【摘要】：“三農(nóng)”問題是當(dāng)前我國經(jīng)濟(jì)發(fā)展中的關(guān)鍵問題,關(guān)系到國民經(jīng)濟(jì)和社會(huì)發(fā)展的全局。政府的重視和支持是解決“三農(nóng)”問題的關(guān)鍵所在,政策傾斜是支持農(nóng)業(yè)發(fā)展的基礎(chǔ)手段,除此之外也可以通過財(cái)政支出對(duì)農(nóng)業(yè)進(jìn)行扶持,主要是建立持續(xù)、有效規(guī)范的財(cái)政支農(nóng)機(jī)制。政府從提出“三農(nóng)”問題開始,一直將其作為重點(diǎn)工作來抓,并每年將“三農(nóng)”支出規(guī)模作為考核財(cái)政工作的一桿標(biāo)尺,在《“十三五”規(guī)劃綱要》中更是強(qiáng)調(diào)要工業(yè)促進(jìn)農(nóng)業(yè),城市帶動(dòng)鄉(xiāng)村,明確指出要加快建立財(cái)政支農(nóng)長(zhǎng)效機(jī)制,不斷增加對(duì)農(nóng)業(yè)的投入,對(duì)存量資金要按照科學(xué)合理的原則進(jìn)行適度調(diào)整,增量資金要充分考慮資金使用效率,對(duì)重點(diǎn)領(lǐng)域、重點(diǎn)項(xiàng)目?jī)A斜。進(jìn)一步擴(kuò)大公共財(cái)政受益范圍,減輕農(nóng)民負(fù)擔(dān),提高農(nóng)民收入。可見,建立健全財(cái)政支農(nóng)支出穩(wěn)定增長(zhǎng)機(jī)制是當(dāng)前值得研究和思考的問題,關(guān)系著財(cái)政支農(nóng)資金的合理分配,支農(nóng)資金使用效率的進(jìn)一步提高。本文以公共財(cái)政的基本原理為理論指導(dǎo),選取山東省淄博市為例,理論與實(shí)證相結(jié)合,對(duì)財(cái)政支農(nóng)進(jìn)行了全面系統(tǒng)地研究。本文從淄博市農(nóng)業(yè)特點(diǎn)、淄博市財(cái)政支農(nóng)資金的演變和結(jié)構(gòu)、淄博市財(cái)政支農(nóng)支出地域間分配情況和淄博市財(cái)政支農(nóng)支出力度四個(gè)方面分析分析了現(xiàn)階段淄博市財(cái)政支農(nóng)的現(xiàn)狀,通過分析得出淄博市財(cái)政支農(nóng)政策的穩(wěn)定性有待進(jìn)一步提高的結(jié)論。運(yùn)用基于DEA模型的定量分析方法對(duì)淄博市各區(qū)縣的財(cái)政支農(nóng)支出效率進(jìn)行了評(píng)價(jià),并進(jìn)一步對(duì)全市范圍內(nèi)的財(cái)政支農(nóng)支出效率進(jìn)行了測(cè)度,測(cè)度結(jié)論是淄博市整體財(cái)政支農(nóng)支出效率較為平穩(wěn),但總體效率偏低。最后通過分析在農(nóng)業(yè)投入方面具有先進(jìn)經(jīng)驗(yàn)的幾個(gè)國家的農(nóng)業(yè)財(cái)政政策,總結(jié)出我國財(cái)政支農(nóng)的改革方向。最后從加大支出力度、調(diào)整支出方向、提高支農(nóng)資金使用效率和調(diào)整財(cái)政支農(nóng)補(bǔ)貼政策四個(gè)方面提出對(duì)策建議。淄博市政府應(yīng)該整合現(xiàn)有資源,持續(xù)加大財(cái)政支農(nóng)規(guī)模,充分利用財(cái)政支農(nóng)資金,優(yōu)化財(cái)政支農(nóng)結(jié)構(gòu),防止政府出現(xiàn)缺位和越位,提高財(cái)政支農(nóng)資金的使用效率,推動(dòng)淄博市農(nóng)業(yè)發(fā)展。
[Abstract]:The problem of "agriculture, countryside and countryside" is the key problem in the current economic development of our country, which is related to the overall situation of the national economy and social development. The emphasis and support of the government is the key to solving the problem of "agriculture, rural areas and farmers". Policy tilt is the basic means to support agricultural development. In addition, it can also support agriculture through fiscal expenditure, mainly to establish sustainability. Effective and standardized mechanism of financial support for agriculture. Since the government raised the issue of "agriculture, rural areas and farmers", it has always taken it as a key task, and every year, the scale of expenditure on "agriculture, countryside and farmers" has been used as a one-shot scale for assessing financial work. In the outline of the 13th five-year Plan, more emphasis is placed on the need for industry to promote agriculture and cities to drive villages. It is clearly pointed out that it is necessary to speed up the establishment of a long-term mechanism for financial support to agriculture and to continuously increase investment in agriculture. The stock fund should be appropriately adjusted according to the scientific and reasonable principle, and the incremental funds should take full account of the efficiency of the use of funds, and the key areas and key projects should be tilted. We will further expand the scope of public finance benefits, lighten farmers' burdens and raise farmers' income. It can be seen that the establishment and perfection of the stable growth mechanism of fiscal support for agriculture is a question worth studying and thinking at present, which is related to the rational distribution of financial funds for agriculture and the further improvement of the efficiency of the use of funds for supporting agriculture. This paper takes the basic principle of public finance as the theoretical guidance, selects Zibo City of Shandong Province as an example, combines the theory with the demonstration, and makes a comprehensive and systematic study on the financial support to agriculture. Based on the agricultural characteristics of Zibo City, the evolution and structure of the financial funds for supporting agriculture in Zibo City, This paper analyzes the current situation of Zibo's fiscal support for agriculture in four aspects: the regional distribution of fiscal support for agriculture in Zibo and the intensity of fiscal support for agriculture in Zibo at the present stage. Through the analysis, it is concluded that the stability of Zibo's financial policy of supporting agriculture needs to be further improved. Using the quantitative analysis method based on DEA model, this paper evaluates the expenditure efficiency of fiscal support to agriculture in every district and county of Zibo City, and further measures the expenditure efficiency of fiscal support to agriculture in the whole city. The conclusion is that the overall fiscal expenditure efficiency of Zibo is relatively stable, but the overall efficiency is low. Finally, through the analysis of the agricultural fiscal policies of several countries with advanced experience in agricultural input, the reform direction of fiscal support for agriculture in our country is summarized. Finally, countermeasures and suggestions are put forward from four aspects: increasing the intensity of expenditure, adjusting the direction of expenditure, improving the efficiency of supporting agriculture funds and adjusting the subsidy policy of fiscal support for agriculture. The municipal government of Zibo should integrate existing resources, continuously increase the scale of financial support for agriculture, make full use of financial funds for supporting agriculture, optimize the structure of financial support for agriculture, prevent the absence and offside of the government, and improve the efficiency of the use of financial funds for supporting agriculture. We will promote agricultural development in Zibo.
