【摘要】：正批量集中采購是對一些通用性強、技術(shù)規(guī)格統(tǒng)一、便于歸集的政府采購品目,由采購人按規(guī)定標(biāo)準(zhǔn)歸集采購需求后交由集中采購機構(gòu)統(tǒng)一組織采購的一種模式。與協(xié)議供貨采購相比,批量集中采購具有實現(xiàn)政策目標(biāo)、便于集中監(jiān)管、優(yōu)化支出管理等優(yōu)勢,但在操作執(zhí)行中也暴露出一些亟待解決的問題。批量集中采購制度主要問題分析(一)需求多樣化與標(biāo)準(zhǔn)統(tǒng)一的矛盾。采購需求標(biāo)準(zhǔn)的缺失或不完善是當(dāng)前制約批量集中采購制度發(fā)展的主要矛盾。盡管我國出臺了政府采購個別品
[Abstract]:Centralized purchasing in batch is a kind of mode of government procurement, which has strong generality, uniform technical specification and convenient collection, which is collected by the purchaser according to the prescribed standard and then unified by the centralized purchasing organization. Compared with contract supply purchasing, bulk centralized procurement has the advantages of realizing policy objectives, facilitating centralized supervision, optimizing expenditure management and so on, but it also exposes some problems to be solved in operation and execution. Analysis of the main problems of bulk centralized purchasing system (1) the contradiction between the diversification of demand and the unification of standards. The lack or imperfection of purchasing demand standard is the main contradiction that restricts the development of bulk centralized purchasing system.
