【摘要】：我國經(jīng)濟運行近年來連續(xù)取得好成績，不僅農(nóng)業(yè)生產(chǎn)發(fā)展、主要農(nóng)產(chǎn)品產(chǎn)量持續(xù)增長，而且農(nóng)民收入持續(xù)增加，農(nóng)民生活有所改善，農(nóng)村面貌逐步發(fā)生了新的變化。這首先得益于我國國民經(jīng)濟的較快發(fā)展，工業(yè)化、城鎮(zhèn)化步伐的加快推進，國家經(jīng)濟實力不斷增長，以及加快實施“以工補農(nóng)、以城帶鄉(xiāng)”的戰(zhàn)略、農(nóng)村各項改革的不斷深化與完善。其次是各地優(yōu)化農(nóng)業(yè)區(qū)域布局，調(diào)整農(nóng)產(chǎn)品結構，加快農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營，積極推動農(nóng)村經(jīng)濟戰(zhàn)略性結構調(diào)整。再次是黨中央、國務院審時度勢、不失時機的出臺了一系列提高糧食綜合生產(chǎn)能力、增加農(nóng)民收入、維護糧食市場供求平衡、促進農(nóng)村經(jīng)濟快速發(fā)展的宏觀調(diào)控政策措施。近年來，國家逐步加大了對“三農(nóng)”的投資力度，這也必將為農(nóng)村的經(jīng)濟發(fā)展提供強有力的支持。 農(nóng)業(yè)與工業(yè)、商業(yè)相比，受自然因素影響大，生產(chǎn)周期長，，屬于天生弱質(zhì)性產(chǎn)業(yè)，所以無論是發(fā)達國家或者發(fā)展中國家，在經(jīng)濟發(fā)展的各個階段都對農(nóng)業(yè)結構給予了不同程度的關注和支持，主要體現(xiàn)在國家財政對農(nóng)業(yè)的支持力度上。財政支農(nóng)屬于《農(nóng)業(yè)協(xié)議》中的“黃箱政策”，也是一國農(nóng)業(yè)資金支持體制中的重要部分，是農(nóng)業(yè)資金最有保障的來源。本文圍繞財政支農(nóng)查閱了大量的一手資料，在財政支農(nóng)大的研究背景下，綜合考慮了國內(nèi)外有關財政支農(nóng)資金績效的研究成果，又結合我國財政支農(nóng)的理論和實踐基礎，對泰安市財政支農(nóng)資金績效進行了研究分析。 本文共分為五章，第一章引言部分主要闡述了研究背景、研究意義、國內(nèi)外研究綜述、運用的研究方法、研究內(nèi)容以及本文的創(chuàng)新點和不足之處。第二章總結歸納了我國財政支農(nóng)的相關理論；包括財政支農(nóng)支出的概念、財政支農(nóng)發(fā)展的理論基礎和主要領域以及財政支農(nóng)的客觀必然性。第三章分析了泰安市財政支農(nóng)的現(xiàn)狀。在掌握了泰安市及其農(nóng)業(yè)概況的條件下，通過對數(shù)據(jù)的搜集整理，了解了泰安市財政支農(nóng)投入情況并總結其取得的主要成效。第四章是對泰安市財政支農(nóng)資金績效的分析。本章分別從支農(nóng)資金規(guī)模、結構等方面進行績效分析，通過對泰安市2003年到2012年財政支農(nóng)資金規(guī)模的絕對數(shù)分析、相對數(shù)分析以及支農(nóng)資金規(guī)模對農(nóng)民增收的有效性分析；財政支農(nóng)資金結構中農(nóng)業(yè)基本建設支出、農(nóng)業(yè)科技三費支出和農(nóng)村救濟費支出的研究發(fā)現(xiàn)了泰安市財政支農(nóng)資金績效中存在的問題。第五章主要就改善并提高泰安市財政支農(nóng)資金績效提出了相應的對策建議。
[Abstract]:In recent years, China's economic operation has made continuous good achievements. Not only agricultural production has been developed, the output of main agricultural products has continued to increase, but also the income of farmers has continued to increase, farmers' living standards have been improved, and new changes have gradually taken place in the rural areas. This is due first of all to the rapid development of China's national economy, the acceleration of industrialization and urbanization, the constant growth of the country's economic strength, and the accelerated implementation of the strategy of "subsidizing agriculture by industry and taking cities and townships with rural areas." The constant deepening and improvement of various reforms in rural areas. The second is to optimize the regional distribution of agriculture, adjust the structure of agricultural products, accelerate the industrialization of agriculture, and actively promote the strategic restructuring of the rural economy. Again, the CPC Central Committee and the State Council have adopted a series of macro-control policies and measures to improve the comprehensive grain production capacity, increase farmers' income, maintain the balance of supply and demand in the grain market, and promote the rapid development of rural economy. In recent years, the country has gradually increased its investment in agriculture, rural areas and farmers, which will provide strong support for rural economic development. Compared with industry and commerce, agriculture is greatly affected by natural factors, has a long production cycle, and belongs to a naturally weak industry. Therefore, whether it is developed or developing countries, In each stage of economic development, the agricultural structure has been paid attention to and supported to different degrees, which is mainly reflected in the state finance's support for agriculture. Financial support for agriculture is a "yellow box policy" in the Agreement on Agriculture, which is also an important part of a country's agricultural fund support system and the most secure source of agricultural funds. In this paper, a large number of primary materials are consulted around the financial support for agriculture. Under the background of the research on the financial support for agriculture, the paper synthetically considers the research results of the financial support fund performance at home and abroad, and combines the theoretical and practical basis of the financial support for agriculture in our country. This paper studies and analyzes the performance of finance supporting agriculture fund in Taian City. This paper is divided into five chapters. The first chapter mainly describes the research background, research significance, domestic and foreign research review, research methods, research content, innovation and shortcomings of this paper. The second chapter summarizes the related theories of financial support for agriculture in China, including the concept of fiscal support for agriculture, the theoretical basis and main fields of fiscal support for agriculture, and the objective necessity of financial support for agriculture. The third chapter analyzes the current situation of Taian City's financial support for agriculture. Under the condition of mastering the general situation of Taian city and its agriculture, through collecting and arranging the data, the paper has understood the situation of the financial support for agriculture in Taian city and summarized its main achievements. The fourth chapter is the analysis of Taian City's financial performance of supporting agriculture funds. This chapter analyzes the performance of the scale and structure of the fund for supporting agriculture, through the absolute analysis of the scale of the financial support for agriculture from 2003 to 2012, the analysis of the relative number and the effectiveness of the scale of the fund for supporting agriculture to increase the farmers' income. The research on the expenditure of agricultural capital construction, the expenditure of agricultural science and technology and the expenditure of rural relief in the financial structure of supporting agriculture has found the problems existing in the performance of financial support for agriculture in Taian city. The fifth chapter puts forward the corresponding countermeasures and suggestions to improve and improve the performance of financial support funds in Tai'an City.
