【摘要】：環(huán)保專項(xiàng)資金績(jī)效評(píng)價(jià)指標(biāo)體系是環(huán)保資金有效利用的保障，也是環(huán)保工程順利實(shí)施的依據(jù)。隨著環(huán)保投資快速增加，2011年，國(guó)家環(huán)保部直接參與分配的環(huán)保專項(xiàng)資金達(dá)到172億元。黑龍江省作為主要的東北老工業(yè)基地，加大投資環(huán)保工程項(xiàng)目，以實(shí)現(xiàn)污染減排的目標(biāo)。黑龍江省環(huán)保專項(xiàng)資金績(jī)效評(píng)價(jià)指標(biāo)體系的構(gòu)建，不僅能夠指導(dǎo)環(huán)保工程的實(shí)施，更能夠?yàn)槠渌鼘?shí)踐工作的開展積累經(jīng)驗(yàn)，具有很強(qiáng)的現(xiàn)實(shí)意義。本文以文獻(xiàn)梳理和環(huán)保政策與標(biāo)準(zhǔn)為基礎(chǔ)，借鑒中央及試點(diǎn)省份指標(biāo)體系構(gòu)建的經(jīng)驗(yàn)，旨在構(gòu)建黑龍江省環(huán)保專項(xiàng)資金績(jī)效評(píng)價(jià)指標(biāo)體系，并通過(guò)實(shí)地調(diào)查研究，結(jié)合專家評(píng)判，，對(duì)初步建立的指標(biāo)體系進(jìn)行調(diào)整與完善，以增強(qiáng)指標(biāo)體系的實(shí)用性。最后，結(jié)合實(shí)地調(diào)研的具體情況，在指標(biāo)體系框架內(nèi)分析出現(xiàn)的問(wèn)題，并提出相應(yīng)的對(duì)策建議。
[Abstract]:The performance evaluation index system of special funds for environmental protection is the guarantee of the effective utilization of environmental protection funds and the basis for the smooth implementation of environmental protection projects. With the rapid increase in environmental investment, in 2011, the State Ministry of Environmental Protection directly involved in the allocation of special funds for environmental protection reached 17.2 billion yuan. Heilongjiang Province, as the main old industrial base in Northeast China, has invested more in environmental protection projects to achieve the goal of pollution reduction. The construction of the performance evaluation index system of special funds for environmental protection in Heilongjiang Province can not only guide the implementation of environmental protection projects, but also accumulate experience for other practical work, which is of great practical significance. Based on the literature review and environmental protection policies and standards, this paper draws lessons from the experience of the central government and pilot provinces in constructing the performance evaluation index system of special funds for environmental protection in Heilongjiang Province, and through the field investigation and research, Combined with expert evaluation, the index system was adjusted and perfected to enhance the practicability of the index system. Finally, combined with the specific situation of field investigation, this paper analyzes the problems in the framework of the index system, and puts forward the corresponding countermeasures and suggestions.
