【摘要】：伴隨著新型城鎮(zhèn)化越來越多地成為全國各地發(fā)展的目標(biāo),各種制度的改革應(yīng)運而生,例如戶籍制度、土地制度、財稅制度等,而其中的土地租稅費問題將是政府制度改革面臨的重點。新型城鎮(zhèn)化和土地租稅費體系是相互影響、相互促進的,新型城鎮(zhèn)化為土地租稅費改革提供了契機和制度保障,土地租稅費的合理調(diào)整是新型城鎮(zhèn)化的內(nèi)在要求,有助于促使新型城鎮(zhèn)化的健康可持續(xù)發(fā)展。當(dāng)前城鎮(zhèn)土地租稅費存在的問題,不符合新型城鎮(zhèn)化的發(fā)展理念,不利于新型城鎮(zhèn)化的建設(shè)。文章通過分析發(fā)現(xiàn)不僅我國城鎮(zhèn)土地租稅費制度設(shè)置本身存在問題在,政府的理念、對土地收益分配的行為選擇存在的問題,加重了土地租稅費存在的問題。通過對土地租稅費的作用與相應(yīng)的分配關(guān)系進行規(guī)范性分析,理順土地租稅費三者之間的關(guān)系,以及分析政府該如何進行行為選擇,來更好地理解我國當(dāng)前的土地收益分配體系。并且借鑒國際經(jīng)驗和堅持城鎮(zhèn)土地租稅費的目標(biāo)和原則基礎(chǔ)上,探索適合中國國情的城鎮(zhèn)土體租稅費體系,為新型城鎮(zhèn)化建設(shè)提供更好的理論和實踐指導(dǎo)。
[Abstract]:With the new type of urbanization increasingly becoming the goal of development throughout the country, the reform of various systems emerged as the times require, such as the household registration system, the land system, the financial and tax system, and so on. But the land rent tax and fee question will be the government system reform to face the focal point. The new urbanization and the land rent tax and fee system influence each other, the new type urbanization provides the opportunity and the system guarantee for the land rent tax and fee reform, the reasonable adjustment of the land rent tax and fee is the inherent requirement of the new type urbanization. It is helpful to promote the healthy and sustainable development of new urbanization. The existing problems of land rent tax and fee in cities and towns do not accord with the development idea of new urbanization and are unfavorable to the construction of new urbanization. The paper finds that not only is there a problem in the establishment of urban land rent tax and fee system in our country, but also in the concept of the government and the behavior choice of land income distribution, the existing problems of land rent tax and fee are aggravated. Through the normative analysis of the function of land rent tax and fee and the corresponding distribution relationship, the paper straightens out the relationship among the three land rent taxes and fees, and analyzes how the government should choose the behavior. To better understand China's current land income distribution system. On the basis of reference to international experience and adherence to the goals and principles of urban land rent tax and fee, this paper explores the system of urban soil rental tax and fee suitable for China's national conditions, and provides better theoretical and practical guidance for the construction of new urbanization.
