【摘要】：正2013年,河南省財政在深入調研的基礎上,決定在全省推行鄉(xiāng)鎮(zhèn)國庫集中支付制度改革。截至2015年6月底,改革共涉及鄉(xiāng)鎮(zhèn)2123個,占鄉(xiāng)鎮(zhèn)總數(shù)的比例為95%,累計納入改革的預算單位8229個,占鄉(xiāng)鎮(zhèn)預算單位總數(shù)的比例達90%以上,基本實現(xiàn)了"橫向到邊、縱向到底"的改革目標,極大提高了財政資金運行效率和透明度,規(guī)范了財政資金支付行為。把握時機,順勢而為(一)建章立制,規(guī)范改革。河南省于2003年啟動省級國庫管理制度改革,2004年進一步擴大到省級各部門,并逐
[Abstract]:In 2013, Henan Province, on the basis of in-depth investigation, decided to implement the reform of the centralized payment system of township treasury in the whole province. By the end of June 2015, the reform had involved 2123 townships and townships, accounting for 95% of the total number of townships and towns. A total of 8229 budget units had been incorporated into the reform, accounting for more than 90% of the total number of township budget units. The goal of "vertical to bottom" reform greatly improves the efficiency and transparency of the operation of financial funds, and standardizes the behavior of payment of financial funds. Seize the opportunity, conform to the trend (1) establish a system, standardize reform.
