricultural country with more than 600 million farmers. Since ancient times, agriculture has played a very important role in the economy of our country. Agriculture is the foundation of the national economy and the guarantee of the vigorous development of the tertiary industry. After the reform and opening up in 1978, China's agriculture has ushered in a new period of development. Under the wise decision of the leaders of the Party and the state, the way of agricultural development has been constantly innovated, the living standard of farmers has been continuously improved, and the miracle that 9% of the world's cultivated land has been used to feed 20% of the population has been created. Guangxi as the motherland along the border, along the river, coastal areas, has its unique advantages of agricultural resources. With the establishment of China-ASEAN Free Trade area and Pan-Beibu Gulf Economic Zone, Guangxi agriculture has ushered in a golden period of development. Whether Guangxi can seize the opportunity to develop the agricultural economy to a new height, the efficiency of financial funds for supporting agriculture is very important, which is also the significance of this paper. This article takes Guangxi finance to support agriculture funds efficiency as the research object. First of all, the paper reviews domestic and foreign literature, and expounds the relevant theoretical basis. Before the empirical analysis of the financial funds for supporting agriculture in Guangxi, the general situation of agricultural development in Guangxi and the present situation of financial funds for supporting agriculture in the past three decades are described in general. Through the analysis, we have mastered the scale, structure and benefit of Guangxi financial fund for supporting agriculture. Then, using the data of fiscal funds for supporting agriculture, gross output value of agriculture, forestry, animal husbandry and fishery, and per capita net income of rural residents in 14 cities under the jurisdiction of Guangxi from 2007 to 2013, using DEA and Malmquist index for empirical analysis, the efficiency level of financial funds for supporting agriculture in Guangxi is calculated. On this basis, summed up the use of funds in the process of the low efficiency of financial support to agriculture, and put forward policy recommendations. The results show that the efficiency of fiscal funds for supporting agriculture in Guangxi is not high, and there are still some phenomena such as waste, cross-cutting, insufficient supervision and so on in the use of funds. Therefore, this paper puts forward the countermeasures to improve the efficiency of fiscal agricultural support funds in Guangxi: first of all, it is necessary to ensure the full investment of fiscal agricultural support funds, and further optimize the structure of fiscal agricultural support funds. The integration of financial support for agriculture funds, so that it can play the overall benefits. It is more important to enhance supervision and establish a new management system to ensure the efficient operation of financial funds for agriculture.
