供給側結構性改革下財稅政策調控的著力點及創(chuàng)新路徑

【摘要】：在經(jīng)濟處于"三期疊加"及資源與環(huán)保約束壓力日益增大背景下,供給側結構性改革成為我國經(jīng)濟可持續(xù)發(fā)展的重頭戲。而財政政策肩負著宏觀經(jīng)濟調控重任,是推動供給側結構性改革的強有力抓手。供給側結構性改革的核心內涵是產(chǎn)業(yè)價值提升、化解過剩產(chǎn)能、創(chuàng)新激發(fā)活力、調整扶持政策的四重奏。供給側結構性改革重在財稅政策調控創(chuàng)新,為此要剖析財稅政策的深層作用機理,找準政策著力重點。創(chuàng)新措施要堅持"五位一體"發(fā)展思路,遵循"五大發(fā)展理念",推動創(chuàng)新引領發(fā)展戰(zhàn)略,有效落實"三去一降一補"五大重點任務,營造良好市場競爭環(huán)境,優(yōu)化資源配置,促進企業(yè)兼并重組,加快產(chǎn)業(yè)新舊動能轉換步伐。
[Abstract]:Under the background of "three phases superposition" of economy and increasing restraint pressure of resources and environmental protection, supply-side structural reform has become the most important part of the sustainable development of China's economy. Fiscal policy shoulders the responsibility of macro-economic regulation and control, which is a powerful starting point to promote supply-side structural reform. The core connotation of supply-side structural reform is the quartet of enhancing industrial value, eliminating excess capacity, innovating and stimulating vitality, and adjusting supporting policies. The supply-side structural reform focuses on the regulation and innovation of fiscal and tax policies, so it is necessary to analyze the deep-seated mechanism of fiscal and tax policies and find out the key points of the policies. Innovation measures should adhere to the "five-in-one" development thinking, follow the "five major development concepts," promote innovation and lead the development strategy, effectively implement the five key tasks of "three go, one down, one complement", create a good market competitive environment, and optimize the allocation of resources. We will promote mergers and reorganizations of enterprises and speed up the conversion of new and old drivers of industry.
