【摘要】：我國目前的環(huán)境問題不容樂觀,環(huán)境問題的凸顯也明顯制約了經(jīng)濟(jì)的發(fā)展。世界各國都采取了征收環(huán)保稅的方式,對破壞環(huán)境的行為進(jìn)行矯正。我國目前與環(huán)保相關(guān)的稅收還不成體系,也缺乏明確的構(gòu)建理念。在環(huán)境保護(hù)領(lǐng)域,生態(tài)補(bǔ)償?shù)睦砟钪形廴菊邞?yīng)對環(huán)境損害進(jìn)行賠償,而對環(huán)境作出犧牲者應(yīng)得到補(bǔ)償,與環(huán)保稅的功能十分契合,這一理念在國外較為成熟的環(huán)保稅體系中也多有體現(xiàn)。在構(gòu)建我國環(huán)保稅體系時(shí),可以對國外立法經(jīng)驗(yàn)進(jìn)行借鑒,并在生態(tài)補(bǔ)償?shù)睦砟钕聵?gòu)建我國的環(huán)保稅體系。
[Abstract]:China's current environmental problems are not optimistic, the highlight of environmental problems also significantly restricted the development of the economy. Countries around the world have adopted a tax on environmental protection, to correct the damage to the environment. At present, the tax related to environmental protection in China is not systematic and lacks a clear concept of construction. In the field of environmental protection, in the concept of ecological compensation, the polluter should compensate for the environmental damage, while the victim for the environment should be compensated, which is very consistent with the function of the environmental tax. This concept is also reflected in the more mature environmental tax system abroad. In constructing our country's environmental protection tax system, we can draw lessons from the foreign legislative experience and construct our country's environmental protection tax system under the idea of ecological compensation.
