【摘要】：上個(gè)世紀(jì)九十年代初，我國(guó)學(xué)者開(kāi)始研究政府績(jī)效相關(guān)課題，至今已涌現(xiàn)大量研究成果。而隨著2003年我國(guó)政府采購(gòu)法的施行，政府采購(gòu)績(jī)效便逐漸受到人們的關(guān)注。目前，政府采購(gòu)績(jī)效已成為政府績(jī)效研究領(lǐng)域的一個(gè)重要子課題。 本文將項(xiàng)目管理理論與績(jī)效管理理論和政府采購(gòu)理論相結(jié)合，，研究吉林省政府采購(gòu)績(jī)效評(píng)價(jià)體系建設(shè)。既體現(xiàn)了本文的創(chuàng)新性，又體現(xiàn)了多學(xué)科的交叉與融合。項(xiàng)目管理思想在政府采購(gòu)績(jī)效評(píng)價(jià)中的運(yùn)用，為政府采購(gòu)績(jī)效評(píng)價(jià)提供了一種新的思路。本文主要內(nèi)容共六章，每章的內(nèi)容摘要如下。 第一章是緒論部分，本文在該部分探討了政府采購(gòu)績(jī)效評(píng)價(jià)研究的背景及意義。重點(diǎn)評(píng)析了國(guó)內(nèi)關(guān)于政府采購(gòu)績(jī)效評(píng)價(jià)的研究。國(guó)內(nèi)相關(guān)研究起始于政府績(jī)效，政府采購(gòu)績(jī)效是隨著政府績(jī)效的研究而逐漸引起國(guó)內(nèi)學(xué)者關(guān)注的。 第二章探討了政府采購(gòu)理論、績(jī)效管理理論和項(xiàng)目管理理論。本文的研究主題是政府采購(gòu)績(jī)效評(píng)價(jià)，探討政府采購(gòu)理論和績(jī)效管理理論為后文的研究打下基礎(chǔ)。另外，本文的創(chuàng)新點(diǎn)是將項(xiàng)目管理的思想運(yùn)用于政府采購(gòu)績(jī)效評(píng)價(jià)，基于此，該部分也簡(jiǎn)要闡述了項(xiàng)目管理理論的內(nèi)容。 第三章詳細(xì)地展現(xiàn)了吉林省政府采購(gòu)中心的組織構(gòu)架、采購(gòu)方式及采購(gòu)流程，并根據(jù)績(jī)效管理理論的思想，分析了吉林省政府采購(gòu)績(jī)效管理的總體狀況。 第四章闡述了吉林省政府采購(gòu)現(xiàn)行績(jī)效評(píng)價(jià)體系的評(píng)價(jià)主體與對(duì)象、指標(biāo)體系內(nèi)容及評(píng)價(jià)程序。并在此基礎(chǔ)上分析了現(xiàn)行績(jī)效評(píng)價(jià)體系存在的問(wèn)題及出現(xiàn)問(wèn)題的原因。 第五章是本文的核心內(nèi)容。本文在該部分首先根據(jù)績(jī)效評(píng)價(jià)體系優(yōu)化的視角、目標(biāo)及影響因素構(gòu)建了指標(biāo)體系，并運(yùn)用層次分析法確定了指標(biāo)權(quán)重。接下來(lái)，本文從內(nèi)部和外部?jī)蓚�(gè)維度闡述了績(jī)效評(píng)價(jià)的主體并優(yōu)化了評(píng)價(jià)的流程。在構(gòu)建了指標(biāo)體系并確定了評(píng)標(biāo)主體后，本文構(gòu)建了績(jī)效評(píng)價(jià)的模型并優(yōu)化了評(píng)價(jià)標(biāo)準(zhǔn)。 第六章主要探討優(yōu)化方案建設(shè)的保障措施。本文在該部分從制度建設(shè)和管理機(jī)制兩個(gè)層面提出了五個(gè)方面的保障措施。
[Abstract]:In the early 1990s, Chinese scholars began to study government performance related issues, and a large number of research results have emerged. With the implementation of our government procurement law in 2003, the performance of government procurement has been paid more and more attention. At present, the performance of government procurement has become an important subtopic in the field of government performance research. This paper combines project management theory with performance management theory and government procurement theory to study the construction of Jilin provincial government procurement performance evaluation system. It not only embodies the innovation of this paper, but also reflects the cross-and-fusion of multi-disciplinary. The application of project management in government procurement performance evaluation provides a new idea for government procurement performance evaluation. The main content of this paper consists of six chapters, each of which is summarized as follows. The first chapter is the introduction, in which the background and significance of the performance evaluation of government procurement are discussed. Focus on the evaluation of the performance of government procurement research. The domestic related research begins with the government performance, and the government procurement performance gradually attracts the attention of the domestic scholars with the research of the government performance. The second chapter discusses government procurement theory, performance management theory and project management theory. The theme of this paper is the performance evaluation of government procurement. The discussion of the theory of government procurement and the theory of performance management lay the foundation for the later research. In addition, the innovation of this paper is to apply the idea of project management to the performance evaluation of government procurement. Based on this, this part also briefly describes the content of project management theory. The third chapter presents the organization structure, procurement method and procurement process of Jilin provincial government procurement center in detail, and analyzes the overall situation of Jilin provincial government procurement performance management according to the theory of performance management. The fourth chapter expounds the main body and object of Jilin provincial government purchasing performance evaluation system, the content of index system and the evaluation procedure. On this basis, the existing problems of the current performance evaluation system and the causes of the problems are analyzed. The fifth chapter is the core content of this paper. In this part, the index system is constructed from the perspective of performance evaluation system optimization, objectives and influencing factors, and the weight of the index is determined by the analytic hierarchy process (AHP). Then, this paper expounds the main body of performance evaluation and optimizes the evaluation process from the internal and external dimensions. After constructing the index system and determining the subject of bid evaluation, this paper constructs the performance evaluation model and optimizes the evaluation criteria. The sixth chapter mainly discusses the safeguard measures of optimizing the program construction. In this part, the author puts forward five safeguard measures from two aspects of system construction and management mechanism.
