【摘要】：1978年以來,經(jīng)濟社會滄桑巨變,許多領(lǐng)域都有重大突破,但是伴隨著輝煌成就的同時,一些矛盾也隨之而來,通貨率居高不下,居民收入差距持續(xù)擴大,這些成了經(jīng)濟發(fā)展的嚴重阻力。社會保障支出、財政補貼這兩個主要的轉(zhuǎn)移性支出項目作為政府再分配的重要手段,正確發(fā)揮其作用對于解決資源分配不公,收入差距擴大等這些經(jīng)濟社會發(fā)展阻力十分重要。國內(nèi)外學者就轉(zhuǎn)移性支出與公共產(chǎn)品均等化、收入差距等關(guān)系進行了大量研究,但更多的是將轉(zhuǎn)移性支出作為一個整體或者是以某個轉(zhuǎn)移性支出項目為研究對象,而且由于統(tǒng)計數(shù)據(jù)、研究方法的不同也沒有達成一致意見。 文章在原有研究內(nèi)容的基礎(chǔ)上,根據(jù)轉(zhuǎn)移性支出的三個主要職能效應(yīng),來考核轉(zhuǎn)移性支出兩個主要項目與收入差距、社會穩(wěn)定和經(jīng)濟增長的關(guān)系,提出強化社會保障支出和財政補貼效應(yīng)的具體建議和措施。 具體研究思路為：首先,從經(jīng)濟原理出發(fā),通過相關(guān)理論分析社會保障支出、財政補貼與收入差距、社會穩(wěn)定和經(jīng)濟增長間關(guān)系,從理論上比較分析轉(zhuǎn)移性支出兩個主要項目的主要經(jīng)濟社會職能效應(yīng)。 其次,主要采用改革開放以來的相關(guān)數(shù)據(jù),用協(xié)整檢驗和格蘭杰因果分析為計量方法,以轉(zhuǎn)移性支出三個主要效應(yīng)為被解釋變量,社會保障和財政補貼為解釋變量進行定量分析,對于不同的效應(yīng)目標,定量考察二者的經(jīng)濟社會效應(yīng)。 最后根據(jù)上述研究結(jié)果提出四點政策建議： 1.提高社會保障支出比重、優(yōu)化結(jié)構(gòu)、擴大社會保障范圍。 2.合理規(guī)劃政策性補貼支出結(jié)構(gòu),實現(xiàn)補貼政策目標。 3.區(qū)別對待原則分配轉(zhuǎn)移性支出,促進其職能發(fā)揮效應(yīng)。 4.加強監(jiān)督管理,保證資金落實到位。
[Abstract]:Since 1978, the economic and social vicissitudes have changed dramatically, and major breakthroughs have been made in many fields. However, along with the brilliant achievements, some contradictions have followed, the currency rate has remained high, and the income gap between residents has continued to widen. These have become serious obstacles to economic development. As an important means of government redistribution, social security expenditure and financial subsidy are two main items of transfer expenditure, which play an important role in solving the obstacles of economic and social development, such as unfair distribution of resources and widening income gap. Scholars at home and abroad have done a lot of research on the relationship between the transfer expenditure and the equalization of public goods and income gap, but most of them take the transfer expenditure as a whole or take a transfer expenditure item as the research object. And because of the statistical data, there is no agreement on the different methods of the research. On the basis of the original research content, according to the three main function effects of the transfer expenditure, this paper examines the relationship between the two main items of the transfer expenditure and the income gap, social stability and economic growth. Specific suggestions and measures to strengthen the effect of social security expenditure and financial subsidy are put forward. The specific research ideas are as follows: first, from the economic principles, through the relevant theory to analyze the relationship between social security expenditure, financial subsidy and income gap, social stability and economic growth, In theory, the effects of two main items of transfer expenditure on economic and social functions are compared and analyzed. Secondly, it mainly adopts the relevant data since the reform and opening up, uses cointegration test and Granger causality analysis as the measurement method, and takes the three main effects of the transfer expenditure as the explained variables. Social security and financial subsidy are used as explanatory variables to quantitatively analyze the economic and social effects. Finally, according to the above research results, four policy recommendations are put forward: 1. We will increase the proportion of social security expenditure, optimize the structure, and expand the scope of social security. 2. Reasonable planning policy subsidy expenditure structure, realize subsidy policy goal. 3. The principle of differential treatment allocates the transfer expenditure and promotes its function to exert its effect. 4. Strengthen supervision and management to ensure the implementation of funds in place.
